Mayor Krause called the meeting to order at 8:02 P.M.

Mayor and Board of Trustees held February 2, 1982.

MAYOR'S REPORT
AMEND CH. 13 An Ordinance Amending Chapter 13 Entitled
CLASS "S" "Alcoholic Liquor Dealers" of the Village
Code was presented for first reading. This
Ordinance provides for the establishment of
a Class "S" liquor license, setting forth
a designation for 'lounges~. This Ordinance
will be presented March 2nd for second reading.
OLD BUSINESS
ORD. NO. 3187 Trustee Arthur, seconded by Trustee Murauskis,
PARENTAL moved for passage of Ordinance No. 3187
RESPONSIBILITY
AN ORDINANCE AMENDING ARTICLE III OF
AMEND CH. 23 CHAPTER 23 ENTITLED "TRESPASS" OF THE
VILLAGE CODE (Parental Responsibility)

An Ordinance was presented amending the Traffic
AMEND CH. 18 Code, reflecting recommendations made at the
February 2nd Board meeting.
Trustee Farley, seconded by Trustee Floros,
moved to amend the recommendations relative
to restricting left turns from northbound
traffic on Emerson onto Central Road from
4 P.M. to 6 P.M. Only to 4 P.M. to 6:30 P.M.
Only.

moved to waive the rule requiring two readings
of an ordinance in order to take action on the
subject Traffic Code amendment, as amended.

I.ZBA 3I-A-81 ZBA 31-A-81, Text Amendment- Residential Care Homes
The recommendations of the Zoning Board of Appeals
! A>~END CH.
were presented and discussed relative to amending
Chapter 14 (Zoning Ordinance) to provide regulations
for residential care homes. The V~llage Board
discussed the matter and suggested various amendments
and requested staff recommendations as to the
distance between such homes or ratio factor to be
used. The recommendations from the staff, Zoning
Board of Appeals and the Village Board will be
incorporated ~nto an ordinance for first reading
at the >Iarch 2nd Village Board meeting.

NEW BUSINESS
Four Ordinances were presented amending Chapter 11, AMEND CH.
relative to regulating electronic game machines, ELECTRONIC GAME
providing for Game Rooms and establishes a revised ~E¥ICES
fee structure for such Game Rooms and devices.
These ordinances will be presented March 2nd for
second readings.
Mr. John Green, 1327 Dove Court, stated he felt
there was no need to establish the suggested
regulations for electronic game machines.
Mr. Ring, an electronic game machine vendor, stated
he opposed the revised fees for the devices.

Trustee Farley, seconde'd by Trustee Arthur, moved
to concur with the recommendation of the Safety
Commission to amend the Traffic Code and authorize
a STOP sign on Willow Lane at Robert Drive, east
and westbound.

Trustee Miller, seconded by Trustee Arthur, moved
to concur with the recommendation of the Safety
Commission to deny the request for a STOP sign
for west bound Connie at Audrey.

Trustee Farley, seconded by Trustee Arthur, moved AMEND CH. 18
to concur with the recommendation of the Safety
Commission to amend the Traffic Code to provide
for a 25 MPH speed limit for north and southbound
traffic on Audrey Lane.

moved to concur with the recommendation of the
Safety Commission to deny the request for No
Left Turn from westbound Central Road onto
Wa Pella.

to concur with the recommendation of the Safety
Commission to amend the Traffic Code by removing
the One-Way restriction on Albert Street, between
Henry and Central Road.

the Safety Commissio~ to amend the Traffic
Code by authorizing a STOP sign on Evanston
at Northwest Highway, southbound.

moved to concur with the recommendation of
the Safety Commission to amend the Traffic
Code by prohibiting parking on the northside
of Midway Drive.

moved to accept the public improvements for IMPROVEMENTS
Kensington Center, Phase II.

Trustee Floros stated that he read an article NORTHWEST
in the local newspaper stating the Northwest MUNICIPAL
Municipal Conference plans to hire an additional ~CONFERENCE
employee and that the budget for that organization
would increase considerably, and for the record,
Trustee Floros stated that if that information
was accurate he would opposed approval of the
budget for the Conference.

moved to adjourn the meeting.
