COMMI/NICATIONS AND PETITIONS - CITIZENS TO BEHEARD SEAT BELT Mayor Krause stated that the Village, through its AWARD Police enforcement, has been awarded the Silver Belt Award for active promotion of seat belt safety in the Village. Mayor Krause presented the plaque to Police Chief Pavlock. F~AYOR'S REPORT APPOiNT~ENTS Mayor Kra~se presented the following list of names for appointment and/or reappointment to the Boards and Commissions as noted. Appoint Bill Navigato, 1709 Independence Court, to the Plan Commission, term to expire May, 1992. Irvana Wilks reappointment to the Business Development and Redevelopment Commission, term to expire May, 1992. Earl Johnson reappointment to ~he Business Development and Redevelopment Commission, term to axpire May, 1992. Mr. Lynn Kloster reappointment to the Plan Commission~ term to expire May, 1992. Adelaide Thulin reappointment to the Sign Review Boardf term to expire May, 1992. Mayor Krause asked if the members of the Board would support the creation of an Ad Hoc Committee to study recycling. It was the consensus of the members that such a Committee would be of value. Residents interested ~n serving on this Board will solicited with the final decislon to be presented to the Village Board a~ a later date. OLD BUSINESS AMEND CH.13 An Ordinance was presented for second reading that DUI would establish a fine for indigent persons convicted of Driving Under the Influence. it was the recommendation of the Village Prosecutor that these regulations be established in order to comply with court rulings. Page 2 ~uiy 19, 1988 Trustee Arthur, seconded by Trustee Murauskis, moved ORD.NO. 3961 for passage of Ordinance No. 3961 AN ORDINANCE AMENDING SECTION 18.501.1 ENTITLED "SA/~E - SUSPENSION OF DRIVER'S LICENSE; IMPLIED CONSENT" A/qD SECTION 18.501.2 ENTITLED "SAME - CHEMICAL ~ND OTHER TESTS" OF CHAPTER 18 OF THE VILLAGE CODE Upon roll call: Ayes: Arthur, Floros, Murauskis, Van Geem, Wattenberg Nays: None Mc~ion carried. ZBA 30-V-88, 902 - 918 WHITEGATE ZBA 30-88 An Ordinance was presented for first reading that 902 - 918 would grant a variation tc permit a fence WHITEGATE height up to 8 feet along the rear property lines of the subject properties, depending on the grade of the land and curb. All but a small portion of the area would have a fence 6 feet in height. Judy Kermin, a resident who lives across central ROad and whose house faces the fence, stated she and 2 other neighbors object tc the proposal. Ms. Kermin also complained that'the parkway area is unsightly and not kept up by the State or Village. Village Manager Dixon explained tha~ the Village does mow the area. Tile Petitioners s~ated that they will do ~ 5near best t~ keep the area clear or debris and weeds. The Ordinance will De presented for second reading on August 2nd. ZBA 35-V-88, 401 Man A ~a ZBA 35-V-88 An Ordinance was presented for first reading that 401 MAN A WA would grant a 15 foot rear yard rather than the required ~= feet ±n order to construct a 2 car attached garage and convert the existing 1 car garage into a famlly room on this corner lot. The Zoning Board of Appeals recommended granting this request. At the request of the Petitioner, Trustee seconded by Trustee Murauskis, moved to waive the rule requiring two readings of an Ordinance. MODIFICATION Ordinance was presented for first reading that would FROM DEVEL. grant modifications from the Development Code to CODE permit two 36 foot driveways, rather than a two-way driveway 24 feet wide; and, to install the required s~reet lights at a later date. The Plan Commission recommended granting these modifications. This Ordinance will be presented for second reading on August 2nd. An Ordinance was presented for second reading that AMEND CH.11 would amend Chapter 11 of the Village Code to provide for a revocasion of business license procedure for contractors. The existing regulations only apply to heating and air conditioning contractors and this proposal would apply to all contractors. Two residents spoke ill favor of this Ordinance, since they have had dealings with a concrete'contractor that .apparently has not complied with the terms of their contracts. NIPAS A Resolution was presented that would authorize the AGREEMENT the Mount Prospect Police Department to become a member of the Northern Illinois Police Assistance System (NIPAS). It