Mayor Krause called the meeting to order at 7:30 P.M.

MAYOR'S REPORT
Mayor Krause announced the members of the newly formed ADHOC
Committee for the Tax Increment Financing District as Paul
Eoefert, Chairman, Paulene Dugger, Vice-Chairman along with
7 other members. Mr. Hoefert announced a tour of other
properties that are owned by Rescorp on Saturday June 12 and
invited the Board members to attend.
NEW BUSINESS
ZBA 34-Z-87, 101-103 S. Maple Street ZBA 34-Z-87
The Petitioner is requesting a rezoning from R-1 to 101-103 S0UT!
P-1 Parking District to remove a single family home and MAPLE STREE~
construct a parking lot for the Mount Prospect State Bank.
--- The Zoning Board of Appeals recommended granting this
request by a vote of 5-0.
Norm Samuelson, Attorney for the Petitioner, Phil Short,
PreSident of the Bank and George Busse, Trustee where all
present for questions. Mr. Samuelson stated that the
parking is needed for the Executives and Leasees of the
Bank, at present these 30 spaces are being used in the main
lot and are greatly needed for customer parking. The Bank
has shown a growth rate of 140% since 1973 and is
continuing to grow. The Zoning Board of Appeals requested
that there be a fence on the Emerson parking lot to screen
that parking lot, that additional landscaping be required
and that the driveway on Busse Avenue be eliminated. All
these requests will been met and the new plan was presented
to the Board. Meetings have been held with the residents
of the area and no objections have been filed.
Mayor Krause expressed concern on this project and requested
that a provision of a 3 to 5 year limit be placed on this parking
lot at which time the property would revert back to R-1 (Residential
District). The determination of value of the property in
its current R-1 zoning was also requested.
Trustee Van Geem, expressed concern on the total downtown area
parking and a study be made of the whole area including the
all aspects of future growth in the Village. The study should
be done before this project is pursued.
Trustee Murauskis, expressed concern relative to the possible
parking problems for the downtown area and turning the whole of
Maple Street into a parking lot.
Trustee Floros, expressed concern on the condition of the existing
home on the Subject Property and the present Code violations.
Action on the Code violations are pending the decision of this case.

Mr. Samuelson stated that the Bank would be willing to
share 1/3 of the costs of the parking study, and would
accept the limitations of the parking lot to be reverted
to a Residential District after the study is done and
alternative parking is available.
Paul Hoefert, Chairman of the ADHOC Committee stated the
concerns regarding the Tax Increment Financing District
Target Area B and the displacement of 14 families and aIso
the Circuit Court will be moving next year to free up
street parking.
Retired Pasto~ Grotheer, 21S Maple Street, expressed his
concern with the present property, being a direct
neighbor, that has been deteriorating for years and
while it would be hard to see the old historic home be
destroyed a new landscaped parking lot would be a far
sight better than what is there now. Traffic is already a
problem and a planned study would be the best solution.
Mayor Krause stated that the parking study would be an
extensive, co-operative efforts on the part of the Bank,
the Library and the Village.
Trustee Wattenberg, seconded by Trustee Farley, moved to
concur with the Zoning Board of Appeals recommendation to
grant the request.

ZBA 40-Z-87 ZBA 40-Z-87 & 41-V-87, Harvest Homes
ZBA 41-V-87 22 acre farm East of and adjoining Courtesy Home Center,
HARVEST HOMES on Rand Road.
The Petitioner is requesting rezoning from R-X to R-1
Single Family and also a variation to allow 7 lots to be
less than 65 feet wide. The Zoning Board of Appeals
recommended granting of the requests by votes of 4-0.
Ray Ivancic, General Partner of Harvest Homes Development,
presented the case for this 70 single family home site.
All lots except of the 7 cul-de-sacs meet all Village
requirements, these 7 lots would have a small front yard
and a larger rear and side yard to give the overall square
footage that is required by Code. The present plan also
includes the improvements on Cardinal Lane being
sidewalks, curbs and gutters. Mr. Ivancic stated that 2
lots would be used as "Top Lots" for park land. These
lots are for dry detention and could easily be utilized as
Park land. The Park District has stated that they would
maintain any land set aside for parks. There is also 3
acres on the northeast side of the site that could be
utilized as a Park and the current owner would consider
selling this land.
Mike Hertz, 100] Ardyce Lane, expressed the reservations
of the residents of this area on this project. There is
an absence of park area in this area and the Comprehensive
Plan does acknowledge the need for future parks in small
neighborhoods. Future recreation and Community Facilities
are needed for adults as well as children and should be
acessable to the residents. Mr. Hertz expressed concern
on the possible pushing through of this project and that
it has only been two weeks notice for all of the meetings.
Mr. Hertz does not feel that Top Lots would be a solution
to this matter. Mr. Hertz also expressed concern about
the traffic on Westgate and cut-thru traffic from Business

Center Drive. The speed of the t[af. fic is a concern now
and the safety of children sh0U~d b~ Considered.
The residents would like to see Cardinal Lane open to Rand
Road through the Courtesy Home Center or the closing of
one road within the Harvest Home Subdivision so that
traffic would not cut thru from Business Center Drive. A Light
Industrial/General office would also be utilizing the area and
keeping the access on Business Center Drive only. The increased
traffic would extensive and possiblity lower the property value.
The only Mount Prospect Park is across Rand Road and no other
parks have been planned for this area.
The following residents expressed there concerns on this
project:

Kathy Beck, 1002 Calino
Phil Hinz, 907 Ardyce
Idle Nipper, 1216 E. Cardinal
Ed Napis, 1215 Wildwood
It was also stated from the audinance that Des Plaines Park
District does not allow Mount Prospect residents to utilize
the park in this area.
Mr. Ivancic stated that he has contacted Courtesy Home Center
and they where not interested in extending Cardinal Lane to
Rand Road. A main sewer line has to be located on the site
and has to have a street directly above it. This street runs
north and south in the middle of the Subdivision and can not
be located any where else.
Mr. Hertz feels that the 3 acre park would only encourage vandilisim
and drinking because of its location and inacessable to the Police
Department for enforcement. It was also the consencence of the
residents present that nothing should be decided or finalized at
this meeting.
Discussion among the Trustees insued on the issues that were
brought out by the residents and Developer. It ws also noted that
the Village is not in the business of acquiring park land, that
being a function of the Park District.
Trustee Wattenberg, seconded by Trustee Floros, moved to concur
with the Zoning Board of Appeals recommendation of granting this
request.

Motion carried.
VILLAGE MANAGER'S REPORT
John Fulton Dixon, Village Manager, presented his report
with an update on the Tax Increment Financing District.
The ADHOC committee met on June 22 and will have a Tour
on Saturday of the Rescorp Developments. Mr. Dixon
presented for approval the hiring of a Traffic Consultant
for this area. Three Companies have submitted quotes, the
lowest quote did not meet all aspects of the proposal,
therefore the lowest qualified quote is recommended to
the Board for approval.
Trustee Murauskis, seconded by Trustee Floros, moved to
authorize the expenditure for a Traffic Consultant not
to exceed $10,000.00.
