MAYOR'S ~EPO~ DECreASE "L" LIOUOR An Ordinance was presented for first reading that would decrease LICENSE & INCREASE the number of Class "L" liquor licenses by one (1) and increase CLASS "S" LIOUOR the number of Class "S" liquor licenses by one (1) for Kallens LICENSE BY ONE FOR Restaurant, 1796 South E3.7~urst Road. It also provided for the KAT.T.~N"S RESTAURANT deletion of a Class "L" classification entirely, effective with the renewel period, May 1, 1984. It was the feeling of the Village Board that the ordinance proposing the elimination of the Class "L" liquor license should stand for two readings, and inasmuch as Kallens requested a Class "S" liquor license, the proposed ordinance should be amended to seperate the two issues. Trustee Arthur, seconded by Trustee Murauskis, m~ved to waive the rules requiring two readings of an ordinance, as amended. Trustee Arthur, seconded by Trustee Murasukis, moved for passage of Ordinance No. 3391, granting the Class "S" liquor license for the new owners of Kallens, as amended. ORD. NO. 3391 AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLA6E CODE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Ceem, Wattenberg Motion carried. An ordinance will be presented February 7th for second reading that would eliminate the liquor license classification "L!'.. ANNOUNCEMENTS JAY HEDGES Mayor Carolyn Krause extended congratulations and best Wishes to LEAVING VILLAGE Jay Hedges (Assistant Village Manager) for his two years of dedicated service with the Village. ~ The Mayor also extended best wishes to Joan Forton(Police Dept.) CHARLIE FORi~DN'S and Charlie Forton(Fire Dept.) on their retirement. Joan was RETIREMENT with the police department for 23 years and Charlie was with the fire departn~nt for 20 years. OLD BUSINESS A request for traffic regulations on I-Oka between Colf l~oad and Lonnquist Blvd. was discussed. The proposals as forth by the Village Board were as follows: 1. Four w-ay STOP at I-Oka and sunset 2. No Left Turn between 7:00 A.M. - 8:30 A.M. and 4:30 P.M. - 6:30 P.M. at the following: Westbound Lonnquist Blvd. at I-Oka Westbound Sunset at I-Oka Eastbound Colf Road at I-Oka The foll~ing spoke in favor of the Board's recc~mendatiOn: George Neubauer 811 S. I-Oka January 17, 1984 PAGE TWO Three residents had called the Clerk's office, stating they would be unable to attend the meeting but wanted their feelings known on the subject. I-Oka Trustee Murauskis, seconded by Trustee Van Gesm, moved to approve the proposals as stated. PUBLIC HEARING Mayor Krause called the Public Hearing, pursuant to notice published PUBLIC in the newspaper, for the purpose of considering a request of Birks HEARING: Transportation to increase the taxi-cab rates 8:42 P.M. BIRKS TRANSPO~AT] Birks Transportation, which runs Prospect Cab in Mount Prospect and RATE INCREA~ Elk Grove Village, is asking for a 20% across the board rate increase. Birks also wants to drop its special rate for senior citizens, claiming that it was one of the main reasons the firm lost about $92,386 for the first 11 months of 1983. The figure includes service to both Mount Prospect and Elk Grove Village. Under Birks proposal, the cab rates would increase fr~ $1 to $1.20 for the first three-tenths mile and frc~ 10 to 12 cents for each additional one-tenth mile. Waiting time fares would be incrensed frc~ 20 to 25 cants for each 1% minute. Currently, senior citizens have a special fixed fare of $2.10 to go anywhere within the village limits. Of that, the seniors pay 75 cents and the village pays $I'~35. When one or more seniors share the same cab, they also share the 75 cents fee. Village Manager Terrance Burghard rec~¥~'~ended denying the rate incrense, based on a survey that showed seniors would have to pay $1 or more in 75 percent of the trips. The Mayor also opposed the rate increase because their rival cc~apany, American Taxi, is operating under the current rates and has not requested an increase. Trustee Arthur, seconded by Trustee Murauskis moved to deny Birks Transportation a rate increase. Upon roll call: Ayes: Mayor Carolyn Krause Trustees Arthur, Murauskis Nays: Farley, Floros, Van Geem Wattenberg Motion failed. Trustee Farely, seconded by Trustee Van Geem moved to continue the discusssion on the rate incrense by Birks Transportation,' saying they would like a more detailed financial statement frc~n the cab cc~pany. PAGE THREE January 17,8 V/T,TAGE MANAGER'S REPOR~ WELL #~6 Last October the village ~oard authorized an expenditure of ~EPAI~S $63,000 for the repair of Well #16. The $63,000 requested was based upon the best estimate of what it would cost to rehabilitate this facility and bring its production back up to previous levels. This pump was recently removed from the hole and a visual in- spection has revealed more extensive deterioration to the entire pump assembly .~than was originally estimated. The Layne Western Pump Co. has submitted a detailed breakdown of the estimated repair costs based upon the current data. This revised figure is $77,352.00 which is $14,352.00 over the authorized expenditure. The village Manager, Terrance Burghard stated that the well is vital to residents living in sOuthern and southwestern Mount Prospect and must be repaired before s~er. Trustee Farley, seconded by Trustee Wattenberg moved to accept the recc~me~dation of the Manager and the administration %hat $14,500 in additional funds be authorized for the repair of Well #16 for. a total not'to excee~ $77,500, to Layne-Western Cc~y. TREE T~G The Village Manager r~ded that authorization be given to OONTPACT extend a maximum of $14,000 to have sc~e additional trees triz~ned EkT~NSION by Nels Johnson Tree Exper~ Company that were not included in the original bid. These trees are in the area bordered by Busse Road, Central Road, Can Dota and Lincoln. That area was not scheduled for trimming, but the village's tree- trinrning contract cost less than expected. They were last tri~z~d in the s~m~_r of 1979 and are in need of trin~ing. Nels Johnson has agreed to honor I.the unit prices as specified in his bid of May 24, 1983, which are as follows: Tree D.B.H. N%~4C Uillage Manager, Terrance Burghard stated Mount Prospect could lose a special franchise agre~nent t_hat guaranteed lower rates TELEPHONE FRANCHIS.E with Illinois Bell Telephone and end up paying $20,000 a year more for telephone service. The conference was asking all member towns to contribute as much as $500 for hiring a telecommunications expert who will advise the cc~munities on whether current franchise agreements may be enforced. Trustee Wattenberg, seconded by Trustee Arthur moved to pledge $500 to join a Northwest Municipal Conference research group that is investigating what the breakup of AT&T will mean to municipalities. PAGE FOUR · Janusry ].7, 1984. , The Village Manager presented the first draft of the proposed 1984-85 BUDc~i, budget with the total being $22,323,000. The Finance Coamlission will 1984-85 be reviewing the budget prior tO the public hearings which will be held on F~b~]ary 14, Feb~ry_'~28/March 13 and March 27. They will be shown on Channel 63, Cablenet's goverr~nent access channel. NEW BUSINESS An Ordinance amending the various sections of the Village Code to delete all reference tO quarterly billing for water and sewer was presented for first reading. Second reading of the Ordinance will be presented at the next Board meeting. A Resolution was presented that expressed the Village's interest in participating in the program eStablished by the Circuit Court. Mayor Krause CABLE said the meeting probably would be televised frcm the public safety building, 112 E. Northwest Highway, or fr~m the senior citizens center, 50 S. Emerson Street.
