APPROVE MINUTES APPROVAL OF MINUTES Trustee Wattenberg, seconded by Trustee Arthur, moved to approve the minutes of the regular meeting of the Mayor and Board of Trustees held July 1, 1986. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE BEARD TOM ABRAMS Tom Abrams, a resident of Mount Prospect, awarded his TROPHY A~ARDED trophy to the best entry in the 4th of July Parade. The TO BEST ENTRY YMCA Indian Princess' Chief along with many other IN 4th OF JULY members accepted the trophy. This is the first year that PARADE this trophy was presented and will be displayed at the Village Hall throughout the year. MAYOR'S REPORT LIQUOR LICENSE: A request was presented from the potential owners of the ZANIE'S COMEDY former Red Lobster building, to be known as Zanie's 2200 S ELMHURST Comedy Club, Inc. at 2200 South ElmhurSt Road for a liquor license. A new Class "H" Liquor License will be created for this proposed use, since no classification presently covers supper clubs. Trutess Arthur, seconded by Trustee Wattenberg moved to grant the request for a liquor license to Zanie's Comedy Club, Inc. Upon roll call: Ayes: Arthur, Floros, Van Geem, Wattenberg Nays: None Motion carried. An Ordinance will be prepared for first reading on August 5th. OLD BUSINESS ZEA 60-SU-85 ZBA 60-SU-85, Sporty Nine, Old Orchard Colony Country SPORTY NINE This case has been continued to the next regular meeting of the Village Board on August 5, 1986, at which time the first reading of an Ordinance will be presented. ZBA 31-V~86 ~ ZBA 31-V-86, 310 Bobby Lane 310 BOBBY LN An Ordinance was presented for first reading that would grant the installation of an enclosed swimming pOol, which exceeds the Floor Area Ratio from .35 to .45 and would reduce the rear yard from 25 to 10 feet. The Zoning Board of Appeals recommended approval by a vote of 4-2. This Ordinance will also be presented August 5 for its second reading. ZBA 29-SU-86 ZBA 29-SU-86, 2000 South Elmhurst Road 2000 S ELMHURST This case deals with a request for a sign Planned Unit Development for the property commonly known as the Mount Prospect Auto Care Center. The Zoning Board of Appeals recommended denial of this request by a vote of 2 Ayes and 4 Nays. The Attorney for the petitioner, Sanford Stein presented a revised sign plan that eliminated the request for signs on the back of the buildings and the directional signs within the court yard. An electronic street sign and the interior face signs have been modified to give an Page 2 July 15, 1986 uniform appearance to all of the buildings. After much discussion on the new proposal the Village Board asked the petitioner to meet with the staff to make further adjustments to this plan. A new revised plan will be presented at the next regular Board meeting on August 5th for Board approval. NEW BUSINESS ~'~ A request has been made by the residents of Prospect PROSPECT MEAD( Meadows Subdivision to control traffic problems within TRAFFIC CONTROL ~ _ Sub~ivision~ Residents have been before the Safety Commission and a survey was conducted by the Safety Commission, a copy of which is attached to these minutes. Mr. Donald Cohen presented a survey conducted by the residents offering various options. Bill Bringer and Mike Filipee spoke in favor of the proposed restrictions in Option ~2 of the residents survey, also attached to these minutes. The favored option is as follows: ~ No right turn from Rand to Prospect Manor from the hours - of 6 am to 9 am. And No left turn from Prospect Manor to Rand Road from the hours of 4 pm to 7 pm. The Safety Commission also recommended the speed limit be reduced to 20 MPH within the whole Subdivision. The following residents spoke in opposition of the request. stating that it would be a hardship on the residents comming to and from the Subdivision. Trustee Floros, seconded by Trustee Van Geem move to concur REDUCTION with the Safety Commissions recommendation to reduce the 20 MPH the speed limit to 20 MPH within this Subdivision. Upon roll call: Ayes: Arthur, Floros, Van Geem, Wattenberg Nays: None Motion carried The Safety CommiSsion