COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
BLOOD DONOR June Kerstein, Co-ordinator of the Blood Program, and Mayor
AWARDS Krause honored donors having given one, two and three gallons
of blood.
CERTIFICATE OF Mayor Krause and the Village Board honored Mary Hargrave, a
~MERIT - Mary Mount Prospect resident, for her quick action in saving a young
_Hargrave girls life by administering a life-saving method for choking,
which Mrs. Hargrave learned while participating in the Mount
Prospect CPR classes offered by the Fire Depa~-h,,ent.
NORTHWEST_ Jack Keefer, 15 N. Waverly, expressed concern relative to the
CENTRAL method of awarding a bid for the installation of the Central Dispatch
DISPATCH equipment. Everett Hill, attorney for the Northwest Central Dispatc~
explained that the bid was awarded on the ability to meet the
various specifications and performance standards established by
Northwest Central Dispatch.
MANAGER'S REPORT
Village Manager Burghard presented an ordinance amending the
~AbIENDMENT TO Traffic Code for second reading.

The Village Manager presented the results from various bids.
B~D: Vehicles The first results presented were for the purchase of two
replacement vehicles for the Village pool. Mr. Burghard
presented the following bids which were opened April 28, 1980.

In order to meet the specifications established, the Village Manager
requested the bid submitted by Lattof Chevrolet be accepted.
It was also requested that since the Fire Department had
anticipated going out for bid on a replacement vehicle for that
department, Chief Pairitz be authorized to purchase the vehicle
from Lattof Chevrolet at the bid price quoted.
Trustee Floros, seconded by Trustee Farley, moved to accept the
bid submitted by Lattof Chevrolet and authorize the purchase of
three vehicles at a cost not to exceed $5,250,00 each.

Due to the fact that the low bidder did not meet the specifications,
the Village Manager requested the Board to accept the next lowest
bid submitted by Nels Johnson Tree Experts, Inc.
Trustee Wattenberg, seconded by Trustee Richardson, moved
to accept the bid submitted by Nels Johnson Tree Experts, Inc.
in the amount of $64,757.75 for tree trimming and emergency
work up to a total of $80,000.00.

The next bid was for the repair ~and replacement of the roof on BID: ROOF ON
the Public Safety Building. Following review of the bids PUBLIC SAFETY
submitted, it was the recommendation that the bid submitted BUILDING -
by Martin Builders in the amount of $71.425.80, which amount Martin Builders
included the relocation of the antenna tower.
Trustee Richardson, seconded by Trustee Wattenberg, moved
to accept the bid submitted by Martin Builders for the repair
and replacement of the roof on the Public Safety Building in
an amount not to exceed $71.425.80. (Bid tabulations attached)

BID: WATER METERS Bids were opened on April 23, 1980, for water meters,

to concur with the recommendation of the administration and
accept the bid submitted by Badger Meter Company in an
amount of $19,956.10 for water meters.

BID: MISC. Mr. Burghard presented the results of the bids for miscellaneous
PAVING MATERIALS_ paving materials (tabulation sheet attached to these minutes).
Trustee Wattenberg, seconded by Trustee Farley, moved to
accept the bid for bituminous patching mixtures submitted
by Allied Asphalt Paving Co for $64,175.00; bituminous
material (prime coat) submitted by Superior Blacktop Co.
for $1,845.00; and aggreate (crushed stone) submitted by
Searpelli Materials, Inc. for /;17,331.00, which bids will
be accepted at the unit prices quoted.

,TjlEE SPRAYING Mr. Burghard announced that the bids, for a tree spraying
MACHINE machine would be rejected due to the fact that the amounts ~-~
- were in excess of the amount budgeted for such a purchase
and the item could be re-bid at a later date.
MAYOR'S REPORT
PROCLAMATIONB Mayor Krause proclaimed the week of May 18-24 as Public Works
Week; May 18, 1980 as Bike-A-Thon Day; and May 10-10, 1980 as
Municipal Clerk' s Week.
.APPOINTMENTS: Mayor Krause requested Board concurrence with the appointment
~AFETY COMM .. Of LeRoy Beening, 1334 Columbine Drive, to the Safety Commission
LeRoy Beening term to expire 1982 (to fiH the vacancy created by Ben Scolds

Discussion took place on the subject of granting the 10% density
bonus in exchange for the dedication of Grove Drive.

With regard to the donation for the developer, it was determined

David Levene, representing the Mount Prospect Jaycees, requested
to be heard on a matter not listed on the agenda, namely waiving
the permit fees for the Jaycees Carnival to be held May 21 - 26
at the Mount Prospect Plaza.

waive the rule to bring an item to the floor not listed on the agenda.

Trustee Miller presented the Finance Committee report noting ARLINGTON BEV,
that Arlington- Beverage Club, 1326 West Central Road, had ~IQUOR LICENSE
requested an amendment to the ~P" classification to allow for AMENDMENT
the beer and wine to be refrigerated.
Trustee Miller, secondecl by Trustee Richardson, moved to
-concur with the recommendation of the Finance Committee and
amend theClass ~P ~ liquor license classification to allow
refrigeration.

Property Ma/ntenanee Code (creating Article XVI of Chapter 2I)

Committee to continue the funding of the Northeastern Illinois

April 24th meeting.

It was determined that additiona~ information would be requested
in order to evaluate the request of NORTRAlq for Mount Prospect
to become a member.
· AGREEMENT:
Trustee Wattenberg presented a proposed agreement between COLONY COUNTRY
the Colony Couni~,y Community Association (Elmhurst Road and
Camp McDonald Road) end the Village to enforce parking restrictions
on private property.

authorize the Mayor to sign and Clerk to attest her signature on
the Agreement between Colony County end the Village of Mount
Prospect to enforce parking restrictions
