APPROVE MINUTES APPROVAL OF MINUTES Trustee Arthur, seconded by Trustee Wattenberg, moved to approve the minutes of the regular meeting of the Mayor and Board of Trustees held September 16, 1986 Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, van Geem, Wattenberg Nays: None Motion carried. Page 1 - October 7, 1986 COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD CHAMBER OF Dolores Haugh, Executive Director of the Chamber of COMMERCE 60TH Commerce extended an invitation to attend the Art on the '-ANNIVERSARY Mall exhibit being held in at the Randhurst Shopping- Center. These display depicts the history of the Village. Ms. Haugh also stated that festivities in recognition of the Chamber's 60th Anniversary will be held at the same location. FLOOD VICTIMS Mr. & Mrs. Breisterfeld, 2015 Wintergreen and Mr. Robert Brettrager, 1514 Park, extended their appreciation to the Village for all that was done to help the residents of the area during the recent flooding. MAYOR'S REPORT EMPLOYEE In line with the Village's program of recognizing RECOGNITION: employees longevity, Mayor Krause presented Certificates FIRE DEPT.& of Career Employment to the following members of the CODE ENFORCEMENT Fire Department and Code Enforcement: Henry Kaup 25 years Capt. STATE BANK 75th ANNIVERSARY OLD BUSINESS ZBA 60-SU-85 ZBA 60-SU-85, Sporty Nine, Old Orchard Colony Country SPORTY NINE This matter has been continued to the October 21st OLD ORCHARD meeting in order to provide the time necessary to compile the necessary documents to amend the Consent Decree. ZBA 35-Z-86 & ZBA 35-Z-86 and ZBA 36-SU-86, 1929-2015 W. Golf Road ZBA 36-SU-86 Ordinances were presented for second reading that would 1929 W.GOLF RD rezone the subject property from R-X to R-3 and to grant a special use in the nature of a Planned Unit Development. At the request of the petitioner, this matter will be continued to the October 21st meeting of the Village Board in order for the petitioner to have all the plans required to be a part of the Ordinances. ZBA 43-V-86 ZBA 43-V-86, 253 Michael Street An Ordinance was presented for first reading that would grant a variation to allow a trailer pad within the required front yard and a Variation to permit a 23.5 foot side driveway. The Zoning Board of Appeals recommended approving these requests by a vote of 7-0. Trustee Floros, seconded by Trustee Wattenberg, moved to Page 2 - October 7, 1986 189 waive the rule requiring two readings of an Ordinance in order to take action on the subject matter. upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, WaStenberg Nays: None Motion carried. Trustee Floros, seconded by Trustee Farley, moved for passage of Ordinance No. 3698. ORD.NO.36~ AN ORDINANCE GRANTING A VARIATION FOR PROPERTY COMMONLY KNOWN AS 253 MICHAEL STREET Upon roll call: Ayes: Arthur, Farley, Flor°s, Murauskis, Van Geem, Wattenberg 'Nays: None Motion carried. ZBA 49-SU-86, 1815 Pheasant Trail ZBA 49-SU-8~ An Ordinance was presented for first reading that 1815 PHEASA! authorize a special use to permit the operation of a child TRAIL day care home in a residential district. The Zoning Board of Appeals recommended granting this request by a vote of 6-1. This Ordinance will be presented October 21st for second reading. NEW BUSINESS ZBA 51-V-86, 101 Memory Lane ZBA 51-V-~ The petitioner in this case is requesting a variation to 101MEMOR~ allow a 17 foot rear yard instead of the required 25 feet in order to construct a deck. The Zoning Board of Appeals recommended approving this request by a vote of 7-0. Trustee Farley, seconded by Trustee Arthur, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variation requested in ZBA 51-U-86. ~ Upon roll call: Ayes: Arthur, Farley, F10ros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. An Ordinance will be presented October 21st for first reading. ZBA 52-A-86, 53-SU-86 & 54-V-86, 113 East Prospect Avenue ZBA 52-A-~ The petition is requesting a text amendment to permit truck ZBA 53-SU- rentals as a special use in a B-4 District ~nd a special ZBA 54-V-I use to permit a truck rental from the subject property. 113 E.PRO~ The Zoning Board recommended approving the text amendment by a vote of 7-0 and the request for the special use by a vote of 6-1. The variation requested for a 6 foot high fence along a portion of the property was granted by the Zoning Board of Appeals, which Board is final on this request. It was noted by the petitioner that at no time will there be more than 5 trucks on the property. Trustee Farley Page 3 October 7, 1986 190 requested the text amendment include the limitation of 5 trucks. Trustee Arthur, seconded by Trustee Wattenberg, moved concur with the recommendation of the Zoning Board of Appeals and grant the text amendment requested in ZBA 52-A-86, provided the amendment limits the number of rental trucks to be located on a parcel to five (5). Trustee Arthur, seconded by Trustee Farley, moved to concur with the recommendation of the Zoning Board of Appeals and grant the special use requested in ZBA 53-SU-86. