COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD PARTY IN Fred Steinmiller, President of the Mount Prospect THE PARK - Festival Assocation, requested the Village waive all WAIVE FEES fees and out-of-pocket expenses involved with the 1985 Party in the Park. The festivities will be held at Melas Park (Central and Busse Roads) on August 22 through 25. Trustee Arthur, seconded by Trustee Wattenberg, moved to waive all fees and out-of-pocket expenses normally required in order to conduct a festival. CHAMBER: Dr. Mazeski'~ President of the Chamber of Commerce, HONORING presented a Plaque to Mayor Krause honoring the following SENIORS senior citizens for their many contributions to the POSTHUMOUSLY community~ These citizens are being honored posthumously: Elizabeth Meyer Glen Faragher Doc Baumann Henry Gabauer Frank Olm Cy Thomas Mayor Krause express appreciation for the consideration in acknowledging these seniors and stated the plaque FIRE DEPT: will be hung in the Senior Center. An Ordinance was presented for first reading that amends AMEND CH.13 Chapter 13 bY deleting one Class "R" liquor license, presently held bY Old Carriage House Restaurant. The OLD CARRIAGE establishment will remain in business however has decided HOUSE: not to serve alcoholic beverages. It was noted that this Ordinance will be recorded or registered with the Recorder of Deeds so that future owners would be aware that a homeowners association will be established providing common ownership of the retention area. A Preliminary Plat was reviewed w~ith the final Plat of Subdivision to be presented at a future meeting. Page 3 May 21, 1985 ZBA 10-V-85 ZBA 10-V-85, 2013 East Euclid Avenue This case, continued from the May 7th meeting of the 2013 E. EUCLID Village Board in order to give the petitioner an opportunity to revise his site plan, was presented. The petitioner has revised his plan by locating the driveway from the west side of the lot to the east side, eliminating the variation originally requested to permit a driveway in 2 feet of the required 10 foot side yard. The neighbors have been contacted and they expressed their approval of the revised plan. The petitioner would still require the variation to permit parking in 18 feet of the required 30 foot front yard. Trustee Arthur, seconded by Trustee Floros, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variation to permit parking in 18 feet of the required 30 foot front yard. Trustee Parley arrived at the meeting at 8:33 P.M. ZBA 14-SU-85, 1509 Mura Lane ZBA 14-SU-85 An Ordinance was presented for first reading that 1509 MURA LN. would grant a special use to permit a satellite dish in a residential district. The Zoning Board of Appeals recommended granting the request by a vote of~5-0. The petitioner stated tha~t the satellite dish would be located and screened with landscaping in accordance with the direction of Community Development Department. Trustee Farley, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an Ordinance in order to take action on the subject Ordinance. ZBA 19-Z-85, 600 East Rand Road ZBA 19-Z-85 An Ordinance was presented for first reading that would 600 E. RAND re-zone property located at 600 East Rand Road from R-1 to B-3 in order to operate a florist/nursery business. The Zoning Board of Appeals recommended granting the re-zoning by a vote of 6-0. This Ordinance will be presented June 4th for second reading. ZBA 20-A-85 and ZBk 21-SU-85, Colony Apartments ZBA 20'A-85 This case was continued from the May 7th Village Board & ZBA 21-SU-I meeting in order for a determination to be made on whether COLONY APTS. the request for 2 satellite dishes to be located in the parking lot of this Planned Unit Development would more appropriately be handled by way of a field change. Based on the information presented at their hearing, the Zoning Bosrd of Appeals recommended denial of this request. The Village Manager will prepare a written field change and will present it at the next meeting of the Village Board for ratification. An Ordinance was presented for 2nd reading that would amend AMEND CH.19 Chapter 19 of the Village Code. NEW BUSINESS 616 BUNTING LANE An Ordinance permitting an encroachment~ into Village ~I~CRO~ owned right-of-way was presented for first reading. The subject property is commonly known as 616~Bunting Lane and the encroachment is in the form of a parking pad in the parkway area. This Ordinance will be presented June 4th for second reading. WILLIAM ST & The Safety Commiss±on's report was presented. The SHA BONEE TR. first item was a request from residents of the Lions "STOP" SIGN Park area to have a STOP sign installed on William Street at Sha Bonee Trail. There is a STOP for east and west bound traffic and this request would place a 4 way STOP at that intersection. The Safety Commisson recommended granting the request. Trustee Farley, seconded by Trustee Arthur, moved to concur with the Safety Commission and amend Chapter 18 and provide for a STOP Sign for north and southbound traffic on William Stree% at Sha Bonee and "No Parking Here to Corner" within 30 feet of the STOP signs. May 21, 1985 Page 6 - An Ordinance will be presented June 4th for 1st reading reflecting the amendment to Chapter 18. The Safety Commission also considered the Village's SIDEWALKS: ~]an to install sidewalks along Northwest Highway between N.W. HWY Dale and Forest. Residents of that area had expressed co~cern that trees and shrubbery would be removed if sidewalks were installed. The Safety Commission recommended the sidewalks be installed 2½ feet from the curb which would result in no disturbance of the existing shrubbery. Trustee Arthur, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Safety Commission and authorize the 'installation of sidewalks ai~ng Northwest Highway, between Forest and Dale, which sidewalks are to be located 2% feet from the curb,.provided the areas provides for that measurement. A Resolution was presented that would accept an easement within the Kensington Center for Business for storm and sewer~purposes on Lots 401 a~d 301-B. AMEND CH. 18 In line with recently adopted legislation, an Ordinance was presented that would bring our local Code into "HANDICAPPED conformance with State Statutues relative to the fine PARKING" May 21~ 1985 Page 8 assessed against those persons parking in specified 'handicapped parking' areas. The present fine is.$25.00 and the revised fine will be $50.00. Paqe 9 May 21, 1985 FEEDER BUS Mr. Burghard presented the proposed 'feeder bus route' S.W. SIDE which will begin in late June and serve residents from Central Road to the southern boundaries of the Village. This bus will make 4 trips both in the morning and evening to the train station & will be known as Route 694. A Resolution was presented that would amend the 1984-85 annual ~udget for the Village. ANY OTHER BUSINESS JOINT ACTION An Ordinance was presented for first reading that WATER AGENCY: would re-appoint Mayor Krause as the Village's APPOINT representative to the Northwest Suburban Municipal REPRESENTATIVESJoint Action Water Agency for a 2 year term, as well as re-appointing Trustee Farley as the alternate representative to the Agency for a 2 year term. PUBLIC WORKS Discussion took place on the subject of possibly FACILITY acguiring land with the intention of constructing a new Public Works facility. Mayor Krause stated that while the Village Manager is authorized to obtain the cost for various parcels of land in the Village, further discussion should be scheduled so that all Board members could bring up their ideas, suggestions and possible alternatives. This matter will be scheduled for discussion at the Committee of the Whole meetings in June. CABLE COMM. Trustee Farley gave a brief update on the Cable T.V. Page 10 ~ · Mr. Burghard stated that Mr. Hoven, owner of the subject property, was given 30 days to comply with the Village regulations, following the Village Board's action to rescind the variations granted. The subject property has not complied with regulations therefore the case will be turned over to the Village Prosecutor and the matter will have to go to Court. Mr. Bitta and Mr. & Mrs. Cunningham, residents of the area, stated that they would be willing to be witnesses in the court case against the property owner.
