Trustee Arthur, seconded by Trustee Wattenberg, moved meeting
to approve the minutes of the regular meeting of the
Mayor and Board of Trustees held October 19, 1982.

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD ~
Kenneth Rhead, 805 S. Busse Road, gave a presentation AREA ~5
to the Board on various alternatives to implementing
the proposed Special Service Area #5 to acquire Lake
Michigan water. Mr. Rhead stated his opposition to
places the costs on the real estate tax bill.
Mr. Claude LaMontagne, Vice President/General
Manager of Rouse/Randhurst Shopping Center, read a
statement expressing opposition to the creation of
Special Service Area #5.
Trustee Floros requested the subject of the Special
Service Area #5 and the various alternatives possible
to the placed on the next Committee of the Whole
agenda for discussion. Trustee Farley also stated
that he would like to discuss this matter further.

MAYOR'S REPORT
PROCLAMATIONS:
PROSPECT HIGH Mayor Krause presented a Proclamation to representatives of the Prospect High School Blue Knights Marching Band,
honoring them for their recent accomplishments' in
receiving numerous awards.
YQUTH APPRECIATIONThe Mayor also proclaimed the week of November 7 13
WEEK as Youth Appreciation Week.
M.P.CRAFT A Proclamation was also presented to Dolores Haugh
ARTISTES representing the ~ount Prospect Craft Artistes for
their many contributions to local organizations.
AMEND CH. 13 A request was presented for a Class "R" liquor
license for the restaurant presently known as
712 E. Grandpa's Pizza Pasta Pub, 712 E. Northwest Hwy.
NORTHWEST HWY. This restaurant will be under new ownership, and
the existing owners presently hold a Class "W"
liquor license. The new restaurant will be known.
as 'Amigo's'.
Trustee Wattenberg, seconded by Trustee Floros,
moved to authorize the creation of one additional
Class "R" liquor license and delete one Class "W"
liquor license.

HEAR NG: OLD BUSINESS
ARROW ROAD The Public Hearing for the purpose of considering
ANNEXATION an annexation agreement with Arrow Road Construction,
3401 South Busse Road, was continued to the next
regular meeting of the Village Board.
An Ordinance was presented for 2nd reading that
would amend Chapter 18.

ORD. NO. 3273 for passage of Ordinance No. 3273
AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC
CODE) OF THE VILLAGE CODE

~YTEL An Ordinance was presented, pursuant to prior
action of the Village Board under Resolution No. 28-81,
INDUSTRTAL relative to Industrial Revenue Bonds for Xytel
REVEN E Corporation.
At the request of the petitioner, Trustee Arthur,
seconded by Trustee Farley, moved to waive the
rule requiring two readings of an Ordinance.

moved for passage of Ordinance No. 3274, and to
authorize the Mayor to sign and Clerk to attest- XYTEL
her signature on the documents necessary to
complete this transaction.
AN ORDINANCE PROVIDING FOR THE FINANCING BY
THE VILLAGE OF MOUNT PROSPECT, ILLINOIS, OF
AN ECONOMIC DEVELOPMENT PROJECT CONSISTING
OF BUILDINGS, IMPROVE~ENTS, MACHINERY, EQUIPMENT
AND RELATED PROPERTY IN ORDER THAT EXCHANGE
NATIONAL BANK OF CHICAGO, NOT PERSONALLY, BUT
AS TRUSTEE OF TRUST NUMBER 39628 DATED AS OF
FEBRUARY 1, 1982, MAY BE PROVIDED WITH
FACILITIES TO RELIEVE CONDITIONS OF UNEMPLOYMENT
WITHIN THE VILLAGE THEREBY REDUCING THE
EVILS ATTENDANT UPON UNEMPLOYMENT: AUTHORIZING

Village Manager Terrance L. Burghard presented the

moved to accept the low bid submitted by Northside INTERNAL
International Inc. for the purchase of a 30,000 GVW
chassis, in an amount not to exceed $25,193.00.

The Village Manager presented a proposal to enter JANITORIAL
into a contract for janitorial services, rather than SERVICES
have Public Works employees perform these functions.
It was noted that the existing personnel would be
transferred to the Public Works Department as vacancies
arose in that area. The first building that would be
maintained by contract would be the Public Safety
Building, exclusive of Fire Department living quarters.
It was reported that the initial phase of such a
contract would save the Village approximately $10,000
and when in full operation, approximately $70,000 per
year.

Mr. Burghard presented the following quotes for
janitorial service, which bids were submitted
on a monthly basi~.

Trustee Arthur, seconded by Trustee Wattenberg,
ACTION BLDG. moved to waive the bidding process and to
MAINT. authorize entering into a one year contract with
Action Building Maintenance Corporation for ~
janitorial services in the Public Safety Building,
Police Annex building and the Police/Fire Training
building at a cost of $995.00 per month, and to
authorize creation of a line item in the annual
budget for this program.