was noted that all aspects of cooperation between municipal police departments would be realized with membership in the system. DOLANS The Dolan's Plat cf Subdivision was presented for PLAT OF SUB. approval. The subject property is located at 103 S. School Street, being a lot and a half. This plat consolidates the parcel into one lot of record. The Plan Commission has reviewed this plat and recommends approval. Trustee Floros, seconded by Trustee Arthur, moved to authorize the Mayor to sign and Clerk to attest her signature on the Dolan's Plat of Subdivision (consolidation). VILLAGE M~AGER'S REPORT BIDS Village Manager John Fulton Dixon presented the following bids: .u=~ WORKS Bids were requested from four companies for the FACILITY: furnishings for ~he new Public Works Facility, with FUENISHINGS occupancy anticipated in November, 1988. PUBLIC WORKS Village Manager Dixon presented a request to waive the FACILITY bidding procedure and authorize entering into a TELEPHONE contract with Tone Communications for the telephone SERVICE for the new Public Works Facility. Tone Communications provides the existing service for the Village Hall and various buildings and in order for the system to be compatible it is necessary tc acquire the same type of wiring and equipment at a cost of approximately $17,000. TONE Trustee Arthur, seconded by Trustee Wattenberg, moved COMM. to concur with the recommendation of the administration and waive the bidding process and authorize entering into a contract with Tone Communications for the telephone system for the new Public Works facility at a cost not to exceed $17,000. A request was presented to waive' the bidding process in order to purchase eight (8) Motorola police radios, which are specialized pieces of equipment at a unit price of $1,800.00 each. The existing radios in the Police Department are Motorola and in order to continue with the compatibility of equipment, it is necessary to purchase these Motorola units. A R~solution was presented that would authorize ALTER an agreement between the Village and The Alter Group GROUP: providing for an escrow account to be established for LAKE funds ($70,000) to be held by the Village which should CENTER cover the cost of the installation of street lights on PLAZA Algonquin Road and Elmhurst Road. While the installation of street lights are required by the Village, the jurisdiction of these roadways are under the state Highway Department, which entity will not permit the installation of street lights at this time. Page 9 - July !9, 1988 88 FIELD A request was submitted for a field change for CHANGE: the townhomes located at the southwest corner of EUCLID Euclid Avenue and Wheeling Road. The owner of these VILLAGE dwelling units would like to install patios. Trustee Wattenberg, seconded by Trustee Van Geem, moved to grant the request to permit patios to be installed a~ the Euclid Village Townhomes located at Euclid Avenue and Wheeling Road. Mr. Dixon stated that final engineering plans have been submitted and reviewed by the staff for The Vistas, which plans have been accepted. It is the recommendation of the administration that the Village Board officially accept the final engineering plans for the Lexington Development at the Old Orchard Colony Country, initially known as The Vistas and located on property formerly known as The Sporty Nine. Trustee Arthur, seconded by Trustee Van Geem, moved to accept the final engineering plans in accordance with the staff's recommendation. Upon roll call: Ayes: Arthur, Floros,. Murauskis, Van Geem, Wattenberg Nays: None Motion carried. Village Manager Dixon stated that the railroad crossing improvement should be completed by the end of July. It was also announced that there will be a tour of possible solid waste sites and any member of the Board who wishes to participate should let the Manager know and arrangements will made. Ms. Nipper spoke on behalf of Mrs. Stachura who is in the process of having a water and sewer system installed on Cardinal Lane. It is the feeling of the Petitioner that the required performance bond could be waived, due to the expenses involved with this project. Mayor Krause stated that the Village Manager will work with Mrs. Stachura on this matter. OTHER BUSINESS ~Ione. ADJOURNMENT Trustee Murauskis, seconded by Trustee Arthur, moved adjourn the meeting.