also recommended to prohibit parking PROHIBIT within 30 feet of all 4 approaches and YIELD signs at I-0ka PARKING & and Milburn as requested by the residents. YEILD SIGN I-OKA/MILB ~" Trustee Wattenberg, seconded by Trustee Arthur, moved to concurn with the Safety Commission to grant the request for restictions at I-Oka and Milburn. Page 3 July 15, 1986 AA VILLAGE ~'}AI~AGER'S REPORT Assist~anh to the Village ~auagTr, Michael Janonis, presented the following bid results: BIDS: Bids for the Hatlen Ave & Court Water Main Replacement were received from two companies as follows: C.A. Sementa Contractors $72,150.00 Swallow Construction $76,015.00 It was also noted that since the new water main is located in the street, resurfacing and testing would also need to be done. Our MFT Contractors, Arrow Road Construction as agreed to replace the paving for an estimated cost of $5,000,and O'Brien and Associates will inspect for approximately $1,000. C.A. SEMENTA Trustee Arthur, seconded by Trustee Wattenberg moved to ARROW ROAD concur with the recommendation of the administration and O'BRIEN & accept the low bid, from C.A. Sementa Contractors, and the ASSOCIATES other two estimates from Arrow Road Construction and 0'Brien and Associates in the total a~ount not to exceed $78,150.00. Upon roll call: Ayes: Arthur, Flor6s, Van Geem, Wattenberg Nays: None Motion carried. WATER METER Bids were received for Water Meter Installation/Testing INSTALLATION Contract to install 600-700 water meters and to test and & TESTING repair 20-30 larger water meters. Only one company, H-B-K Water Meter Service, submitted a bid. This company has done the same work in the past and the slight increase in price was felt justified by the Board. Trustee Van Geem, seconded by Trustee Wattenberg, moved to concur with the recommendation of the administration H-B-K WATER and accept the only bid from B-B-K Water Meter Service in METER SERVICE an amount not to exceed $20,000 for installation and $8,000 for testing and repair. Upon roll call: Ayes: Arthur, Floros, Van Geem, Wattenberg Nays: None Motion carried. ONE NORTH An Ordinance was presented for first reading that would STEVENSON · repeal Ordinance No. 3637 and to authorize the sale of SALE THROUGH Village owned property through a Real estate broker. The BROKER current contract for this property at 1 North Stevenson has lapsed due to purchasers inability to meet conditions of the contract. Trustee Arthur, seconded by Trustee Wattenberg moved to waive the rules requiring a second reading on an Ordinance. Upon roll call: Ayes: Arthur, Floros, Van Geem, Wattenberg Nays: None. Motion carried. Trustee Arthur, seconded by Trustee Wattenberg moved for ORD.NO. 3678 passage of Ordinance No. 3678. AN ORDINANCE AUTHORIZING THE SALE OF VILLAGE O~NED PROPERTY COMMONLY KNOWN AS ONE NORTH STEVENSON LANE, MOUNT PROSPECT, ILLINOIS AND REPEALING ORDINANCE NO. 3637 Upon roll call: Ayes: Arthur, Floros, Van Geem, Wattenberg Nays: None 145 ANY OTHER BUSINESS PubI~ic Improvement at 113 W Lonnquist were presented for PUBLIC acceptance. The results of the survey are as follows: OPTION 1 (no right turn) 7 votes (5.98%) OPTION 2 (no turn during rush hours) 50 votes (42.74%) OPTION 3 (no turns at all times) 15 votes (12.82%) OPTION 4 (more stop signs) 6 votes (5.13%) OPTION 5 (no change) 32 votes (27.35%) No Preference 1 vo~e (0.85%) Not Considered (unclear or incomplete questionnaires) 6 (5.13%) TOTAL 117 (100.00%) One hundred and seventeen (117) households answered the questionnaire. This is approximately the same number which answered the questionnaire sent out by the village of Mount Prospect earlier this year. The questionnaires will be presented to the Safety Committee for the Village of Mount Prospect. Because Option 2 received the most votes as first choice, we'll recommend that the Committee adopt that option. Since the proposed changes may be an inconvenience to the residents in the area, the Safety Commission is soliciting your opinion prior to making their recommendation to the full Board. Listed below are the options that were discussed.
