COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD

MAYOR'S REPORT CERTIFICATE~
Mayor Krause presented Certificates of Merit to Firefighter/ OF MERIT:
Paramedic Keith Destree; Marvin Kerkstra, Citco; Camille
Charlier, President of the Northwest Petroleum Terminaling TANK FARM
Association; and John King, Shell Oil. All were commended OPERATIONS
for their co-operation, action and willingness to work in
the area of fire protection in the tank farms.
Mayor Krause introduced newly appointed Deputy Fire Chief DEPUTY FIRE
Edward Cavello. Deputy Chief Cavello joined the Fire CHIEF
CAVELLO
Department in May, 1972, appointed Lieutenant in 1976
and was chosen from the 7 candidates to fill the
position, following Deputy Chief Hil!iger's retirement
in May, 1985.
FIREFIGHTER/ Also introduced was newly sworn Firefighter/Paramedic
PARAMEDIC Henry Dawson, having been appointed in May, 1985. Henry
HENRY DAWSON had successfully completed the Fire Cadet Program taught
by Mount Prospect Firefighters in cooperation with
School District 214.
OLD BUSINESS
ZBA 10-V-85 ZBA 10-V-85, 2013 East Euclid Avenue
An Ordinance was presented for first reading that would
2013 E.EUCLID grant a variation to permit parking in 18 feet of the
required 30 foot front yard. The Zoning Board of
Appeals have recommended approving this request. The
petitioner had withdrawn his request for a variation
from the side yard requirements in order to permit a
driveway.
Trustee Wattenberg, seconded by Trustee Floros, moved
to waive the rule requiring two readings of an ordinance.

600 E.RAND RD. An Ordinance was presented for 2nd reading that would
re-zone the subject property from R-1 to B-3 in order
to establish a florist/nursery business.

AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE
VILLAGE OF MOUNT PROSPECT WITH RESPECT TO
ZONING CERTAIN PROPERTY IN THE B-3 BUSINESS,
RETAIL AND SERVICE DISTRICT

Trustee Murauskis, seconded by Trustee Van Geem, moved
WOODCCCK'S PLAT
to authorize the Mayor to sign and Clerk to attest her
OF SUBDMSION signature on the Woodcock's Plat of Subdivision, placing
the property at 600 E. Rand Road into one lot of record.

ZBA 20-A-85 and ZBA 21-SU-85, Colony Apartments & ZBA 21-SUo
Pursuant to previous discussion, the Village Manager COLONY APTS.
presented a field change proposal which would permit the
location of 2 satellite dishes in the parking lot of the
Colony Apartments (Oakton & Elmhurst Road). This complex
is an approved Planned Unit DeveloPment.
Trustee Van Geem, seconded by Trustee Wattenberg, moved
to ratify the field change presented by the Village Manager
authorizing 2 satellite dishes to be located within the
parking lot of the Colony Apartments.

ENCROACHMENT
An Ordinance was presented that would permit an encroachment 616 BUNTING 5
into the parkway area of the Village's right-of-way in the
form of a parking pad in front of property known as
616 Bunting Lane. This Ordinance was presented for 2nd reading.
Trustee Farley, seconded by Trustee Wattenberg, moved for
passage of Ordinance No. 3535 ORD.NO. 3535
AN ORDINANCE AUTHORIZING AN ENCROACHMENT ONTO
VILLAGE RIGHT-OF-WAY IN THE NATURE OF A PARKING
PAD AT 616 BUNTING I2~NE

An Ordinance was also presented relative to authorizing ENCROACHMENT
an encroachment within the Kensington Center for Business. KENSINGTON CEN~
It is proposed to have a Federal Express Drop Box located FOR BUSINESS
on parkway on Wheeling Road. This Ordinance was also
presented for 2nd reading.

for passage of Ordinance No. 3536
AN ORDINANCE AUTHORIZING AN ENCROACHMENT ONTO

CENTER FOR BUSINESS IN THE FORM OF LOCATING A
FEDERAL EXPRESS DROP BOX IN THE PARKWAY

An Ordinance was presented for first reading that would AMEND CH. 18
amend Chapter 18 (Traffic Code) to include STOP signs

area. WILLIAM ST.

CABLE T.V. ~rustee Farley requested the Board consider the
MERGER recommendation of the Cable T.V. Council in taking
action on the proposed merger between Cablenet and
Telecommunications. The Council has recommended
accepting and approving this proposed merger, provided
all the conditions of the original franchise between
the Village and Cablenet remain in effect.
It was announced that a Special Meeting of the Mayo~
and Board of Trustees would be held on Tuesday,
June 11, 1985, in order to take action on the proposed
Resolution accepting the merger.
NEW BUSINESS
ZBA 23-V-85 ZBA 23-V-85, 316 North Prospect Manor
316 PROSPECT The case deals with a request to permit a replacement
MANOR garage to be located within 2 feet of the side lot line,
rather than the required 5 feet. The Zoning Board of
Appeals recommended granting the request.
Trustee Wattenberg, seconded by Trustee Van Geem, moved
to concur with the recommendation of the Zoning Board
of Appeals and grant the requested variation for the
side yard requirements.