An Ordinance was presented for first reading that
FIRE DEPT. would authorize the Village to borrow $181,251.00
LADDER TRUCK as the final payment for the Fire Department Ladder
PURCHASE: Truck, authorize for purchase in October, 1981.
LOAN It was reported that the interest rates quoted by
several banking institutions were at a lower rate
than the Village was presently receiving on the
investments, and it was recommended that the
Village enter into a loan agreement with
Mount Prospect State Bank for the total amount
at an interest rate of 70% of the prime rate, with
the low to be completely paid in 3½ years.
Trustee Floros, seconded by Trustee Wattenberg,
moved to waive the rule requiring two readings of
an Ordinance in order to take action on the subject
loan proposal.

OF $181,251.00 IN CONNECTION WIT}{ THE
PURCHASE OF A FIRE TRUCK

NEW BUSINESS
REFERENDUM The results of the referendum, asking the
1982 voters if Ordinance No 3198, authorizing and
regulating the establishment of residential group
care homes within the Village, should be
repealed, were announced. The Canvass Board,
consisting of Mayor Krause, Trustee Arthur and
Village Clerk Carol Fields, presented the figures
that 5,230 votes were cast to repeal Ordinance
No. 3198, and 8,708 votes were cast not to repeal
Ordinance No. 3198. A certified copy of the
canvass will be forwarded to the Cook County Clerk
and the Board of Election Commissioners. A complete
tabulation by precinct are attached to these minutes.

The Zoning Board of Appeals recommendation was

presented to amend the Zoning Ordinance, Chapter 14,
to restrict the height of radio and/or television
antenna in I-l, Industrial District, to 70 feet.
Trustee Farley, seconded by Trustee Wattenberg,
moved to concur with the recommendation of the
Zoning Board of Appeals t0 amend Chapter 14 to
restrict antenna in an I~l District to 70 feet.

An Ordinance will be presented November 16th for
first reading. ZBA 38-Z:39-SU:
40-V-82
ZBA 38-Z-82, 39-SU-82, 40-V-82, 1790 W. Algonquin Road

The request for re-zone in ZBA 38-Z-82 is to have
the zoning changed from B-3 to B-4 for the purpose of
establishing a .restauran~. The Zoning Board of Appeals
recommended approval of this request.
Trustee Floros, seconded by Trustee Wattenberg, moved
to concur with the recommendation of the Zoning Board
of Appeals and grant the requested B-4 zoning, as
requested in ZBA 38-Z-82.

The request under ZBA 39-SU-82 is to permit a drive-up
window in the proposed restaurant. The Zoning Board of
Appeals recommended approval of this request.
Trustee Floros, seconded by Trustee Farley, moved to
concur with the recommendation of the Zoning Board of
Appeals and to grant the special use requested subject
to the petitioner shifting the curbing within the parking
lot for better protection, additional landscaping on site
and requiring ramps for the handicapped, street lights,
parkway trees and sidewalks, as well as prohibiting
left turns from the subjectproperty onto Dempster Street.

The request under ZBA 40-V-82 was to grant a variation
to permit a portion of the front and rear yards for
parking.

to concur with the recommendation of the Zoning Board
of Appeals to grant the requested variation under
ZBA 40-V-82.

ZBA 41-SU-82 & ZBA 41-SU-82 and 42-V-82, 1318-20 Linnemann Road
42-V-82 These cases were discussed as a part of the
1318-2Q L~NNEMANN Committee of the Whole agenda, where the Village Board choice to concur with the recommendations
of the Zoning Board of Appeals and grant the
BETH_~ requests, which would permit Bethesda Lutheran
LUTHERAN GROU~ Group Care Homes to establish a rehabilitation.
CARE HOME home at the stated address.
An Ordinance Approving and Authorizing a Special
Use to Allow the Operation of a Group Care Home
by Bethesda Lutheran Home on Certain Property
Located in the R-2 Duplex Residence District, as
Zoned, in the Village of Mount Prospect, was
presented for first reading and will be presented
November t6th for second reading.
An Ordinance Granting a Specified Variation for
the Bethesda Lutheran Home Property at
1318-20 Linnemann Road in the Village of
Mount Prospect was also presented for first
reading and will be presented November 16th for
second reading.
AMEND CH. 16 An Ordinance was presented that would-amend
Chapter 16, Development Code, to include
language requiring a easement for cable television
communication systems.
Trustee Arthur, seconded by Trustee Wattenberg,
moved to waive the rule requiring two readings
of an ordinance in order to take action on the
subject ordinance.

evaluated having just completed his 4th year with VILLAGE MANAG5

moved to authorize the Village Manager's salary to
be increased by $4,800 a year.
