INVOCATION INVOCATION The invocation was given by Trustee Norma Murauskis. APPROVAL OF MINUTES APPROVE MINU~ Trustee Wattenberg, seconded by Trustee Arthur, moved to approve the minutes of the regular meeting of the Mayor and Board of Trustees held August 6, 1985. APPROVAL OF FINANCIAL REPORT APPROVE Trustee Floros, seconded by Trustee Murauskis, moved to FINANCIAL approve the financial report, subject to audit. CO~i~UNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Virginia Hamer representing the Clearbrook Center made CLEARBROOK a request for funds to help sponsor their telethon on CENTER February 2, 1986. 1/2 hour of air time will be given to each co?~.unity sponsoring a $2,000 donation. 106 Trustee Yan Geem entered the meeting at this point. Trustee Murauskis, seconded by Trustee Floros, moved to authorize the expenditure of $ 2,000 to Clearbrook Center. Upon roll call: Ayes:' Arthur, Farley, Floros, Murauskis Wattenberg Nays: None Pass: Van Geem Motion carried. ~ MEIER RD With the proposed development of Magnus farms and the MAGNUS' FARMS expansion of Meier Rd from Connie to Central Rds, residents expressed their objections as follows: 1. This will take awa~ from the beauty of the property. 2. Increased traffic flow. 3. Possible water retention problems. 4. Meier Rd would be used as a short cut to Central Rd. 5? This will lower the existing property value. 6. Who would be responsible for traffic violators, Arlington Heights or Mount Prospect? 7. The hazard for school children to cross Meier Rd ~o go to the Elementry and Jr. High Schools. Petitions were presented with 471 names opposing this development. The Mayor stated that a representative of this Board would go to the Arlington Heights Plan meeting, and that the residents would be notified of that meeting time when it come available. ELK GROVE Trustee Wattenberg wished to thank the Elk Grove Township TOWNSHIP on their efforts in televising the School District 214's meetings. Although they were unsuccessful in this effort he incouraged more open meetings. In connection with this -- School District 214 meeting a request for the expense On its legal fees was asked for by Trustee Wattenberg. MAYOR'S REPORT CLYDE A presentation and plaque was given to Clyde Harding on HARDING his recent retirement after 22 years of service in our Fire Department. OLD BUSINESS DES PLAINES A resolution was presented to acknowledge the 150th Anniversar[ of our neighboring City, Des Plaines. Trustee Arthur, seconded by Trustee Farley moved for the passage of Resolution No. 44-85. A RESOLUTION ACKNOWLEDGING THE 150TH ANNIVERSARY OF THE RES ~44-85 CITY OF DES PLAINES Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg, Krause Nays: None Motion carried, ALVEE'S A request was presented from the new owners of Alvee Liquo Mount Prospect Plaza to'continue doing business under the..[ MP Plaza existing Class "C" liquor license. ~ It was the unanimous opinion of the village Board that the existing Class "C" liquor license be permitted to continue under the new ownership of Alvee Liquors, Mount Prospect Plaza 20, 1985 Page 2 107 ZBA 32-V-85, 1120 Tamarack Drive ZBA 32-V-85 An ordinance was presented for second reading to grant 1120 Tamarack variations for both side and rear yard requirements to permit an existing above-ground swimming pool. The Zoning Board of Appeals voted 5-0 to grant the variations Trustee Floros, seconded by Trustee Farley, moved for the passage of Ordinance No. 3552. ORD. NO. 3552 AN ORDINANCE GRANTING A VARIATION FOR PROPERTY COMMONLY KNOWN AS 1120 TAMARACK DRIVE Upon roll call: Ayes:.~A~thur, Farley, Floros, iMurauskis, Van Geem, Wattenberg Nays: None Motion carried. ZBA 33-V-85, Text Amendment ZBA 33-V-85 An Ordinance was presented for first reading that would Text Amend amend the Code to include private heliports as a Special Use in an I-1 District. The Zoning Board of Appeals ..recommended approval of this amendment by a vote of 4-1. This Ordinance will be presented September 3rd for 2nd reading. ZBA 36-V-85, Carboy and Nordic Roads ZBA 36-V-85 An Ordinance was presented for first reading that would Carboy & NordJ grant a variation to a previously approved reduction in the number of required parking spaces. The request is to reduce the number from 32 to 27. The Zoning Board of Appeals recommended approving this request by a vote of 6-0. This Ordinance will be presented September 3rd for 2nd reading. ZBA ~7-V-85, 1703 Mura Lane ZBA'37-V-85 An Ordinance was presented for first reading that would 1703 Mura Ln grant a variation to permit a circular driveway for a single family residence[ The Zoning Board of Appeals recommended 6-0 to approve this request. Trustee Murauskis, seconded by Trustee Wattenberg, at the request of the petitioner, moved to waive the rule requiring two readings on an Ordinance. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. Trustee Murauskis, seconded by Trustee Wattenberg, moved ORD.NO. 3553 for passage of Ordinance No. 3553. AN ORDINANCE GRANTING A VARIATION FOR CERTAIN PROPERTY COMMONLY KNOWN AS 1703 MURA LANE Upon roll call: Ayes: Arthur, Farley, Murauskis Van Geem, Wattenberg Nays: Floros Motion carried. Ordinances were presented for second reading on the first TAX INCREMENq stage of the Tax Increment Financing project. Mr. William Dugger and Mr. Paul Hoefert expressed their concerns on Pa~le 3 .~.'