MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES MARCH 2, 1982 COLOR GUARD O~ The Colors were presented by the Camp Fire Bluebirds. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD P~©~LAMAT~ON: Mayor Krause proclaimed the month of March as AMP FI 1 Camp Fire month in honor of their 71st Anniversary. 2~d~J~L~2~uP~Y The Bluebirds presented cupcakes and expressed appreciation to the Board and Village for the continued support of the Camp Fire - Bluebird Organization. Charles Marini, representing the Mount Prospect JAYCEES: Jaycees Club, requested the Board waive all fees ~FEES relative to their annual carnival. Mr. Marini - stated that the carnival will be held again this year at the Mount Prospect Plaza, May 26 through the 31st, inclusive. Trustee Arthur, seconded by Trustee Wattenberg, moved to waive the fees and out-of-pocket expenses for the Mount Prospect Jaycees Carnival, May 26 - 31, 1982. Geick expressing the Board's appreciation for his seven years of service. Mr. Geick has submitted his resignation to pursue his career as Village Administrator. NO. 3189 AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE (creating a Class "S" classification) Upon roll call: Ayes: Arthur Floros Miller Murauskis Wattenberg Nays: None Motion carried. .LIQUOR LICENSE Mr. Vic Rose, President of the Mount Prospect .REOUEST: Park District Board, presented a request for ~M.P.PARK DISTRICT a liquor license stating that it is their desire to serve beer and wine at the Mount Prospect Park District Golf Course. It was also stated that the hours of service would be from 11:00 A.M. through 10:00 P.M., Monday through Friday, April through October of each year. Mr. Rose noted that alcoholic beverages would only be allowed in the 'grill' area of the club house. AMEND CH. 1~ Trustee Floros, seconded by Trustee Wattenberg, moved to authorize the creation of a new liquor license classification reflecting the request of the Mount Prospect Park District, which classificatio~ ~ould also reflect the hours, days and month, s of service,which new classification would have a $300 license fee. An Ordinance Amending Chapter 13 of the Village ~ Code, deleting a Class "W" license issued to (sIZZl,~) Sizzler's, had its first reading and will be presented March 16th for second reading. OLD BUSINESS ZBA 31-V-81 ZBA 31-V-81, Residential Care Homes RESIDENTIAL George Van Geem, 1306 Quail Walk, expressed concern on several items within the ordinance A~~ setting forth the regulations for residential care homes. Trustee Arthur and Trustee Murauskis stated they would like to see the residents of March 2, 1982 Page Two Mount Prospect informed of the proposed action relative to residential care homes. An Ordinance Amending Chapter 14 Entitled "Zoning" of the Village Code, setting forth regulations for residental care homes, had its first reading and will be presented March 16th for second reading. Trustees Arthur and Murauskis expressed their vigorous opposition to the proposed ordinance. AMEND CH. 11 Trustee Wattenberg, seconded by Trustee Miller, moved ELECTRONIC GAM~ for passage of Ordinance No. 3190 .MACHINES/ AN ORDINANCE AMENDING ARTICLE I ENTITLED DEVICES "PURPOSE AND DEFINITIONS" OF CHAPTER 11 OF THE VILLAGE CODE Upon roll call: Ayes: Arthur Floros Miller Murauskis Wattenberg Nays: None Motion carried. An Ordinance was presented for second reading that would amend Article VII of Chapter 11, relative to Coin-In Slot Devices. Trustee Arthur, seconded by Trustee Murauskis, moved to amend the subject ordinance to include language that would prohibit any one under the age Of 16 to operate an amusement device before 3:00 P.M. on regular school days. Upon roll call: Ayes: Arthur Murauskis Nays: Floros Miller Wattenberg Motion failed. Trustee Miller, seconded by Trustee Murauskis, moved ORD. NO. 3191 for passage of Ordinance No. 3191 AN ORDINANCE AMENDING ARTICLE VII ENTITLED "COIN-IN SLOT DEVICES" OF CHAPTER 11 OF THE VILLAGE CODE Upon roll call: Ayes: Arthur Miller Murauskis Wattenberg Nays: Floros Motion carried. An Ordinance was presented for second reading to amend Article VIII of Chapter 11. Trustee Floros, seconded by Trustee Wattenberg, moved to amend the proposed ordinance by deleting the paragraph restricting a game room to be located within 1,000 feet of a school. Upon roll call: Ayes: Arthur Floros Miller Wattenberg Nays: Murauskis Krause Motion carried. Trustee Wattenberg, seconded by Floros, moved to delete the section from the proposed ordinance that requires bicycle racks to be provided. A Resolution was presented that would appropriate ~MFT FUND $120,000 from the Motor Fuel Tax Fund for final RES. NO. 9-82 expenses for the Rand/Mount Prospect/Central Road improvement. Trustee Arthur, seconded by Trustee Miller, moved for passage of Resolution No. 9-82 A RESOLUTION APPROPRIATING MOTOR FUEL TAX FUNDS Upon roll call: Ayes: Arthur Floros Miller Murauskis Wattenberg Nays: None Motion carried. ANNEXATION: An Ordinance Annexing Property Commonly Known LINCOLN CIRCLE as "Lincoln Circle Subdivision" was presented for first reading, following proper notice to the respective Highway Commissioner and Fire District. This Ordinance will be presented March 16th for second reading. ZBA 34-Z-81 & ZBA 34-Z-81 and ZBA 35-V-81, Lincoln Circle Estates ZBA 35-V-81 These cases deal with a request to rezone the subject from R-X, which would be automatic zoning upon annexation, to R-l, and requests for variations from the lot width and depth requirements. It was explained that the subject subdivision consists of 12 lots on a cul de sac and the lots at the cul de sac area would exceed the total square footage required however, the front width would not meet the minimum requirement. Trustee Floros, seconded by Trustee Miller, moved to concur with the recommendation of the Zoning Board of Appeals in ZBA 34-Z-81 and grant the R-1 zoning upon annexation. Trustee Floros, seconded by Trustee Miller, moved to concur with the recommendation of the Zoning Board of Appeals and grant the requested variations for the Lincoln Circle Subdivision, as requested in ZBA 35-V-81. Page Five March 2, 1982 MANAGER'S REPORT Nothing to report. ~C DONALD'S ANY OTHER BUSINESS PRELIMINARY PLAT Representatives from McDonald's Corporation presented their proposal to expand the existing location on Rand Road and Elmhurst Road. The preliminary plat presented indicated the driveways, revised parking plans showing the additional area inasmuch as McDonald's is purchasing the existing gas station on the corner of Rand and Elmhurst Roads, the plan also showed provisions for revised traffic flow with the new 'drive-thru' window. Trustee Arthur, seconded by Trustee Floros, moved to concur with the Planning Commission's recommendation to approve the preliminary plat of subdivision for McDonald's at Rand and Elmhurst Roads. The final plat would have to be brought before the Village Board after the Planning Commission approves it. Upon roll call: Ayes: Arthur Floros Miller Murauskis Wattenberg Nays: None Motion carried.
