CO~.~UNICAT!ONS AND PETITiOn, S - CITIZENS TO BE HEARD
MOTORCYCLE Mr. Jerry Rosenthal requested the Village Board to
PARKING AT designate certain parking spaces for motor-cycles at the
TRAIN STATION train station. He noted that is against the law~6~ark
a motorcycle in the bicycle racks.
Michael Janonis, Assistant to the Village Manager, stated
that in response to Mr. Rosenthal's request to staff, 2
parking spaces in the west commuter lot have been divided
in half so that two vehicles spaces now enable 4
motorcycles to park. The Board was asked to determine
the fee for these motorcycle spaces. Vehicles are
charged $.75 are day. It was the determination of the
Board that the same fee of $.75 per day should be charged
for each space designated for a motorcycle.

PRESENTATION: Mayor Krause announced that Village Clerk Carol Fields
VILLAGE CLERK had recently attained the status of Certified Municipal
Clerk and presented a plaque issued by the International
Institute. of Municipal Clerks.
PROCLAMATION: Mayor Krause proclaimed September 15 - November 1, 1986
1986 as the 1986 fund drive for the Mount Prospect/PP. ospect
UNITED WAY Heights Chapters of the United Way and presented the
CAMPAIGN Proclamation to Henry Friedrichs.
AMEND CH.13: An Ordinance was presented for first reading that would
CROSSROADS authorize the creation of an additional Class "R" liquor
~800 S.ELMHURST license for the Crossroads Restaurant, 1800 S. ElmhUrst
CLASS "R" Road.
Trustee Floros, seconded by Trustee Wattenberg, moved to
waive the rule requiring two readings of an Ordinance.

OLD BUSINESS
ZBA 60-SU-86 ZBA 60-SU-86, Sporty Nine, Old Orchard Colony Country
OLD ORCHARD This matter has been continued to the September 16th
COLONY COUNTRY meeting in order to provide the time necessary to compile
the necessary documents to amend the Consent Decree.
ZBA 35-Z-86 & ZBA 35-Z-86 and ZBA 36-SU-86, 1929-2015 W. Golf Road
ZBA 36-SU-86 This case was continued from the August 19th meeting in
1929 W.GOLF RD. order to give the petitioner an opportunity to revise his
plan for townhouses on the subject property.
The petitioner presented his revised plan which reflected
a reduction of units to 53 in a new configuration.

The petitioner pointed out t~ ~t ~:~e ~:~c~ storage area
will be within the retention areas. Due to the new
configuration, additional 'guest' parking spaces will be
provided.. Also, the revised plan call. s for the rear yard
some of the townhouses to back up to the east property
line, being adjacent to the Golf-Grove Condominiums.
Berming and landscaping will be provided so that the
headlights from the condominium owners to the east will
not disturb the townhouse residents.
It was noted that the townhouses will range in size
between 1,400 and 1,800 sq. ft. and the cost will also
vary between $99,000 and $120,000.
Marie Selenta~ representing the residents of the
Golf-Grove Condominiums stated that the revised plan
should eliminate their concerns.
Trustee Floros, seconded by Trustee Farley, moved to
concur with the recommendation of the Zoning Board of
Appeals and grant the requests being the subject of ZBA
35-Z-86 and ZBA 36-SU-86, as set forth on the revised
site plan of September 2, 1986.

Ordinances will be presented for first reading at the
next regular meeting of the Village Board, September.16.
ZBA 46-Z-86 and 47-V-86, 905 East Rand Road ZBA 46-Z-86
Ordinances were presented for first readings that ZBA 47-V-86
would rezone a portion of the parking lot from P-1 to 905 E.RAND RE
B-3 and grant variations relative to reducing the
required rear yard set back from 20 feet to 7 feet.
The Zoning Board of Appeals recommended approving these
requests.
The question of whether the driveway off Rand Road could
remain 30 feet in width, rather than the 24 feet required
by Code was resolved with the petitioner agreeing to the
requirement of 24 feet.
Trustee Floros, seconded by Trustee Wattenberg, moved to
waive the Pule requiring two readings of an Ordinance
relative to rezone a portien of the subject property from
P-ltoB-3.

1986/87 TAX LEVY Pursuant to legal notice having been published,
CORPORATE PURPOSES Mayor Krause called a Public Hearing to order.'
at 8:26 P.M. for the purpose of considering the tax
levy for corporate purposes for fiscal year 1986/87.
There was no audience participation.
Mayor Krause declared the Public Hearing closed at
8:27 P.M.
An Ordinance was presented for second reading that
set forth the tax levy for fiscal year 1986/87.

ORD.NO.3694 moved for passage of Ordinance No. 3694

1986/87 TAX LEVY Mayor Krause then called a Public Hearing to order at
SPECIAL SERVICE 8:29 P.M., pursuant to proper legal notice having

There was no participation from the audience.
Mayor Krause declared the Public Hearing closed at
8:30 P.M.

