MAYOR'S REPORT CITIZENS AWARD Mayor Krause stated that Ida Jovacic, of north Westgate Road, IDA JOVACZ~ 110 had recently used the Heimlich maneuver to save the life of her aunt who was choking. The Paramedics credit Mrs. Jovacic with saving a life, and Mayor Krause presented a Citizens' Award plaque to Mrs. Jovacic, expressing the congratulations of the Village Board for her quick action. AMEND CH.13 An Ordinance was presented for 2nd reading that would create a Class "F" liquor license, as well as establishing the fee and hours of operation. This Ordinance would also grant one (1) such Class "F" liquor license to D & C Enterprises~ to be located in the food court at Randhurst Shopping Center. Trustee Arthur, seconded by Trustee Wattenberg, ORD.NO.3442 moved for passage of Ordinance No. 3442 ~. AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE Upon roll call: Ayes: Arthur, Farley, Murauskis, Wattenberg Nays: None Motion carried. O'HARE A Resolution was presented that expressed the Village's NOISE support of control noise from aircraft using O'Hare Airport. RES.NO.42-84 Trustee Arthur, seconded by Trustee Murauskis, moved for passage of Resolution No. 42-84 A RESOLUTION TO SUPPORT EFFORTS TO MITIGATE THE NEGATIVE IMPACTS OF AIRCRAFT NOISE GENERATED BY THE PLANNED EXPANSION OF O'HARE INTERNATIONAL AIRPORT Upon roll call: Ayes: Arthur, Farley, Murauskis, Wattenberg, Krause Nays: None Motion carried. OLD BUSINESS ZBA 23-V-84 ZBA 23-V-84, 520 Hill Street An Ordinance was presented for 2nd reading that would 520 HILL ST. grant a variation for a 3 car attached garage, providing for the driveway to be 28 feet wide at the garage but tapered to 18 feet wide at the curb. Trustee Wattenberg, seconded by Trustee Farley, moved ORD.NO.3443 for passage of Ordinance No. 3443 AN ORDINANCE GRANTING A VARIATION FOR CERTAIN PROPERTY KNOWN AS 520 HILL STREET Upon roll call: Ayes: Arthur, Farley, Murauskis, Wattenberg Nays: None Motion carried. ZBA 27-V-84, Text Amendment ZBA 27-A-84 An Ordinance was presented for first reading that would amend Chapter 14 to allow dry cleaning on the DRY CLEANERS premises, but to serve no more than 3 satellite stations. This Ordinance will be presented September 4th for second reading. August 21, 1984 Page 2 ZBA 28-V-84, 800 Cathy Lane ZBA 28-V-84 An Ordinance was presented for first reading that would permit the petitioner to have a driveway pad area of 800 CATHY L5 21' 8".instead of the permitted 18 foot wide driveway. This Ordinance will be presented at the September 4th Village Board meeting for 2nd reading. ZBA 292V-84, 2832 Briarwood Drive ZBA 29-V-84 An Ordinance was presented for first reading that would permit a 3 car attached garage and a driveway 2832 BRIAR- 28 feet wide at the curb. WOOD DRIVE At the request of the petitioner, Trustee Murauskis, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an ordinance. Upon roll call: Ayes: Arthur, Farley, Murauskis, Wattenberg Nays: None Motion carried. Trustee Murauskis, seconded by Trustee Wattenberg, moved ORD. NO. 344, for passage of Ordinance No. 3444 AN ORDINANCE GRANTING A VARATION FOR CERTAIN PROPERTY COM~4ONLY KNOWN AS 2832 BRIARWOOD DRIVE Upon roll call: Ayes: Arthur, Farley, Murauskis, Wattenberg Nays: None ? Motion carried. ZBA 30-V-84 ZBA 30-V-84, Northwest Highway and Edward Street An Ordinance was presented for first reading granting 700 EAST a variation for the subject property, including parking NORTHWEST in the required rear yard; elimination of a truck loading HIGHWAY space; and to permit parking stalls 19 feet long instead of 20 feet. This Ordinance will be presented September 4th for 2nd reading, as well as the Ivancic Plat of Subdivision - placing the property into one lot of record. ZBA 31-V-84, 1504 East Emmerson Lane ZBA 31-V-84 An Ordinance granting a variation for certain property 1504 EMMERSO] commonly known as 1504 East Emmerson Lane was presented LANE for first reading.' This Ordinance permits a wooden shed to be placed in the side yard, within the 8 feet required from the property line. This Ordinance will be presented September 4th for 2nd reading. ZBA 20-V-84, 800 West Central Road ZBA 20-V-84 An Ordinance was presented for first reading that would 800 WEST grant a variation to allow a 20 foot side yard instead CENTRAL of the required 30 feet and to grant a reduced parking ratio for office and warehouse usage. At