OLD BUSINESS A. 2nd reading of AN ORDINANCE AMENDING CHAPTER 18 OF THE VILLAGE CODE This ordinance amends the Code by prohibiting parking from 8 a.m.-4 p.m. on school days on Council Trail between Emerson Street and Elm Street, and between School Street and William Street. (Exhibit A) B. 2nd reading of AN ORDINANCE AMENDING CHAPTER 18 OF THE VILLAGE CODE This ordinance amends the Code by authorizing the installation of Yield signs on Wille Street at Shabonee Trail. (Exhibit B) C. 2nd reading of AN ORDINANCE AMENDING CHAPTER 18 OF THE VILLAGE CODE This ordinance amends the Code by prohibiting parking on the west side of Mount Prospect Road between Central Road and Northwest Highway. (Exhibit C) D. A RESOLUTION AUTHORIZING AN AGREEMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT RELATIVE TO PARKING AT CLOCKTOWER PLACE CONDOMINIUM DEVELOPMENT This resolution authorizes the Village to enter into an agreement with Norwood Construction, Inc. and Clocktower Place Condominium Association for the a reduction in the number of surface parking spaces at the Clocktower Place Condominium development (This item was deferred from the September 21 Village Board meeting). (Exhibit D) X. NEW BUSINESS A. A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT FOR THE SALE OF WATER BY THE VILLAGE OF MOUNT PROSPECT TO THE ELK GROVE TOWNSHIP FIRE PROTECTION DISTRICT (Exhibit E) B. A RESOLUTION APPROVING THE 2000 ANNUAL CONSOLIDATED PLAN INCLUDING THE FISCAL YEAR 2000 COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT PROGRAM The Annual Consolidated Plan documents the allocation of CDBG funds and Includes funding allocation for the 2000 fiscal year. The Plan Commission has recommended approval by a vote of 5-0. (Exhibit F) C. A RESOLUTION IN SUPPORT OF THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (Exhibit G) D. ZBA 29-99, 901 W. Golf Road The petitioner is requesting a Conditional Use to convert a single-family residence to a church, and to construct a parking lot. The Zoning Board of Appeals has recommended approval, with conditions, by a vote of 4-0. E. 1st reading of AN ORDINANCE AMENDING CHAPTER 19 OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends Chapter 19 (Health Regulations) by increasing penalties for delinquent garbage collection accounts of multi-family residences. (Exhibit H) F. A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT FOR A LINE OF CREDIT WITH THE MOUNT PROSPECT PUBLIC LIBRARY This resolution authorizes an increase in the amount of an existing line of credit to the Mount Prospect Library to cover short term cash flow problems caused by late property tax bills. (Exhibit I) Xl. VILLAGE MANAGER'S REPORT A. Bid results: 1. Purchase of one (1) one-ton, four-wheel drive cab and chassis 2. Purchase of gasoline and diesel fuels 3. 1999 Drainage Improvement Project 4. 1999 CDBG Sidewalk Program 5. Central Road Sidewalk Project B.
