COMMUNICATIONS AND PETITIONS CITIZENS TO BE HEARD HQME T~WN AWARDS
Dolores Haugh, Executive Director of the Chamber of
Commerce, presented a letter and award of participation
in the Governor's Home Town Program. Mount Prospect had
entered' this contest, and although did not place in the
top 3rd, ~articipatior~ in the contest was acknowledged.

A request was presented by Tom Taylor, Director
AMEND CH. 13 of the Mount Prospect Park District, to expand
Class "G"
the classification for a Class "G" liquor license
from the beer & wine, April through November, to
Mount Prospect beer & wine, the entire year.

moved to authorize an amendment to Chapter 13, and
delete the restriction on the months allowed for
serving beer & wine for a Class "G" liquor license.

An Ordinance will be presented at the January 4th
Board meeting for 1st reading.
Fran Eisenman, Senior~CitizenCo-Ordinator, and
.ADULT DAY CARE Patrick Luehring, Director of Health Services,
CENTER. presented a proposal for the Village to co-sponsor
an adult day care program. It was stated that
various locations were being reviewed including
schools that have closed. The care would be
provided to adults that have had disabling health
care problems and would provide daily or weekly
care during the day. The members of the Board
expressed their support for such a program.
FOOD PANTRY
Ms. Eisenman and Mr. Luehring also presented a
report on the emergency food pantry, stating that
the seniors attending the center had originated
this concept, bringing canned goods for distribution
to needy families. This activity has grown to
include various church groups and the Salvation
Army as referrals. The Village Board commended
the program and expressed support for its
continuation.

area ratio. The Zoning Board of Appeals recommended
denial of the request.

concur with the recommendation of the Zoning Board of
Appeals to deny the request under Case ZBA 45-V-82.

Village Manager Terrance L. Burghard presented

BERNARDS 15 Police squads and one vehicle for administrative
CHEVROLET purposes. A complete tabulation of the bids is
attached to these minutes.
Trustee Floros, seconded by Trustee Richardson,
moved to reject all bids and authorize the Village
Manager to purchase 15 Police squads from Bernard
Chevrolet, Libertyville, at a unit cost of $9,112.75
and one vehicle for the Fire Department at a
cost of $8,930.00.

Mr. Burghard stated that, at the request of the
CITIZENS Village Board, the Illinois Commerce Commission has
UTILITIES consented to holding a hearing on the request for
RATE INCREASE a rate increase submitted by Citizens Utilities
HEARINGS Company in the Mount Prospect area for the convenience
of the residents. A tentative location of Hersey
High School was announced with the dates to be
confirmed but the hearing would be some time in
January.
Don Nesland and Peter Downing expressed appreciation
to the Village for the efforts extended for the
residents using Citizens Utilities water.
VILLAGE OWNED The Village Manager presented an ordinance that
PROPERTY would authorize the demolition of a municipal owned
33-35 S.MAIN building at 33-35 South Main Street (Main & Busse Ave.)
for first reading. Trustee Arthur requested the
administration conside~ using the building for .-~
storage instead of creating additional parking spaces
for shoppers as proposed. Mr. Burghard stated he ..
would study the suggestion and report back at the
next Board meeting.
NORTHWEST Mr. Burghard also presented a proposal to pay a
MUNICIPAL surcharge to the Northwest Municipal Conference
CONFERENCE for the purposes of paying a share of their moving
costs. It was stated that the Conference, presently
having offices within the Village Hall o.f Mount Prospect,
has leased space from the Mount Prospect Public Library
and additional furniture and remodeling would be
necessary. Each member municipality would be assessed,
with Mount ~rospect's share being an initial $2,000
with an additional $2,000 coming out of next years
budget. These amounts would cover the $60,000 for
Dec~ 21, 1982 remodeling and equipment. Page Six

Trustee Wattenberg, seconded by Trustee Farley,
moved to authorize the expenditure of $2,000 as
the Village's share of funding the remodeling costs
for the Northwest Municipal Conference and to
authorize the Manager to budget an additional $2,000
in the 1983-84 budget for the equipment needed by
the Northwest Municipal Conference.

The Village Manager presented a status report on the LAKE MICHIGAN
acquisition of Lake' Michigan water stating that the WATER ACQUISITIO
Northwest Suburban Municipal Joint Action Water
AGENCY
Agency would be closing the necessary papers on
December 31, 1982, with the interest established
10.5%.
NEW BUSINESS
It was noted that the building at 406 W. Central Road,
being the $~ject of a recently approved plat of 406 W.CENTRAL RD.
subdivision, namely Selke's Plat of Subdivision,
encroaches into the right-of-way by approximately
three and one-half inches. An Ordinance will be
prepared for the next Board meeting acknowledging
the encroachment and authorizing a Indemnification
Agreement between the Village and the owner of the
subject property.

The Arrow Road Plat of Subdivision was presented for ARROW ROAD PLAT
Board approval. This plat places the property annexed OF SUBDIVISION
at the last Board meeting into one lot of record.

to authorize the Mayor to sign and Clerk to attest her
signature on the Arrow Road P~at of Subdivision.

of record.
