MINUTES OF THE REGULAR MEETING

Mayor Krause called the meeting to order at 8:00 P.M.

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
.... JOGGER'S Mr. Richard VanDyke, S. Edward, spoke on the joggers
that run on the Public streets. He voiced concern
with the problems that arise with the traffic. His
concerns will be reviewed.
BI,ACK CROWS Mr. Bill Bolsinger, 514 S. Emerson, spoke on the growing
population of the black crows within the Village. His
comments will be directed to the Health Director, Pat
Luehring.
- ~LAYOR'S REPORT
There were no appointments or announcements at this
time.
~UBLIC HEARING PUBLIC HEARING
Mayor Krause called the Public Hearing, for the purpose
of discussing the 1982-83 levy, to order at 8:07 P.M.
1982-83 LEVY Mayor Krause explained that the following taxes would
be levied for the stated purposes:
General Village Service $ 1,600,000
Garbage Collection 1,050,000
Village Pension 1,078,136
Library Services 1,011,500
Debt Service 615,364
TOTAL LEVY $ 5,355,000
Mayor Krause stated that this levy represents a 2.4%
decrease from last year. After receiving no comments
from the audience, Mayor Krause declared the Public
Hearing closed at 8:15 P.M.
An ordinance was presented for 1st reading that would
authorize the levy and collection of taxes for the
fiscal year May 1, 1982 to April 30, 1983. This
ordinance will be presented September 7th for its 2nd
reading.
OLD BUSINESS
.~% PRIVILAGE An ordinance was presented for second reading that
would impose a privilege tax on food, beverage and
alcohol sales within the Village.

their opinion on the proposed tax:

Mr. May presented petitions with approximately 350
signatures of patrons of local business objecting to
the proposed 1% tax, stating the petitions now contained
approximately 1100 signatures.
Dolores Haugh suggested the following raises, in Property
Taxes, Garbage Sur-Tax, Vehicle License, and Sewer fees,
as alternative resorces for the moneys needed.

passage of Ordinance No. 3245.

AN ORDINANCE TO ESTABLISH A PRIVILEGE TAX ON
THE PURCHASE OF FOOD AND BEVERAGE AND ALCOHOL
LIQUOR IN THE VILLAGE OF MOUNT PROSPECT

Trustee Miller, seconded by Trustee Arthur, moved to
waive the rule requiring two readings of an ordinance
in order to take action on the proposed annexation.

annexation is commonly known at Kensington Center Phase
3-B.
Trustee Farley, seconded by Trustee Arthur, moved to
authorize the Mayor to sign and Clerk to attest her
signature on the Plat of Annexation.

MANAGER'S REPORT
Village Manager Terrance L. Burghard presented a Resolution
for appropriating funds from the Motor Fuel Tax (FLFT) fund. MFT 'FUND
This Resolution is for the purpose of resurfacing specified
streets in the Village, and not to exceed $250,000.
Trustee Wattenberg, seconded by Trustee Arthur, moved for RES. NO. 47-82

Mr. Burghard also presented an ordinance for first reading SALE OF PERSON1
that would authorize the sale of certain property owned P~
by the Village. This sale will be held in co-operation VILLAGE AT N~C
with the auction conducted by the Northwest Municipal ~
Conference.

NEW BUSINESS
ZBA 21-V-82 ZBA 21-V-82, 302 South Maple Street
30,2 4- MAPLE ST. This petition requests a variation from the Zoning
Ordinance to permit parking spaces within an establi!
'for fee' parking lot to be 9' X 18' instead of the
required 9' X 20'. The zoning Board of Appeals reco~
approval.

Geor e St. This petition requests a variation from the Zoning
Ordinance which requires a 5' side yard. Plans to
install a fireplace would create an encroachment of 6
into the required side yard. The Zoning Board of App
recommends approval.

care homes.
