Mayor Krause called the meeting to order at 8:00 P.M.

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
SCHOOL DIST.57
A request was received from Elementary School District 57 PARADE PE~qIC
for the purpose of having a parade on Saturday, May 21, 1983,
which parade would consist of District 57 Scholastic
Olympics participants. The route of the parade will be
Maple Street at Sha Bonee, west on Sha Bonee to Go Wando,
north to Lincoln Street, west on Lincoln Street to the
west parking lot of Lincoln Junior High School, and would
begin at 8:30 ~.
Trustee Richardson, seccnded by TYustee Farley, moved to
grant the parade permit requested by School District 57.

MAYOR'S REPORT
PROCL~d~ATIONS:Mayor~ Krause proclaimed the week of May 2 - 7, 1983,
as Firefighters Recognition Week, presenting the
FIREFIGHTERS Proclamation to Public Education Officer, Firefighter
RECOGNITION Lonnie Jackson.
April 19, 1983, was proclaimed as Girl Scout Leaders
GIRL SCOUT Day, and Mayor Krause presented the Proclamation to
LEADERS DAY Jay Hedges, Assistant Village Manager, and Director
of the Northwest Girl Scout Council.
EXTENSIONEERS Mayor Krause also honored the Mount Prospect
Extensioneers on their 15th anniversary, and presented
the Proclamation to Mr. & Mrs. Eberling.
OLD BUSINESS
A Resolution was presented to create a Cable Television
CABLE T.V. Public Access. This Commission, consisting of 5 appointe~
COMMISSION: members, would have the reponsibility of informing the
CREATION OF citizenry that such a public access channel exists on
Cable T~V. and would also assist in promoting various
programs to be broadcast on this channel.
Trustee Farley, seconded by Trustee Arthur, moved for
passage of Resolution No. 12-83.

107 S.MAIN ZBA 5-V-83, 107 S. Main St. (Sakura Restaurant)
This ordinance, granting specific variations from
the off-street parking requirements, was presented
for first reading and will be presented April 19th
for 2nd reading.
PARKING In line with the variations granting reduced parking
FUND spaces, there ~.~as discussion on the proposal to
establish a fund accepting cash donations where
additional parking spaces cannot be provided by
petitioners and variations are requested. A policy
will be developed and presented to the Village Board
for further discussion at a Committee of the Whole
meeting.
COMPREHENSIVE An Ordinance was presented that changed some language
PLAN: in the Comprehensive Plan and would also delete the
Comprehensive Plan from the Village Code, presently
~END CH.15 known as Chapter 15. Having been presented for first
reading, this Ordinance will be presented April 19th
for second reading.
A Resolution was presented that would increase the
C.D.B.G. Community Development Block Grant Entitlement Program
funds by an additional $9,817.00,which resolution
~ES.NO. 13-83 specified the programs in which this additional money
would be allocated.
Trustee Farley, seconded by Trustee Richardson, moved
for passage of Resolution No. 13-83

~NAGER'S REPORT
Village Manager Terrance L. Burghard noted that a Public PUBLIC HEARING
Hearing, pursuant to property legal notice having been REVENUE SHARIN<
& BUDGET~83-84
placed in the Mount Prospect Herald, was ~alled to order.
This Public Hearing was being held for the purpose of
presenting the Revenue Sharing Fund Program for fiscal
1983-84, amounting to $272,000.00, which funds are to
be used for capital expenditures. Also included in the
Public Hearing was consideration of the proposed budget
for 1983-84, which budget will be presented at the
April 19th Village Board meeting for passage.
NEW BUSINESS
ZBA 1-V-83, 1750 West Central Road ZBA 1-V-83
1750 W.CENTRAL
The variations requested include: front, and side yard
size; off-street parking requirements; and truck ~oading RO/LD
space. The subject property, known as Hinz Lithographing,
is expanding which would require variations as noted in
order to meet the Code.
Trustee Floros, seconded by Trustee Richardson., moved to
concur with the recommendation of the Zoning Board of
Appeals and grant the requested variations.

A Plat of Re-subdivision X for Kensington Center, effecting KENSINGTO~
CENTER RE-S~
lots 310-C and 311, was presented with the recommendation
NO. X
of the Plan Commission ~o approve the plat.
Trustee Richardson, seconded by Trustee Floros, moved to
authorize the Mayor to sign and Clerk ~o attest her
signature on the Kensington Center Plat of Re-Subdivision X.

Trustee Murauskis, seconded by Trustee Floros, moved to

bring an item to the floor that was no~ listed on the

agenda, namely a Resolution opposing a request before the
Cook County Zoning Board of Appeals relative to a second OPPOSE ZONING
advertising sign on property located on South Busse Road, VARIATION
immediately north of the Tollroad.

MODIFY A~N EXISTING ADVERTISING SIGN TO PERMIT A
SECOND SIGN ON PROPERTY IN THE IMmeDIATE VICINITY
OF THE VILLAGE (Cook Counsy Zoning Docket ~ 4063)

LITIGATION:
The Village Manager announced that a law suit has been 83 CH 2667
filed, however no~ ye~ served on the Village, by Oak DI MUCCI
Park Trust and Savings, as Trustee under Trustee #8158, LANDLORD/TEN~
Page Three April 5, 1983
which law suit was filed on behalf of Salvatore DiMucci
and Mary Bouris, challenging the recently adopted
Landlord/Tenant Ordinance (No.3308)
The Board authorized the Village Manager to take the
steps necessary to defend the pending litigation.
ZBA 50-V-82 Mayor Krause noted that the Zoning Case No. 50-V-82,
1701 W. for property on Algonquin Road, just north of
ALGONQUIN RD. Crystal Towers, being the Roppolo's property, will
be presented on the April 19th Village Board agenda.
