MAYOR'S REPORT
Mayor Krause presented an ordinance decreasing the nun~ber A~LEND CH.15
of Class "S" liquor licenses by one, from 18 to 17, due
to the fact that Kum Ho Restaurant Golf & Busse Road, Delete 1
· Class "S"
would not be opening therefore the liquor license should
be cancelled. Kum Ho

AMEND CH.13 An Ordinance was presented proposing an increase in the
Liquor non-refundable liquor license application fee. It was
license proposed that the fee be increased from $50.00 to $150.00,
application due to the many hours involved with processing the
fee various applications. This Ordinance stood as a first
reading and will be presented September 20th for second
reading.
OLD BUSINESS
LEVY Ordinances were presented for second readings that would
1983-84 adopt the levies for 1983/84. A public hearing was held
on August 16, 1983 relative to the proposed levies for
corporate purposes and Special Service Area Number 5.

ZBA 28-V-83, 1717 Burning Bush Lane ZBA 28-V-83
The petitioner in this case r~ques~s a variation to 1717 Burning
permit a reduced side yard and authorize the existing Bush
aboveground pool, equipment and deck. The Zoning
Board of Appeals recommended denial of this request.
Mr. Fejdasz, the petitioner in this case, stated that
he was unaware a variation was required when he had
the deck installed. The contractor had failed to obtain
a permit from the Village.
Inger Ritshall, 1715 Burning Bush and C~i Drake,
1719 Burning Bush, neighbors of Mr. Fejdasz, stated
that the Fejdasz family were good neighbors and they
had no objection to the pool and deck.

An Ordinance will be prepared for first reading at the
September 20th Village Board meeting.
ZBA 23-SU-83 ZBA 23-SU-83, G & B Mini Mart, 1002 S. Busse Road
1002 S.Busse The request for a special use in order to construct
Road canopies'of the existing fuel pumps was remanded back
to the Zoning Board of Appeals in order to clarify
property lines. The Zoning Board recommended 4-2 to
approve the special use. Due to the fact that the
petitioner, or representative, was not in attendance
at the Village Board meeting, this matter was continued --
to the September 20th meeting.

BADGER METER to accept the low bid submitted by Badger Meter Company,
CO, at the unit prices quoted with the total not to
exceed $30,000.

SIDEWALK The Village Manager stated that bids were advertised
BIDS ' for decorative sidewalks along Emerson between
Northwest Highway and Busse Avenue and on Busse Avenue,
between Main Street and Emerson. However, due to the
fact that the construction season was apparently too
busy for contractors to develop bids, this item will
be re-bid with the opening to take place September 14.
PURCHASE: Mr. Burghard presented a request for authorization to
COMPUTER purchase additional hardware for the Village's computer.
EQUIP~.~NT The additional pieces include 2 CRT's (Police & Clerk's
Office), one typewriter quality, character printer, and
one matrix character printer. These equipment is
necessary to conduct the various departmental functions
within the department using the master computer. Due
to the fact that this is specialized equipment that
must be compatible with the master computer, a request
was also made to waive the bidding procedures and
make the purchases from a qualified supplier.

to waive the bidding procedure and authorize the
purchase of computer related equipment at a cost not
to exceed $14,500.00.

NEW BUSINESS
ZBA 35-A-83 ~ ZBA 35-A-83, Text Amendment
The subject text amendment establishes standards for
AMEND CH.14
6 foot fences used for screening residential from
non-residential properties and to require a varition
for fences over 6 feet in height when used to enclose
commerical property.

to concur with the recommendation of the Zoning Board
of Appeals and grant the requested text amendment.

ZBA 36-A-83
This text amendment proposes the establishment of standards
AMEND CH.14 for satellite antenna dishes in various zoning districts.

ZBA 37-A-83, Text Amendment ZBA 37-A-83
The proposed text amendment would place regulations on
Wind Energy Conversion Systems (WECS), the type that AMEND CH.14
give the appearance of a windmill. (WECS)
Trustee Farley stated that he would favor this type
of energy system as a special use in a single family
district, noting that the Zoning Board of Appeals had
recommended against permitting WECS.
Trustee Farley, seconded by Trustee Wattenberg, moved
to grant the requested text amendment to establish
standards for location and structural criteria for WECS.

ZBA 38-A-83, Text Amendment ZBA 38-A-83
The proposed text amendment would create regulations AMEND CH.14
for those businesses within the central business district
FEE IN LIEU
that intensify existing floor space that are unable to
provide additional parking, which regulations would OF PARKING
permit the business to pay one-half the cost of the each
parking space. This regulation would.grant the relief
from the parking requirements administratively. Another
option requires the Zoning Board of Appeals and Village
Board relief for any business which seeks to add new
floor space and requires a minimum donation of one-half
of the cost of a parking space.
It was stated that one-half of a parking space would
cost $1,800.00.
The Zoning Board of Appeals and Plan Commission recommended
against this text amendment.
Trustee Wattenberg, seconded by Trustee Murauskis, moved
to grant the requested text amendment, with the provision
that an ordinance would be drafted setting forth the
recommendation for discussion at the September 14th
Committee of the Whole meeting.

In line with the action taken earlier in this meeting
relative to Kensington Center for Business Phase 4 CENTER PLAT

a plat of subdivision was presented creating the 6

lots within Phase 4.
Trustee Floros, seconded by Trustee Van Geem, .moved
to authorize the Mayor to sign and Clerk to attest
her signature on the Kensington Center Phase 4 Plat of
Subdivision.
Attorney Bernard IRe presented a proposed plat of MURTUSHI'S PLAT
subdivision for property located on Westgate Road, p~ SUBDIVISION
which plat is known as Murtushi's Plat of Subdivision.
Mr. Lee stated that while the Plan Commission would
review the plat on September 7th, he would like to
know if the Village Board would have a problem approving
the plat, if receiving approval from the Plan
Commission, so that the developer might proceed with
construction of the foundation of a single family home.
It was stated that the developer was aware of the fact
that if he proceeded with development it would be
strictly 'at his own risk'
It was the opinion of the Village Board that if the
Plan Commission approved the plat that the Village
Board could see no reason why the plat would not be
approved.
