Chairman Busse called the meeting to order at 6:08 p.m.

APPROVAL OF MINUTES
A motion was made by Commissioner Skowron and seconded by Commissioner Bennett to accept the
minutes of the July 13, 2009, Special Meeting.
Voice Vote: Ayes: Bennett, Busse, Skowron Nays: None
Abstain: Powers Motion Carried
A motion was made by Commissioner Bennett and seconded by Commissioner Skowron to accept the
minutes of the July 14,2009, Special Meeting.
Voice Vote: Ayes: Bennett, Busse, Skowron Nays: None
Abstain: Powers Motion Carried
A motion was made by Commissioner Skowron and seconded by Commissioner Bennett to accept the
minutes of the July 15, 2009, Special Meeting.
Voice Vote: Ayes: Bennett, Busse, Skowron Nays: None
Abstain: Powers Motion Carried
A motion was made by Commissioner Powers and seconded by Commissioner Skowron to accept the
minutes of the July 14,2009, Open Meeting. .

POLICE DEPARTMENT UPDATE
No Report.
FIRE DEPARTMENT UPDATE
Chief Figolah provided an update on Fire Department staffing, including appointments, promotions, and
retirements. Candidate #1 from the most current eligibility has been hired. The Chief also mentioned that
he provided the Chairman notification of a recent discipline, as required.

Chief Figolah stated he is pleased with the new testing process for firefighter/paramedic and the next test
will be held in December. The Chief asked the Chairman to sign a letter responding to a special request
for an accommodation for the next written test. The applicant is requesting a special written test based
on industry standards to allow persons with clinically diagnosed developmental disabilities additional time
for completing the written component of the test. Chief Figolah had the documents reviewed by the
BOFPC attorney and the request was granted. The arrangements were made with the testing company.
Board members asked for the dates of the next test, as they would like to have one member present at
each location.
Chairman Busse reminded everyone to submit their registration if they were attending the Illinois Fire and
Police Commissioners Association (IFPCA) Conference in early November.
The next meeting will be held on October 19, 2009, at 6:00 p.m.
CLOSED SESSION
A motion was made by Commissioner Skowron and seconded by Commissioner Bennett to go into
Closed Session under personnel 5 ILCS 120/2 (c)(1) at 6:40 p.m.
Roll Call Vote: Ayes: Bennett, Busse, Powers, Skowron
Nays: None Motion Carried
The Board reconvened at 6:44 p.m. with everyone present from the previous open session.
Commissioner Friedrichs was also present, as he arrived at the beginning of Closed Session.
OTHER BUSINESS
Chairman Busse discussed the commission's annual report, which will be presented during tonight's
Village Board meeting.
With no further business, a motion was made by Commissioner Skowron and seconded by
Commissioner Bennett to come out of Closed Session at 6:48 p.m.