the request of the petitioner, Trustee Farley, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an ordinance in order to take action on the subject ordinance. NO.3445 for passage of Ordinance No. 3445 AN ORDINANCE GRANTING VARIATIONS FOR CERTAIN PROPERTY COi,~ONLY KNQWN AS 800 WEST CENTRAL ROAD Upon roll call: Ayes: Arthur, Farley, Murauskis, Wattenberg Nays: None Motion carried. Page 3 August 21, 1984 112 Trustee Farley, seconded by Trustee Wattenberg, moved CENTRAL to authorize the Mayor to sign and Clerk to attest her PARK CENTER PLAT OF signature on the Central Park Center Plat of Subdivision, SUBDIVISION being the property involved with ZBA 20-V-84. Upon roll call: Ayes: Arthur, Farley, Murauskis, Wattenberg Nays: None Motion carried. ZBA 24-Z-84 & ZBA 24-Z-84 and ZBA 25-V-84, Lincoln Circle ZBA 25-V-84 Ordinances were presented for first reading that LINCOLN CIRCLEwould annex, re-zone and granting lot width variations for the subject property. Notices have been sent to the Elk Grove Rural Fire Protection District, Township ANNEXATION Trustees and Highway Commissioner, as required by law, informing them that the Village Board would be giving consideration to these matters. Trustee Arthur, seconded by Trustee Wattenberg, at the request of the petitioner, moved to waive the rule requiring two readings of an ordinance. Mayor Krause stated that in certain instances where variations and re-zoning requests are before the Board, it is the intention for as many residents as possible to become aware of the pending matters. Having two readings of ordinances is one method of attempting to inform everyone. An Ordinance annexing, granting R-1 zoning, and grDnting variations for 5 lots on the proposed cul de sac for reduced front lot line widths will all be presented on September 4th for 2nd readings. Also to be presented at that time will be the plat of annexation and Lincoln Circle Plat of Subdivision. An Ordinance was presented for 2nd reading that would TOKO AMERICA take the final step in granting Industrial Revenue Bonds INDUSTRIAL REVENUE BONDSin the amount of $2,000,000 for Toko America. Trustee Arthur, seconded by Trustee Farley, moved for ORD.NO. 3446 passage of Ordinance No. 3446 AN ORDINANCE PROVIDING FOR THE FINANCING BY THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, OF AN INDUSTRIAL PROJECT, AUTHORIZING THE ISSUANCE OF $2,000,000 INDUSTRIAL REVENUE BOND SERIES 1984 (TOKO AMERICA INC. PROJECT) AND CONFIRMING THE SALE THEREOF, AND AUTHORIZING THE EXECUTION AND DELIVERY OF A LOAN AGREEMENT, A MORTGAGE AND SECURITY AGREEMENT, AN ASSIGNMENT AND AGREEMENT, A BOND PURCHASE AGREEMENT AND RELATED DOCUMENTS Upon roll call: Ayes: Arthur, Farley, Murauskis, Wattenberg Nays: None Motion carried. NEW BUSINESS ZBA 32-V-84 ZBA 32-V-84, 1103 West Lincoln Street 1103 WEST Mr. McKone, the developer, and Mr. Abrams, the owner LINCOLN ST. of the home under construction, presented their August 21, 1984 Page 4 113 request for a variation in order to have a circular driveway. The Zoning Board of Appeals recommended approval by a vote of 4-0. Trustee Farley, seconded by Trustee Arthur, moved to concur with the recommendation of the Zoning Board of Appeals and grant the request variation in ZBA 32-V-84. Upon roll call: Ayes: Arthur, Farley, Murauskis, Wattenberg Nays: None Motion carried. An Ordinance will be presented for first reading at the September 4th meeting of the Village Board. ZBA 33-V-84, 1026 Church Road ZBA 33-V-84 Mr. Biedar, owner of the subject property, presented his 1026 CHURCH ~ case, requesting a variation to permit placement of his fence into the front yard and to permit a concrete slab for the foundation of a diving board. This property is located on a corner lot. The Zoning Board of Appeals voted 4-0 to approve the request. Trustee Wattenberg, seconded by Trustee Farley, moved to concur with the recommendation of the Zoning Board of Appeals and grant the requested variations in ZBA 33-V-84. Upon roll call: Ayes: Arthur, Farley, Murauskis, Wattenberg Nays: None Motion carried. An Ordinance will be drafted and presented September 4th for first reading. PUBLIC HEARING PUBLIC Mayor Krause called the public hearing, advertised pursuant HEARING: to law for the purpose of considering a request from INDUSTRIAL Lee's Marketing for Industrial Revenue Bonds not to exceed REVENUE BON] $800,000, to order at 8:40 