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. Ordinances will be presented October 21st for first readings in connection with ZBA 52-A-86 and ZBA 53-SU-86. ZBA 55-V-86 ZBA 55-V-86, 1305 South Busse Road 1305 S.BUSSE RD The petitioner is requesting a variations to permit a driveway 24 feet in width, rather than the permitted 18 feet and to permit a 9 foot front yard, rather than the permitted 30 feet. The Zoning Board of Appeals recommended approval of these requests by a vote of 7-0. Trustee Arthur, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variations requested, provided the petitioner does not park construction vehicles on the parking pad. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None' Motion carried. ZBA 56-V-86 ZBA 56-V-86, 302 Eastwood 302 EASTWOOD The petitioner is requesting a variation to permit a 3 foot setback from the lot line. The petitioner stated that he would like to build a detached garage and due to the configuration of the rear yard, patio and landscaping the garage to would best be located as presented which would be 2 feet closer to the side lot line than permitted. The Zoning Board of Appeals recommended approving this request by a vote of 7-0. Trustee Farley, seconded by Trustee Arthur, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variation requested in ZBA 56-V-86. ZBA 58-V-86 ZBA 58-V-86, 405 Manawa Trail 405 MANAWA TR The petitioner is requesting a variation to permit a driveway 27 feet wide rather than the permitted 18 foot Page 4 - October 7, 1986 idth. Trustee Farley, seconded by Trustee Arthur, moved to concur with the recommendation of the Zoning Board of Appeals and grant the variation requested in ZBA 58-V-86. An Ordinance was presented for first reading that would SELL VILLA( authorize the sale of a 1952 American LaFrance fire engine OWNED PROP] which has recently been replaced. FIRE ENGIN] Trustee Arthur, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an Ordinance in order to take action of the subject Ordinance. Trustee Arthur, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 3699 ORD.NO.369! AN ORDINANCE AUTHORIZING THE SALE OF SPECIFIED PERSONAL PROPERTY OWNED BY THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. A recommendation from the Safety Commission was presented AMEND to authorize the installation of "YIELD" signs on Russe! RUSSEL & Street at Isabella Street. This request was made by ISABELLA~ residents of the area due to the recent accident where a "YIELD" young lady was killed. It was asked by Trustee Floros why the Safety Commission would recommend a YIELD sign rather than a STOP sign. Village Manager Burghard stated that he did not know the discussion that took place but stated he would distribute all the information prior to the next Board meeting. Trustee Wattenberg, seconded by Trustee Arthur, moved to concur with the recommendation of the Safety Commission and amend the Traffic Code to include a YIELD sign on Russel at Isabella for both north and southbound traffic. Page 5- October 7, 1986 ILLINOIS BELL A Resolution was presented that would support the actions FRANCHISE of the Northwest Municipal Conference in negotiating a NEGOTIATIONS franchise with Illinois Bell. Trustee Arthur, seconded by Trustee Van Geem, moved for RES.NO.33-86 passage of ReSolution No. 33-86 A RESOLUTION SUPPORTING THE NORTHWEST MUNICIPAL CONFERENCE RELATIVE TO NEGOTIATING A FRANCHISE AGREEMENT WITH ILLINOIS BELL TELEPHONE Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. FEDERAL & URBAN Another Resolution was presented that would support the AID Northwest Municipal Conference in its efforts relative to certain financing of federal and urban systems improvements. Trustee' Wattenberg, seconded by Trustee Floros, moved for RES.NO.34-86 passage of Resolution No. 34-86 A RESOLUTION SUPPORTING GREATER FLEXIBILITY IN FEDERAL AID URBAN SYSTEM FINANCING Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. VILLAGE MANAGER'S REPORT __ RANDHURST Village Manager Terrance L. Burghard presented a SIGNS:FIELD request for a field change to permit a sign to be locate CHANGE the canopy, rather than on the building, for the proposed tenant of the former ice skating rink at Randhurst Shopping Center. It was noted that the sign' for this furniture store ~s attractive and should effect the overall appearance of the building. Trustee Arthur, seconded by Trustee Wattenberg, moved to concur with the field change authorized by the Village Manager relative to the sign for the furniture in the former ice rink at Randhurst. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. FLOOD: Mr. Burghard informed the Village Board that the clean up CLEAN UP for the recent flooding, which effected approximately 150 PROGRESS homes, was well underway and that Herb Weeks, Director of Public Works, stated that he would be able to convert the-- equipment necessary to conduct the leaf pickup program as scheduled. The Village Board expressed their congratulations to the Page 6 - October 7, 1986 193 Village Manager and staff for a job well done in handling the recent flooding disaster.