.:9us;l 20, 196 108 this project. Mr. Dugger proposed that a committee be appointed. Mayor Krause stated that a Citizens Advisory committee would be appointed. Trustee Farley, seconded by Trustee Arthur, moved for the passage of Ordinance No. 3554. AN ORDINANCE APPROVING THE TAX INCREMENT REDEVELOPMENT PLAN AND REDEVELOPMENT PROJECT ORD.NO.3554 FOR THE DISTRICT NO. 1 REDEVELOPMENT PROJECT AREA IN THE VILLAGE OF MOUNT PROSPECT -- Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. AN ORDINANCE DESIGNATING DISTRICT NO. 1 TAX ORD.NO.3555 INCREMENT REDEVELOPMENT PROJECT AREA IN THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. Trustee Van Geem, seconded by Trustee Murauskis, moved for the passage of Ordinance No. 3556. AN ORDINANCE ADOPTING TAX INCREMENT FINANCING FOR THE DISTRICT NO. 1 TAX INCREMENT REDEVEL- ORD.NO.3556 OPMENT PROJECT AREA IN THE VILLAGE OF MOUNT ~ROSPECT Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis~ Van Geem, Wattenberg Nays: None Motion carried. An Ordinance was presented for 2nd reading that would CHP. 8 amend Chapter 8 of the Village Code. It was the opinion WITHDRAWN of the Village Board that this Ordinance concerning fair share deductions be withdrawn at this time, and that at contract time this subject can be discussed. Trustee Arthur, seconded by Trustee Murauskis, moved for the withdrawal of this Ordinance. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg. Motion carried. LEVY TAXES An Ordinance was presented for first reading to authorize 1st READING the County to levy real estate taxes in an amount of $5,892,545 as a portion of the costs necessary to fund the operations of the village. This Ordinance will be presented for second reading on September 3, 1985. IEVY TAXES An Ordinance was presented for first reading to authorize SPECIAL the levy of specified amounts through real estate taxes in SERVICE AREAS order to fund the various projects in our Special Services Areas. ~.::ci~s~: 20, ~985 ?age 109 This Ordinance will be presented for the second reading on September 3, 1985 Plat of Easement Dedication, 8 S. Mount Prospect Rd. PLAT OF EASEME A Plat of easement was presented for a four foot 8 SO. MT. easement allowing the use of village property in PROSPECT RD. order for the residents to locate a driveway on the side of the subject property. This property was the subject of a recent variation to grant the location of a garage in the rear yard. Trustee Murauskis, seconded by Trustee Van Geem, moved to authorize the Mayor to sign and the Village Clerk to attest to the Plat of Easement Dedication relative to property known as 8 So. Mount Prospect Rd. Upon rolI call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays:. None Motion carried. NEW BUSINESS None. VILLAGE MANAGER'S REPORT Village Manager Terrance L. Burghard presented a recommendation relative to a building permit for Sun Processing on Kenneth SUN PROCESS Drive which was recently annexed to the Village. Due to ING a misunderstanding on the zoning, a building permit would be deiayed for a considerable period of time since the property is zoned R-X and not the required I-1. · rustee Arthur, seconded by Trustee Wattenberg, moved to authorize the issuance of building permits provided that the property owner apply for I-1 zoning before the Zoning Board of Appeals. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Wattenberg Nays: Van Geem Mction carried. Steve Park, Village Planner, stated that such an application has been filed and such application will be considered at the next Zoning Board meeting. The Village Manager presented the following bid results. BIDS: Bids were submitted as attached for the parkway tree PARKWAY TREES replacement~ from Klehm and Berthold Nursery's. It was the recommendation of the staff that the low bid per species of trees from each bidder. The Board also authorized the exceeding of the budget to cover any additional residents requests. Trustee Farley, seconded by Trustee Wattenberg, moved to KLEHM'S & accept the recommendation of the staff to except the BERTHOLD'S respective bids from Klehm and Berthold Nursery's. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. Page 5 August 20, 198 110 PROSPECT Prospect Avenue Beautification from Pine to Wille bid AVENUE results were as follows: No bids were submittedl At the PINE TO recommendation of the staff this project will be rebid for next spring with Public Works making any immediate REJECTED repairs. Trustee Wattenberg, seconded by Trustee Floros, moved to concur with the staff on this project. Upon roll call: Ayes: Arthur, Floros, Murauskis, Van Geem, Wattenberg Nays: Farley Motion carried. NW HWY Bids were received for the Northwest Hwy sidewalk, from SIDEWALKS Dale to Forest, project. The lowest bidder, Blauw & Sons, came in well over the budgeted amount for this project. The staff recommendation was to reject all bids and to REJECTED rebid this project for next spring. Trustee Arthur, seconded by Trustee Farley, moved to concu~ With the recommendation to reject all bids at this time. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None ~ Motion carried. Due to the rejection of bids for sidwalks on Northwest Hwy from Dale to Forest, it was recommended that the budgeted amount for that project be reatlocated to the next project being sidewalks on Northwest Hwy from Owen to William. -- NW HWY Bids were received for the Northwest Hwy Sidewalk, from SIDWALKS Owen to William, project as follows: Bidder Sidewalk Land TOTAL DGI Construction $34,550.08 $23,481.00 $58,031,08 J.E.M. Construct. $63,762.50 $15,640.00 $79,402.50 It was the recommendation of the staff to except the lowest DGI CONST. bidder being DGI Construction. In order to cut some of the costs for this project Public Works will be doing the trees. Trustee Wattenberg, seconded by Trustee Arthur, moved to concur with the recommendation to except the lowest bidder that being DGI Construction. Upon roll call: Ayes: Arthur, Farley, Ftoros, Murauskis, Wattenberg Nays: Van Geem Motion carried. POLICE The Police Department contract was presented. CONTRACTS -- Trustee Floros, seconded by Trustee Farley, moved to authorize the execution of the contract as amended, by deleting the fair share deduction sections. Upon roll call: Ayes: Arthur, Farley, Fioros, Murauskis Van Geem, Wattenberg Nays: None Motion carried.
