Mayor Krause called the meeting to order at 8:02 P.M.

APPROVAL OF MINUTES APPROVE
The minutes of the July 19,1983 meeting were presented for MINUTES:
approval. 7/19/83
MEETING
Trustee Van Geem requested the list of bills dated July 15,
1983 be amended to reflect the transfer of $1,000 from the
Waterworks & Sewerage Fund to the General Fund (being that
amount the Village expended towards defending the Citizens
Utilities water rate increase case), so that the correct totals
for those accounts would be $34,838.99 for Waterworks & Sewerage
Fund and $318..297.55 for General Fund.
Trustee Floros, seconded by Trustee Wattenberg, moved to approve
~ the minutes of the July 19, 1983 meeting, as amended.

APPROVAL OF BILLS APPROVE BILLS
Trustee Floros, seconded by Trustee Van Geem, moved to
approve the following list of bills:

COMMUNICATIONS AND PETITIONS CITIZENS TO BE HEARD
Mel Krumrey announced the opening of the Municipal Museum under Municipal
the water tower on Evergreen Avenue. Museum
RTA A presentation by representatives of the Regional
Transportation will be given at the next regular
board meeting, August 16, 1983.
EDWARDO'S MAYOR'S REPORT - APPOINTMENTS
RESTAURANT John Kulpin representing Edwardo's Restaurant, Inc.,
1904 South Elmhurst Road, requested the Mayor and
Board of Trustees to issue a Class "R" liquor license
for this establishment. This location formerly housed
Maloney's Family Restaurant, which held a Class "W"
liquor license.
Trustee Arthur, seconded by Trustee Wattenberg, moved
to authorize the creation of a Class "R" liquor license
for Edwardo's restaurant, 1904 South Elmhurst Road.

Motion carried.
An ordinance will be presented August, 16, 1983 for 1st
reading.
ZBA-21-V-83 OLD BUSINESS
20 W. NORTH- ZBA-21-V-83, Old Carriage House Restaurant
WEST HGWY. 2nd reading of an ordinance granting variations for
certain property commonly known as the Old Carriage
House Restaurant has been continued to the September
20th Village Board meeting, at the request of the
petitioner.
Trustee Van Geem, seconded by Trustee Floros moved to
table the 2nd reading of an ordinance granting variations
for certain property commonly known as the Old Carriage
House Restaurant to September 20, 1983.

SNOW PLOW VILLAGE MANAGER'S REPORT
REPLACEMENT The Village Manager, Terrance L. Burghard presented
the following bid results for a heavy duty snow plow:
R.H. Lyons Equip. Co. $10,578.00
Spring-Align Co. 10,920.00
Hydra-Truck 10,983.00
Trustee Farley, seconded by Trustee Arthur, moved to
accept the low bid submitted by R.H. Lyons Equipment
Co. for the purchase of a MF 5.4 Schmidt snow plow,
in an amount not to exceed $10,578.00.

IRMA A Resolution Expressing The Intent Of The Village Of
Mount Prospect To Adopt An Independent Self-Insurance
Program For Property And Casualty Exposures was presented
to the board for consideration. This resolution expresses
the Villages's desire to withdraw from IRMA and initiate a
self-insurance program for property and casualty coverage.
The Village of Mount Prospect membership in IRMA will
terminate December 31, 1983.
Further review will take place at the next Committee of
of the Whole meeting and formal action will take place
at the next regular board meeting, August 16, 1983.

Should the Mayor and Village Bqard accept this recommendation,
the Village Board would then consider an agreement with Gallagher-
Bassett to administer the Village's self-insurance program.
JOBS BILL, APPROVAL STATUS FEDERAL
The Village Manager reported that Federal approval has been JOBS
given for Mt. Prospect's plans of appropriating $118,000 under BILL
the jobs bill. It has been determined that these funds will
be used to repair the roof, repave the parking lot and install
a ventilation system at fire station #2(Golf Road).
Assistant Village Manager, Jay Hedges reported that preliminary CABLE T.V.
~'~,results for activated Cable T.V. showed that a last minute site TESTING
chosen for cable testing proved inactive August~ 1, although the
.seven remaining Mt. Prospect locations showed strong audio and
power readings. Pursuant to the franchise agreement, Cablenet
will take the necessary steps to rectify~any problems.
Trustee Wattenberg, seconded by Trustee Arthur moved to bring BUSSE/
an item to the floor not listed on the Agenda(Busse/Wille WILLE
Improvement). IMPROVEMENT

It was recommended by staff that necessary sandblasting be
done before treating the curbing on the north side of Busse
between Main Street and Wille Street.
Trustee Wattenberg, seconded by Trustee Arthur moved to waive the
bidding process and award a contract to Dura-Bond Concrete
Restoration Co. for an amount not to exceed $5,355.00 for re-
finishing the concrete curbing on the north side of Busse Avenue
~-~from Main Street to Wille Street.

Trustee Van Geem, seconded by. Trustee Wattenberg moved to bring TAX LEVY
an item to the floor not listed on the Agenda(Tax Levy).

Motion carried.
A public hearing will be held at the August 16, 1983 village Board
meeting for the proposed fiscal 83-84 levy.

of Resolution No. 33-83.
A P~ESO~UTION TO DETERMINE THE AMOUNTS OF MONEY
ESTIMATED TO BE NECESSARY TO BE RAISED BY TAXATION
BY THE VILLAGE OF MOUNT PROSPECT UPON ALL THE
TAXABLE PROPERTY WITHIN THE VILLAGE FOR THE YEAR
COMMENCING MAY 1, 1983 AND ENDING APRIL 30, 1984

NEW BUSINESS
AMEND 1st reading of' An Ordinance To Add A New Section
SECTION 8 8.515 Entitled "Letter Of Credit In Lieu Of
ADD Performance And Payment Bond" To Article V,
ARTICLE 8,515 Chapter 8, Of The Village Code with second reading on August 16, 1983.
This Ordinance establishes the procedures
for posting a Letter of Credit for all public
works projects being conducted under contracts
with the Village.
ANY OTHER BUSINESS
THANKS TO Trustee Wattenberg thanked Jay Hedges for the
JAY HEDGES outstanding job he did as acting Village"Manager
while the Village Manager was on vacation.
Wayne Wilson, son of former Trustee Howard J. Wilson
(1952-57) requested the bronze plaque.bff the Public
Works building honoring his father. Mayor Krause
indicated-that the plaque would be removed, and given
· to Mr. Wilson in memory of his father.