P.M. LEVi'S MARKET1/f< Robert Bush, attorney for Lee's Marketing, stated that his client has been operating a business within the Village for 11 years, employs 40 full time and 20 part time employees and is expanding for the 4th time.It is their desire to have a building constructed within the Kensington Center for Business, having purchased the lot from the Village. The Public Hearing was declared closed at 8:52 P.M. An Ordinance will be presented September 4th authorizing the issuance of Industrial Revenue Bonds for Lee's Marketing. PUBLIC HEARING~ PUBLIC Mayor Krause catled this Public Hearing to order at 8:53 P.M. HEARING: The purpose of this hearing is to consider the tax levies LEVY-1984-85 necessary for municipal purposes, and was called following a legal notice be placed in the local newspaper, as required by the Truth in Taxation Act. It was explained that the Village's levy was reduced 1.1% from 1983-84 and the Mount Prospect Public Library's levy, collected through the Village, had increased 2.8%. These monies will be collected through real estate taxes collected in August, 1985. Mr. Patrick Green, 212 North Prospect Manor, complimented the elected official, administration and employees of the Village for all the services offered and operating on a budget that has not been increased by more than 3% in several years. This Public Hearing was declared closed at 9:02 P.M. Page 5 August 21, 1984 An Ordinance authorizing the levy and collection of taxes for the corporate and municipal purposes of the Village of Mount Prospect and the municipal purposes of special service area #1, special service area #2, special service area ~3 and special service area #4, and an Ordinance authorizing the levy and collection of taxes for the municipal purposes of special service area #5 of the Village of Mount Prospect for the fiscal year beginning May 1, 1984 and ending April 30, 1985 will be presented September 4th for 2nd readings. LOW INTEREST A Resolution was presented that would authorize the MORTAGE participation in the low interest mortgage money MONEY program. This Resolution also includes an agreement to give Cook County the authority to include in its bond issue the amount designated to the Village. RES.NO.43-84 Trustee Arthur, seconded by Trustee Murauskis, ~oved for passage of Resolution No. 43-84 A RESOLUTION AUTHORIZING THE VILLAGE OF MOUNT PROSPECT TO ENTER INTO AN AGREEMENT WITH THE COUNTY OF COOK, ILLINOIS, WITH RESPECT TO THE ISSUANCE OF CERTAIN BONDS FOR HOUSING PURPOSES BY THE COUNTY OF COOK Upon roll call: Ayes: Arthur, Farley, Murauskis, Wattenberg Nays: None Motion carried. SELL ~ILLAGE VILLAGE MANAGER'S REPORT OWNED PROPERTY Village Manager Terrance L.Burghard presented an offer to purchase the 2nd half of the Village owned ROSCOR CORP/ property (Lot 308) in the Kensington Center for OPUS Business. The offer was submitted by Hiffman-Shaffer representing Roscor Corporation. The offer for the 2.43 acres is $344,015 ($3.25 per square foqt). It was noted that Roscor Corporation deals with fitting special vans with the video and technical equipment used by television companies. The actual sale of this property would be to Opus Corporation, and that company would sell the land to Roscor for the same price they pay, which is stated above. Roscor Corporation has expressed a desire to apply for Industrial Revenue Bonds, should this transaction be finalized. Consideration will be giving tolthis request at a public hearing scheduled for September 18, 1984. It was the verbal opinion of the Village Board present at the meeting that this offer was acceptable. A Resolution will be presented September 4th for consideration to formally accept the offer to purchase. A Resolution will also be presented September 4th to consider authorizing execution of a Memorandum of Agreement for Industrial Revenue Bonds for Roscor Corporation. ACCEPT PUBLIC ANY OTHER BUSINESS IMPROVEMENTS A report was presented from Engineering Division to accept the public improvements, in the nature of a water main for 1211 Prairie Lane. 1211 PRAIRIE Trustee Arthur, seconded by Trustee Wattenberg, moved LANE to accept the public improvements installed at 1211 Prairie Lane. August 21, 1984 Pa~e 6 FRIVOLOUS Trustee Wattenberg requested the subject of frivolous COMPLAINTS complaints be placed on the agenda for the Committee of the Whole meeting, August 28th.
