MINUTES
Trustee Wattenberg, seconded by Trustee Murauskis, moved to
approve the minutes of the regular meeting of the Mayor and
Board of Trustees held December 18, 1979.

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD

Joseph Moore, 616 Prospect Manor, requested the Board take
FLOODING -
action relative to basements being flooded in the area of
PROBLEMS
Prospect Manor, North Elmhurst Avenue at Kensington Road.
The following residents also requested the flooding problem
be reviewed and rectified:

Mayor Krause stated that the administration would look into
the problem and would report back to the Board at the
January 15th Board meeting.
The same residents also expressed concern over the recent GREGORY STREET
closing off of Gregory Street.
DEPT. OF MANAGER'S REPORT
MANAGE~ENT Village Manager Burghard presented An Ordinance Creatin~
SERVICES the Department of Management Services for 2nd reading.
Trustee Floros expressed his opposition to the creation of the
new department necessitating the hiring of an additional
department head stating that although the subject had been
discussed during ~n Executive Session, he thought i~t was a
matter that should have been discussed during the public
meeting of the Village Board.
Mayor Krause explained that the creation of the proposed
department was a recommendation of the Village Manager and
would result in the consolidation of various responsiblities
of the Finance Department and Clerk's Office.

for passage of Ordinance No. 2972

Trustee Floros, seconded by Trustee Richardson, moved to
amend the Municipal Code to require that no new department
may be established without approval of the Board at a public
meeting and no new director's position be filled without
approval of the Village Board.
Trustee Farley, seconded by Trustee Richardson, moved to
table the motion to the January 15th meeting.

adopt an ordinance requiring that salaries for directors of
Village departments be submitted to the Village Board for
review and approval on an annual basis.

Village Manager Burghard submitted the name of Deputy Clerk APPOINTMENT OF
Carol A. Fields to be appointed to the position of Village Clerk. VILLAGE CLERK
Trustee Richardson, seconded by Trustee Wattenberg, moved
to concur with the recommendation of the Village Manager and
appoint Carol A. Fields as the Village Clerk.

Mayor Krause administered the oath of office to Carol A. Fields OATH OF OFFICE -
as Village Clerk. VILLAGE CLERK
Village Manager Burghard requested Board concurrence to IRMA DELEGATE
designate the Director of Management Services as the alternate
delegate to the Intergovernmental Risl~ Management Agency.
Trustee Murauskis, seconded by Trustee Farley, moved to
designate the Director of Management Services as the alternate
delegate for Mount Prospect in the Intergovernmental Risk
Management Agency.

Mr. Burghard~presenled the bid results opened December 27, 1979~ ~ BIDS: Police Dept.
for the purchase of three Re~'poli~e squad vehicles, which bids.
are attached t~these minutes. Mr. Burghard reeommended that all
bids be ~e~ected, dut to the fact that the low bid submitted would
require the Village to carry an additional inventory of parts and
would require additional training in order to service the vehicles
proposed in the Iow bid.
Trustee Richardson, seconded by Trustee Wattenberg, moved to
reject all bids submitted for the purchase of three new police
vehicles and authorize the purchase of the three new vehicles
from Hoskins Chevrolet in an amount not to exceed $18,417.00.

An Ordinance Authorizing the Sale of Personal Property O~ned SALE OF VILLAGE
· ' by the Village of Mount Prospect (1953 Tanker - Fire Department) OWNED PROPERTY -
had its first reading and would be presented January 15th for Fire Dept.
2nd reading.
Village Manager Burghard reported that he had authorized the WELL #7 - REPAIRS
emergency repair to Well #7 (Greogory and Waterman Streets),
stating that wires to the motor had burned out and that it would
cost an estimated $4,000 to $6,000 to repair.

MAYOR'S REPORT
MAPLE STREET Mayor Krause requested that the subject of the Maple Street Crossing
CROSSING listed under OTHER BUSINESS be brought to the floor.
Following discussion, it was the opinion of the Board that the
Village Manager he authorized to pursue any funding process to
complete an at grade railroad crossing within the Village.

December 10, 1979, meeting.

ZBA 62-V-79.) Trustee Floros, seconded by Trustee Murauskis, moved to concur
2015 W. Golf Rd. with the recommendations of the Zoning Board of Appeals and the
Building Committee to deny the requested rezoning from R-X to R-4
and to permit a greater density than allowed for in the Zoning
Ordinance.

with the recommendation of the Building Committee to amend
various requirements set forth in Ordinance No. 2346:
To amend the configuration of the retention pond
previously proposed;
To seek approval for the configuration of the retention
pond as built on the subject property;
To amend the location of specified outdoOr parking spaces;
To seek approval for the location and number of outdoor
parking spaces existing and proposed;
To eliminate the deceleration lane previously proposed to
be constructed at or near the Busse Road entrance to
the subject property;
To amend the location of specified portions of the fire lanes
for the subject property; and
To seek approval for the location of the fire lanes
constructed on the subject property.

Trustee Floros, seconded by Trustee Richardson, moved to Text Amendment -
concur with the recommendations of the Zoning Board of Appeals Informational Sign
and the Building Committee to reduce the size of the informational
sign required to be posted on property seeking amendments
to the Zoning Ordinance.

FINANCE COMMITTEE AMENDMENT -
Trustee Miller presented An Ordinance Amending Chapter 13 of CHAPTER 13
the Municipal Code for 1st reading. This proposed ordinance Balaka Foods
would create an additional Class "R" liquor License for Liquor License
Balaka Foods, Inc., 15 W. Prospect Avenue.
An 0~dinance Declaring Rebates of Specified Assessments was ASSESSMENT REBATES
also presented for 1st reading. Both of these ordinances would
be placed on the January 15th agenda for 2nd readings.
LEGISLATIVE/JUDICIARY COMMITTEE
Trustee Richardson gave a brief report on recent legislation.
PUBLIC HEALTH AND SAFETY COMMITTEE ORD. 2975 -
Trustee Wattenberg, seconded by Trustee Muranskis, moved TRAFFIC CODE
for passage of Ordinance No. 2975 Nordic Road.
