Mayor Krause called the meeting to order at 8:00 P.M.
INVOCATION INVOCATION
The invocation was given by Trustee Wattenberg.
POSTING COLORS
Representatives from the Westbrook School and Indian Grove
School Campfire and Bluebirds presented the Colors, after
~-~ which the Mayor and Board were presented cupcakes.

Mayor Krause presented a Proclamation to the Campfire and

the minutes.of the regular meeting of the Mayor and Board Meeting
held February 8, 1983.

VFW COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
PARADE A request was received from the Veterans of Foreign Wars
to conduct a Memorial Day Parade in the Village, and
to waive any applicable fees.
Trustee Richardson, seconded by Trustee Arthur, moved
to approve the request from the VFW for a Memorial Day
Parade and to waive any fees in connection therewith.

Mayor Krause announced tha5 a meeting is being held
March 19th at the Senior Citizen Center for the purpose
of the Village Board discussing with local legislators
various problems, including the ICC and Citizens Utilities
Water Company.

Inasmuch as Willett Equipment Company and Howell Tractor
& Equipment Company submitted bids that did not meet the
bid reqUirements, it was requeSted that their bids be
rejected.
Trustee Arthur, seconded by Trustee Wattenberg, moved to
reject the bids submitted by Willett Equipment Company
and Howell Tractor on the vibratory roller and trailer,
due to the fact that the bid specifications were not met, FINKBINER CO.
and to accept the low qualified bid submitted by
Finkbiner Equipment Company at a cost not to exceed $11,642.00.
Trustee Arthur, seconded by Trustee Wattenberg, moved to
reject all bids on the vibratory roller and trailer, and FINKBINER CO.
to authorize the purchase from Finkbiner Equipment Company
at a 'cost not to exceed $11,642.00.

Mr. Burghard announced that work on the pipe line for
Lake Michigan water has beg6n and that various locations
have completed the augering pits.
NEW BUSINESS
A Resolution was presented that sets forth the proposed C.D.B.G.FUNDS
areas of expenditure for 1983 community Development Block
Grant Entitlement Funds.

A proposal' was presented to creat,e a Cable T.V. Commission CABLE T.V.
for the Village. An Ordinance will be presented at the COMMISSION
April 5th Board meeti, ng for 1st reading Setting forth
membership and procedures involved.
MFT FUNDS
A Resolution was presented appropriating $50,000 as a
supplement to the Motor Fuel Tax, General Maintenance
Program.

ZBA 2-V-_~ ZBA 2-V-83, Hill Street Subdivision
HILL ST. This case requests variations from the lot widths.
SUB. The property involved was dedicated for public street
when the subdivision was originally subdivided, however,
since the roadway extension was no longer needed, the
land is being vacated back to the developer enabling
him to expand the proposed single family lot depths,
as well as allowing additional lots.
Trustee Arthur, seconded by Trustee Wattenberg, moved
to concur with the recommendation of the Zoning Board
of Appeals and grant the requested variations in
Case No. 2-V-83.

An Ordinance will be presented in conjunction with
a revised plat of subdivision for the Hill Street
Subdivision, which plat will indicate the vacation
of land proposed for public right-of-way.
ZBA 5-V-83 ZBA 5-V-83, 107 South Main Street
107 S. MAIN This case deals with a request for a variation from
the off-street parking requirements for a restaurant.
Since the subject property has no means of providing
additional parking spaces, as required, this variation
is to reduce the number of required spaces by 9.
Trustee Arthur, seconded by Trustee Richardson, moved
to concur with the recommendation of the Zoning Board
of Appeals and grant the requested variation in Case
...... No. 5-V-83.

iscussion would take place at a future Committee of the
Whole meeting on the subject of developing a policy as
to procedures involved with making cash donations to the
Village in lieu of parking spaces when required parking
is not feasible.
ZBA 57-Z-82 and ZBA 58-SU-82, Taco Bell (M.P. Plaza) ZBA 57-Z-82 &
58-SU-82
This case was remanded back to the Zoning Board of Appeals
by the Village Board at a previous meeting in order for
the owner of the parcel (Mount Prospect Plaza/Cermak Plaza)
to develop a land use plan for the entire parcel.
Having heard the case again, the Zoning Board forwarded the
decisioh to the Vi'llage, since an acceptable land use plan
had not been submitted.

deny the requested re-zoning in Case No. 57-Z-82

ANY OTHER BUSINESS CHAM~.~R OF
The subject of the Chamber cf Commerce occupying office COMMERCE
space in the Village Hall was brought up. Following
discussion, it was the feeling of the Village Board that
the Chamber begin paying $1,200 per year towards building
maintenance and that the Chamber be allowed to remain in
the present location within the Village Hall.

Sealed bids were opened on March 14, 1983, for the proposed purchase of a
2-ton vibratory roller and trailer. A tabulation of bid results is as
follows:

The two lowest bids should be disqualified for the following reasons:
* Wil%ett Equip. Co.: Did not bid a trailer as specified; instead
would provide a power hydraulic transport attachment
for the $2,249.00 listed. (Trailer was planned for
other cartage uses.) Also, Diesel engine not available.
** Howell Tractor & Equip. Co.:
Specifications call for a working weight of 4,000 lbs,
The unit being bid has only a working weight of
2910 lbs.
Specifications call for water tank to be of polyethylene
or equal non-corrosive material. The unit being bid has
two tanks of steel construction.
Does not conform to trailer specifications. Specified
width - 54"; furnish 80".

I recommend that the bid be awarded to the lowest conforming unit as
proposed by Finkbiner Equipment Co. This would be on a Roscoe Vibrastratt
III roller with a Diesel engine, and a transport trailer at a total bid
price of $11,642.00.
There is $15,000.00 allocated in the current budget for this proposed
purchase, as noted on page 82. This new unit will replace a unit pur-
chased in 1967. It is our intent to propose a sale of the old unit at
a public auction. ~
