COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Joseph Moore, 616 Prospect Manor, expressed appreciation to the JOSEPH MOORE - Village Board for the action taken in attempting to prevent future Donation to Life L~ne ~-~ flooding in the. Randview/I-Iighland area. -Mr. Moore stated that i the residents of the area had retained au engineer to study the ! problem and after making a neighborhood collection to pay the engineer, it ~as determined that $240.00 over and above the fee had been collected. Mr. Moore appeared before the Board to present a cheek to Jim Wagner, representing the Center, in the amount of $240.00 to be applied to the "Life Liner program. MANAGER'S REPORT Village Manager Terrance Burghard presented a resolution relative JULY 4 PARADE to the July 4th parade route. BOESCHE The Village Manager presented an ordinance authorizing the ~ROPER--TY ~- purchase of property located at 117 East Prospect Avenue, commonly 117 E. Prospect known as the Boesche property, which property would be used for commuter parking. Trustee Richardson, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an ordinance relative to the purchase of property located at Prospect Avenue ~ Maple Stre! the Boesche property. · Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. ORD_._30L9 Trustee Richardson, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 3019 g.~N ORDIX'ANCE AUTHORIZING THE PURCHASE OF REAL PROPERTY (117 East Propect Avenue) Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion c~rried. BID: Mr. Burghard presented the results of bids for the pump house ~--~-~L 17 PUMP HOUSE at Well #17 (Blmhurst Rd. at Camp Mc Donald Road), noting that the bids submitted were in excess of the amount budgeted for that project. Trustee Richardson, 'seconded by Trustee Farley, moved to concur with the recommendation of Ralph F. Gross & Son, Assoc. Inc., being consultants for the Village, and accept the low bid submitted by Keno & Sons Construction Company from Highland Park, in the amount of $S23,600 to complete the pump house at Well #17. The Village Manager presented the following bids submitted for BID.' TRUCK MOUNTED the proposed purchase of a truck mounted crane: Bidder Price including Trade-In Schuster Equip. Co. $23,023.00 Tractor & Equip. Co. $21,907.00 Runnion Equip. Co. $21,548.00 Mr. Burghard explained that although Runnion Equipment Company was the apparent low bidder, upon review of the specifications, it was determined that the bid did not meet the required specifications. Trustee Farley, seconded by Trustee Richardson, moved to reject the bid submitted by Runnion Equipment Co. due to the fact that it did not meet the required specifications. Trustee Richardson, seconded by Trustee Farley, moved to accept the bid submitted by Tractor & Equipment Company in the amount of $21,907.00 and to authorize the purchase of a truck mounted crane. Mr. Burghard brought up the request of the Woodview Civic ~WOODVI~W CMC Association for the Village to reimburse that Association in the ASSOC. REQUEST amount of $2,500 toward legal expenses that Association incurred ~RIC .KMAN LAW SUIt. during the Brickman Case, noting that due to pending litigation on a past action relative to that case, it was the opinion of legal counsel that such action should be delayed until the pending litigation is finalized. Fred Schlerhorn 1517 Park Drive, President of the Woodview Civic Association, requested that the matter be acted on as soon as possible. This matter was referred to the Legislative/Judiciary Committee for further study. ~3- 7/1/80 MAYOR'S REPORT ' DRAINAGE ~ ~' CLE~N~ Mayor Krause presented an ordinance for second reading' that would STREAMS ~ MENTAL dissolve the Drainage & Clean Streams Commission as well as the HEALTH COMM~. NO. 3020 for passage of Ordinance No. 3020 Amend Ch. $ AN ORDINANCE AMENDING CHAPTER 5 OF THE MUNICIPAL CODE upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg ~-~ Nays: None ~ Motion carried ~ MHDC vs. MOUNT Mayor Krause and Village Attorney Marlin Smith gave a status PROSPECT report on the Metropolitan Housing Development Corporation vs. Mount Prospect, commonly referred to as the Lincoln Green case. Having had the court rule against the Village in this case involving the proposed development of commercial and Iow income housing to be built on Golf Road at Goebbert Road, within the corporate limits of Arlington Heights, but abutting the corporate Hmits of Mount Prospect, the Village appealed the case to the Appellate Court, which also ruled against the Village. Mr. Smith noted that although the Village could appeal the decision to the United States Supreme Court~ it was his ?pinion that the Village would have little chance of winning such as appeal. Dan Tokarski, 2125 Haven, and President of the Forest View Homeowners Association, requested the Village to continue with the litigation. Mayor Krause stated that neighborhood meetings would be ~' held to meet with the developers of the Lincoln Green site in order to review the proposed plans and to provide the concerns of the Village and residents in the development of the plans. Trustee Wattenberg, seconded by Trustee Floros, moved to authorize the Village Attorney not to file a writ in the case Metropolitan Housing DeveloPment Corporation vs. Mount Prospect. ZBA 22-SU-$0, 422 East Northwest Highway ~ Trustee Floros presented the request of the petitioner for a 422 E. Northwest Hvqg., special use to allow an addition to the existing building for - residence and additional office space. Trustee Floros stated that the Building Committee had concurred with the recommendation of the Zoning Board of Appeals to grant the request, provided that certain access control and landscaping be installed. It was suggested that since the petitioner did not agree with that provision, additional time be granted in order for the petitioner and administration to meet and possibily work out a compromise to the landscaping and access control. Trustee Miller, seconded by Trustee Farley, moved to defer action on ZBA 22-SU-80 to the July 15th meeting of the Village Board. Trustee Miller noted that earlier this year the Board had authorized the withdrawl from the Northwest Municipal Data System (N.M.D .S .) with the intent for the Village ~o acquire a computer to provide the various functions provided by that data service. Trustee Miller explained that due to the teehnology involved with computers, it was not feasible to bid such an item, however a recommendation was submitted by the administration to acquire an IBM System 34/D 34. Although authorization would be requested to acquire the recommended system, the method of financing, whether purchase ' or lease, could be worked out at the time of {nstallation. Trustee Miller, seconded by Trustee Wattenberg, moved to waive the bidding process relative to acquiring a computer. Trustee Miller, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Finance Committee and authorized the administration to enter into a contract with IBM for a 34 D 34 system in an amount not to exceed $72,982; to -7- 7/1/80 contract for professional software programming services from James Allen of Gley Ellyn in an amount not to exceed $17,400; and to contract with Professional ComPuter Resources in an amount not to exceed $1,800.
