MAYOR'S REPORT EMPLOYEE In line with the Village's program of recognizing RECOGNITION: employees longevity, Mayor Krause presented Certificates POLICE DEPT. of Career Employment to the following members of the Police Department: Roland Lischalk 20 years Richard Muller 20 years Patrick Hallihan 20 years Anthony Kotlarz 15 years Michael Salatino 15 years Philip Herman 10 years Anthony Halachoulis 10 years Marilyn Kanet 10 years Andrea Barmantje 5 years Kimberly Nagel 5 years Ronald Pavlock 5 years Janice Hayes 5 years Virjean Diblasi 5 years Lance Besthoff 5 years PROCLAMATIONS: Mayor Krause proclaimed the October 31st as Halloween HALLOWEEN (Treat or Treat Day) in Mount Prospect, suggesting that parents accompany the children going from home to home between 2 PM and dusk. ARTS WEEK Mayor.Krause also proclaimed the week of October 17 thru 25th as Arts Week in the Village. PRESENTATION: Mayor Krause and Lonnie Jackson, Public Information FIRE PREVENTION Officer for the Fire Department, presented awards to the local school children. There were approximately 1,100 poster entries and essays from the Junior High students. Mayor Krause announced that due to the General Election on Tuesday, November 4th, the first regular meeting of the Mayor and Board of Trustees will be held on ........ Wednesday, November 5th. OLD BUSINESS ZBA 60-SU-85 ZBA 60-SU-85, Sporty Nine, Old Orchard Colony Country SPORTY NINE This matter has been continued to the November 5th OLD ORCHARD meeting in order to provide the time necessary to compile the necessary documents to amend the Consent Decree. ZBA 35-Z-86 & ZBA 35-Z-86 and ZBA 36-SU-86, 1929-2015 W. Golf Road ZBA 36-SU-86 Ordinances were presented for second reading that would 1929 W.GOLF RD rezone the subject property from R-X to R-3 and to grant a special use in the nature of a Planned Unit Development. At the request of the petitioner, this matter will be continued to the November 5th meeting of the Village Board in order for the petitioner to have all the plans required to be a part of the Ordinances. ZBA 49-SU-86 ZBA 49-SU-86, 1815 Pheasant Trail -- 1815 PHEASANT TR An Ordinance was presented for second reading that authorize a special use to permit the operation of a chi day care home in a residential district. The Zoning Boar~ of Appeals recommended granting this request by a vote of 6-1. ZBA 51-V-86, 101 Memory Lane ZBA 51-V-86 An Ordinance was presented for first reading that would 101 MEMORY grant a variation to allow a 17 foot rear yard instead of the required 25 feet in order to construct a deck. The Zoning Board of Appeals recommended approving this request by a vote of 7-0. This Ordinance will b~ presented November.5th for second reading. ZBA 52-A-86, 53-SU-86 & 54-V-86, 113 East Prospect Avenue ZBA 52-A-86 Ordinances were presented for first readings that would ZBA 53-SU-8 amend the Zoning Ordinance (Chapter 14) to permit truck ZBA 54-V-86 rentals as a special use in a B-4 District; and a special ~13 E.PROSP use to permit a truck rental from the subject property. The Zoning Board recommended approving the text amendment by a vote of 7-0 and the request for the special use by a vote of 6-I. At the request of the petitioner, Trustee Wattenberg, seconded by Trustee Farley, moved to waive the rule requiring two readings of an Ordinance. Upon roll call: Ayes: Arthur, Wattenberg Nays: Farley, FloroS, Murauskis, Van Geem Motion failed. These Ordinances will be presented for second readings on November 5th. ZBA 55-V-86, 1305 South Busse Road ZBA 55-V-86 An Ordinance was presented for first reading that would~ 1305 S.BUSSE grant a variations to permit a driveway 24 feet in width, rather than the permitted 18 feet and to permit a 9 foot front yard, rather than the permitted 30 feet. The Zoning Board of Appeals recommended approval of these requests by a vote of 7-0. It was stated by the petitioner that the purpose of this parking pad is not for construction vehicles and stated that no construction vehicles would be parked on his driveway or parking pad. At the request of the petitioner Trustee Arthur, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an Ordinance. The Zoning Board of Appeals recommended approving this request by a vote of 7-0. At the request of the petitioner, Trustee Wattenberg, seconded by Trustee Arthur, moved to waive the rule requiring two readings of an Ordinance. ORD.NO.3703 Trustee Arthur, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 3703 AN ORDINANCE GRANTING A VARIATION FOR PROPERTY COMMONLY KNOWN AS 405 MANAWA TRAIL Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. AMEND CH.18 An Ordinance was presented for first reading that would