An Ordinance will be presented for first reading at
the next regular meeting of the Village Board on
June 18th.
ZBA 25-V-85 ZBA 25-V-85, 1622 Greenwood
1622 GREENWOOD The petitioner in this case is requesting a variation
to permit a swimming pool to be located within 10 feet
of the rear lot line, instead of the required 15 foot
rear yard. Also, a variation is requested to acknowledge
an existing ciruclar driveway, which was constructed when
this property was located within unincorporated Cook
County. The Zoning Board of Appeals recommended granting
the rear yard variation by a vote of 4-2 and to grant
the circular driveway variation by a vote of 6-0.
Mr. Maloney explained that it was his desire to have an
in-ground pool which requires a variation. He could
have an above-ground pool, which requires no variation.
The placement of the pool is such due to the proposed
addition to the house, which requires no variations.
Trustee Van Geem, seconded by Trustee Wattenberg, moved
to concur with the recommendation of the Zoning Board
of Appeals and grant the variations requested.

SELL VILLAGE
An Ordinance was presented ~for first ~eading that would OWNED
authorize the sale of 9 vehicles, previously used by PROPERTY:
the Police Department. These vehicles will be sold by
closed bid to the highest bidder, which has proved more VEHICLES
profitable to the Village than using them as trade-ins.
Trustee Van Geem, seconded by Trustee Wattenberg, moved
to waive the rule requiring two readings of an Ordinance.

AN ORDINANCE AUTHORIZING THE SALE OF SPECIFIED
PERSONAL PROPERTY OWNED BY THE VILLAGE OF
MOUNT PROSPECT

The annual report for fiscal year 1984-85 submitted by M.PoLIBRARY
the Mount Prospect Public Library was presented. ANNUAL REPOR~
Trustee Van Geem, seconded by Trustee Floros, moved to
acknowledge receipt of the Mount Prospect Public
Library's annual report for fiscal year 1984/85.

VILLAGE MANAGER'S REPORT
BIDS:
Village Manager Terrance L. Burghard presented bids as
follows.
WATERMAIN -
Bids were received for watermain improvements along SCHOOL ST.
School Street. The bids were divided into two proposals:
Type A would cover School Street between Evergreen Avenue
and Central Road and Type B would also be for School Street
between Busse Avenue and Central Road~ The bids were
received as follows:
Type A:
Trine Construction Corp. $194,693.00
Abbot Constractors Inc. 205,200.00
Swallow Construction Corp. 224,585.00
Type B:
Trine Construction Corp. $110,742.25
Swallow Construction Corp. 126,260.50
Abbot Contractors, Inc. 146,730.00
Due to the cost involved with Type A, it was the recommendation
of staff that the Village proceed with the watermain
improvement on School Street - Type B.
Trustee Van Geem, seconded by Trustee Wattenberg, moved

to concur with the recommendation of staff and
TRINE CONST. accept the low bid submitted by Trine Construction Corp.
in an amount not to exceed $110,742.25 for the watermain
improvement on School Street between Busse Avenue and
Central Road - Type B.

SHARED COST Mr. Burghard presented the bids received for the
SIDEWALK Village's 'Share Cost Sidewalk Replacement Program.'
REPLACEMENT Bids were submitted based on sq. ft. cost
PROGRAM
Arlington Engineering Co. $1.74 S.F.
Schroeder & Schroeder 1.83 S.F.
M & A Cement Work, Inc. 1o86 S.F.
Barrera Construction Inc. 2.04 S.F.
Lake Park Construction Inc. 2.15 S.F.
It was the recommendation of staff to accept the low
bid submitted by Arlington Engineering Co. at a unit
ARLINGTON cost of $1.74 sq. ft. for 15,000 sq. ft. of walk. and
ENGINEERING to allow the contract to be extended to a maximum of
COMPANY funds available to accommodate the applications
received by Village residents not to exceed the
'$20,000 amount budgeted for this project in the 1985/86
budget.
Trustee Van Geem, seconded.by Trustee Wattenberg, moved
to concur with the recommendation of staff and accept
the low bid submitted by Arlington Engineering Co. at
a cost of $1.74 sq.ft, for the shared cost sidewalk
replacement program not to exceed the authorized amount.

AMEND CH. 17 An Ordinance was presented that would bring the fine
for not displaying a Village ~cR~sinto conformance
FINE INCREASE: with all other fines, raising that fine from $5.00 to
