CALL TO ORDER ~
Mayor Krause called the meeting to order at 8:00 P.M.

The invocation was given by Trustee Floros.

moved to approve the minutes of the regular meeting
of the Mayor and Board of Trustees held March 2, 1982,
with the insertion of wording to reflect Trustees
Arthur and Murauskis vigorously opposed the ordinance
on residential care homes.

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Tom Taylor, Director of the Mount Prospect Park MOUNT PROSPECT
District presented the Village Board with a Resolution~
passed by the Park District Board congratulating the PRESENTATION
Village on its 65th Anniversary.
Village Manager Terrance L. Burghard introduced ~NTRODUCTION:
Jay Hedges as the new Assistant Village Manager, JAY HEDGES,
replacing Edward Geick who resigned to take a Manager's Asst. Manaqe~
position in Thiensville, Wisconsin.

MAYOR'S REPORT
~END CH. 1~ An Ordinance Amending Article I of Chapte~ 13
~RTICLE I was presented for first reading. This ordinance
provides for the establishment of a Class "G"
CREATE CLASS "G" liquor license classification, specifying
beer and wine, consumption on premises, sets
forth the time of service and establishes the
fee for a Class "G" license.
Trustee Floros, seconded by Trustee Miller,
moved to waive the rule requiring two readings
of an ordinance in order to take action on
the subject ordinance.

Congratulations to the Arlington Heights
High School Basketball team on their recent

~LAS~ A Resolution was presented authorizing execution
of an agreement between the Arlington Heights
and Mount Prospect Park Districts for using the
retention basin at Central and Busse "Melas Park"
for recreational purposes.

Mayor Krause presented an ordinance amending RESIDENTIAL CA~
Chapter 14, which amendment would create regulations HOMES
for residential care homes. ~AMEND CH. 14

Many residents expressed concern regarding
rehabilitation homes within the single family
districts.
Trustees Arthur and Murauskis e~pressed their opposition
to the proposed ordinance stating they would like
the Board to take additional time to review the
proposals and make various changes to the proposed
ordinance.
Trustee Floros, seconded by Trustee Murauskis, moved
to table the matter until the April 6th meeting in
order to review the various comments made by residents.

moved to delete wording "rehabilitation homes" from
the proposed ordinance on residential care homes.

moved to change the proposed ordinance to place
a limit of 25 persons allowed in any of the ~-~
proposed rehabilitation care homes. I

moved to hold a referendum on the question of
whether the Village should have residential
care homes in the Village.

Trustee Miller, seconded by Trustee Farley,
moved to include wording in the proposed ordinance
requring any such residential care facility to
provide the applicable services to residents of
Mount Prospect or immediate surrounding communities, __
and that the financial responsibility of the
sponsoring agency be exhibited.

ANNEX:
An Ordinance Annexing to the Village of
LINCOLN
Mount PrOspect Land Lying in Section 10,
C~ Township 41 North, Range 11, East of the
Third Principal Meridian, commonly known
as Lincoln Circle Estates was continued to
the April 6th Village Board meeting.

An Ordinance Amending the Zoning Map of the Village ZBA 35-V-81
of Mount Prospect, granting R-1 zoning for ,LINCOLN CIRCLE
Lincoln Circle Estates, was continued to the ESTATES
April 6th Village Board meeting.
An Ordinance Granting Specified Variations for
Property Commonly Known as "Lincoln Circle Estates"
also was continued to the April 6th Village Board
meeting.
MANAGER'S REPORT
Mr. Burghard presented a Resolution setting forth CDBG
the areas for expenditures relative to the
Community Development Block Grant Funds.

NEW BUSINESS
Several recommendations were presented from the
Safety Commission relative to traffic, however,
due to the lateness of the hour, all but one
item was continued to the April 6th Village Board
meeting.
AMEND CH. 18
The Safety Commission recommendation on a request
to allow 2 way traffic on Helena was to deny the
request but to permit parking on the east and
west sides of Helena ~n the southern portion of
Helena only.
Trustee Farley, seconded by Trustee Floros, moved
to concur with the recommenation of the Safety
Commission to amend Chapter 18 and permit parking -
on the east and west side of Helena Avenue on the
southern portion of that street.

An ordinance will be presented April 6th reflecting
the above action.
Two ordinances were presented relative to intergovern-
mental co-operation on Cable T.V. systems and INTERG~
installation. It was the opinion of the Board that
Level 2 pertaining to regulating the franchisee,
Cablenet, Inc., would be the Villages choice.
Trustee Farley, seconded by Trustee Wattenberg,
moved to waive the rule requiring two readings of
an ordinance in order to take action on the proposed
Cable T.V. ordinance.

AMEND CH. 14 The recommendation of the Zoning Board of Appeals
was presented on the subject case to determine

the zoning requirements for placement of
amusement devices and/or game rooms. It was
the opinion of the Village Board~to requira
any establishment with 6 or more amusement
devices to apply for a special use permit as
a game room.
Trustee Murauskis, seconded by Trustee Arthur,
moved to concur with the recommendation of the
Zoning Board of Appeals that any establishment
with two (2) or more amusement devices would
be considered a game room.

ANY OTHER ~USINESS
.~ORTHWEST The Northwest Municipal Conference budget for
MUNICIPAL fiscal 1982-83 was presented. Due to the
CONFERENCE various options presented in the documents, it
BUDGET - 1982-83 was recommended that a representative of the
Conference be in attendance at the April 6th
meeting to review the proposed budget with
the Village Board.

A Resolution was presented that would authorize ILL.DEPT OF
the Village to participate in a financial study COMmeRCE -
of Village funds, offered by the Illinois FINANCIAL STUD~
Department of Commerce and Community Affairs as
a service to local governmental agencies.

moved for passage of Resolution No. 32-82