amend the Traffic Code (Chapter 18) to include "YIELD" signs on Russel at Isabella Street. The Safety Commission recommended this amendment by a unanimous vote. Information regarding the traffic movements and accidents __ at this intersection had been distributed to the Board in response to Trustee Floros question as to whether a STOP sign would be more effective than a YIELD sign. Village Manager Burghard stated that the intersection does not meet the warrants for a STOP sign and therefore the YIELD sign was suggested. Trustee Farley s~aggested that the Village Board approve the YIELD sign and monitor traffic problems and review the matter in a few months. Trustee Farley, seconded by Trustee Wattenberg, moved for ORD.NO.37 passage of Ordinance No. 3704 AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC CODE) OF THE VILLAGE CODE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. NEW BUSINESS ZBA 11-Z-86, 62-SU-86 and 63-V-86, Simonsen's Nursery ZBA 11-Z- Property, East side of Wolf Road between Kensington and ZBA 62-S[ Euclid ZBA 63-V- Mr. William Moore, represented the petitioner in explaining SIMONSEN~ that early in the year the petitioner had requested NURSERY re-zoning for the entire 38 acre parcel for an industrial park. This request was heard by the Zoning Board of Appeals which recommended denial. The Village Board concurred with that recommendation and recommended the petitioner revise his plan. Mayor Krause conducted a neighborhood meeting in September and the petitioner presented 3 options, one of which included single family homes and a 4 acre commercial site for a shopping center. The residents and Village Board approved in concept this proposal and it was sent to the Zoning Board of Appeals for rezoning of the commercial site from R-1 to B-3 and the various variations required including setbacks lot size, street widths, etc. The Zoning Board of Appeals heard this case on October 9th and submitted their recommendation to the Village Board to deny.the requests. It was stated that the project will have board on board fences along the rear lot lines on Wolf Road, along the Commonwealth Edison right-of-way and between the single family sites and the shopping center. These fences will be the property of the individual homeowners, since the fences will be on their lot lines. The Plan Commission had heard the request for modification from the Comprehensive Plan and recommended the major roadway through the project be widened to the standards of the Village and to widen the cul de sacs from the proposed 90° to 96", which the did petitioner agree to. A resident had requested that the petitioner installed a sidewalk along Wolf Road, which the petitioner has now included in their plan. Following the presentation, it was the feeling of the Village Board that the petitioner has made many compromises and that the plan as presented would be the best use for the land. Trustee Arthur, seconded by Trustee Wattenberg, moved to Page 5 - October 21, 1986 approve the project being the subject of ZBA 11-Z-86, 62-SU-86 and 63-V-86, as amended. Upon roll call: Ayes: Arthur, Farley, Floros, Van Geem, Wattenberg Nays: None Pass: Murauskis Motion carried. Ordinances will be presented for first readings at the November 5th meeting of the Village Board. VILLAGE MANAGER'S REPORT Village Manager Terrance L. Burghard stated that he had no report. ANY OTHER BUSINESS WELLER LANE Weller Lane Resubdivision Plat was presented for approval. RESUBDIVtSION The Plan Commission has reviewed this request to change the lot line~ on 2 lots in the Gettysburg Subdivision due to the fact that construction is not permitted over an MSD line. The new configuration will permit the proposed home to be located farther to the east. Trustee Arthur, seconded by Trustee Wattenberg, moved to authorize the Mayor to sign and Clerk to attest her signature on the Weller Lane Plat of Resubdivision. EXECUTIVE SESSION EXECUTIVE Trustee Farley, seconded by Trustee Arthur, moved to go SESSION: into Executive Session for the purpose of discussing PERSONNEL Personnel. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. The Village Board went into Executive Session at 9:37 P.M. The meeting was reconvened at 10:50 P.M. Present upon roll call: Mayor' Krause Trustee Arthur Trustee Farley Trustee Floros Trustee Murauskis Trustee Van Geem Trustee Wattenberg ~ It was noted that the Board had been in Executive Session to consider the various methods of hiring a new Village Manager and appointment of an Acting Village Manager in the interim. Mr. Burghard tendered his resignation last week, announcing that he will be pursuing a career in the private sector.