An Ordinance was presented for first reading that would TEXT AMENDM!
amend various sections of the Zoning Ordinance relative to

This Ordinance will be presented September 16th for second
reading. ~
PUBLIC HEARING PUBLIC HEAR]
This Public Bearing was continued from the August 19th COMMUNITY C~
meeting of the Village Board for the purpose of considering
the request of Community Cab Company to operate their taxi
cabs in the Village of Mount Prospect.
Roy Vanna, Vice President of Community Cab, stated that
this is a family owned and operated business, having been
established some t0 years ago. Mr. Vanna stated that he ik ·
aware of the various requirements of the Village relative
to taxi cabs including the Senior Citizen Discount Program
and Co.mmunity Cab would be able to operate within the
regulations of the Village.
At the present time, Community Cab is requesting ten (10)
vehicles to operate in Mount Prospect. It is their
intention to acquire at least 4 additional vehicles. It
was also pointed out that Community Cab presently operates
in the Village, in accordance with local Cgde, by accepting
orders called in. The Code states that only cabs licensed
in the Village can solicit within the corporate boundaries
which includes waiting for a fare at the train station,
unless the order was phoned in.
In response to a question about the flat rate from Mount
Prospect to O'Bare Airport, Mr. Vanna stated that their
fare is $11.75.
Trustee Farley, seconded by Trustee Wattenberg, moved to
authorize Community Cab Taxi Company to license ten (10)
taxi cabs in Mount Prospect.

Mr. Vanna was informed that all taxi cabs must pass the
Village's inspection before licenses can be issued, and the
drivers will alsO have to acquire a Taxi Cab Drivers
License from the Village.
NEW BUSINESS KENSINGTON
The Kensington Center for Business Plat of Resubdivision CENTER RESU~
Twenty was presented for approval. The Plan Commission had TWENTY
reviewed the Plat and recommended approval.
Trustee Wattenberg, seconded by Trustee Van Geem, moved to
authorize the Mayor to sign and Clerk to attest her
signature on the Kensington Center for Business Plat of

VILLAGE MANAGER'S REPORT
BIDS: Village Manager Terrance L. Burghard presented
various bid results.
RAILROAD RIGHT- The following bids were received for landscaping the
OF-WAY LANDSCAPING Chicago & Northwestern platform area and a portion of
the railroad right-of-way along Prospect Avenue:
Charles Klehm $62,435.00
Berthold Nursery $49,545.00
Landscape Contractors
o'f Illinois $~'5,501.00
Countryside Landscaping $42,451.00-'.
These bids include both areas and watering.
It was noted by staff that the budget provides for
$37,577.50 for this project and the bid
specifications allow elimination of certain plantings
in order to stay within the amount budgeted. It was
the recommendation of staff to accept the low bid
submitted by Countryside Landscaping in an amount not
to exceed $37,551.00.
Trustee Farley, seconded by Trustee Wattenberg, moved
COUNTRYSIDE to concur with the recommendation of staff and accept
LANDSCAPING,INC. the bid received from Countryside Landscaping, Inc.
in the amount of $37,551 for the landscaping as set
forth above.

PARKWAY TREES The following bids were received for the parkway tree
planting program. These bids are for 2-1/2" plantings
COST SHARED as a part of the Cost Share Program. Also included
PROGRAM are larger replacement trees for accident cases and
1-1/2" trees for reforestration, if funds are
available. A full tabulation by species is attached
to these minutes.

Charles Klehm & Son $54,000.00
Based on the split bids on the various species and
the projected requests of the residents, and the fact
that a large portion of the cost will be borne by the
residents, it was the recommendation of staff to
accept both bids.

Trustee Farley, seconded by Trustee Wattenberg, moved to VAN DOORN
concur with the recommendation of staff and accept the low ROOFING
bid submitted by Van Doom Roofing, Inc. in an
amount not to exceed $32,000.00 for the replacement of
roofs on pump stations 4 and 5.

ANY OTHER BUSINESS
Trustee Wattenberg requested the Board to hold Public PUBL%C WORKS
Hearings in order to obtain the opinions of tile public FACILITY
relative to the Public Works facility.
Mayor Krause has scheduled a Committee of the Whole meeting
for Saturday, September 13th at 9:30 A.M. in order to
discuss the subject.
Several Trustees thought Public Hearings might be
informative, since a referendum is a 'black and white' area
requiring a Yes or No vote and possibly there might be
questions that the public would not be able to address in
such a manner. It was determined that a decision on the
proposed Public Hearings would be made after the meeting on
the 13th.
SIMONSENS
Mayor Krause announced that the neighborhood meeting NURSERY
regarding the proposed development of the Simonsen's
Nursery property will be held Thursday, September 4th. The
petitioner has various site-plans to pr.esent at that time.

On August 2?, 1986, sealed bids were opened for our parkway tree planting
program. These bzd prices will remain firm for our Fall 1986 plantings and our
Spring 1987 plantings. 8ids were requested on our standard 2 1/2" tree used in
the Cost Share Program, larger replacement trees for accident cases, sn¢ 1 1/2"
trees for reforestrat£on if fonds are available.
The bid was structured to allow us to make multiple awards based upon unit costs
and availability of stock. On the Cost Share Program the resident pays $50.00
for a replacement tree. To maximize the number of 2 1/2" plantings which could
be made on the Share Cost Program, we have tried to use trees in the $200 price
category. This has restricted the choices to residents of our most popular
species. A tabulation of those results ss follows:

Share Pianting Program (Acet.Code 1-071-08-6241), and also on the same page
there is $~6,000.00 aiiocated in a' Cost Recovery Account for Tree Repiacement
(Acct.Code 1-071-08-6242).
On the preceding tabulation of selected species we have projected quantities
that the residents will be requesting, and have based our recommendation for
purchase on the lowest unit cost of those species. These are estimates only and
are subject to change upon receipt of order forms ~ro~ our residents.
I recommend that we be allowed to spend during the current fiscal year an amount
not to exceed $89,000.00 at these bid prices. We would split the contract
between the two bidders in the following estimated amounts:
Landscape Contractors of Illinois $~,000.00
CharIes Kiehm and Son $54,000.00

the Share cost Pianting P~ogram, repiacement of larger trees where accidents
