MAYOR'S REPORT
Mayor Wilks presented two (2) proclamations:
Fire Prevention Week, October 4 -10, 2009
Mr. Jim Miller, Public Education Officer, Mount Prospect Fire Department, accepted the
proclamation. Mr. Miller thanked the Village for their support and highlighted the annual fire
safety poster and essay contest. The contest winners will be recognized at the October 20,
2009 Village Board meeting.
National Breast Cancer Awareness Month, October 2009
Ms. Cathy Bratu, Mount Prospect Police Department Records Division and Officer Bill
Roscop accepted the proclamation and thanked the Village Board for their support of
programs dedicated to breast cancer research and treatment.
For the last five years Ms. Bratu has coordinated the collection of the "pink" Yoplait yogurt
lids for Village staff. Ms. Bratu encouraged Village wide participation; residents can drop lids
off to her attention at the police station. Yoplait contributes 10 cents for every lid collected
during the designated period to the Susan G. Komen for the Cure organization.
Officer Roscop has coordinated the route for the Susan G. Komen breast cancer walk
through Mount Prospect for the last several years. Officer Roscop implemented the Adopt-A-
Block program to generate commlulity wide support for the walkers.

Mayor Wilks presented for a first (1st) reading an ordinance to amend Chapter 13 (Alcoholic
Liquors) of the Village Code. This ordinance grants a Class "F-1" (restaurant without lounge)
liquor license to Chipotle Mexican Grill Inc., d/b/a Chipotle Mexican Grill, 102 East
Kensington Road. Granting the license would amend Chapter 13 (Alcoholic Liquors) of the
Village Code by increasing the number of Class "F_1" liquor licenses issued by one (1).
Village Manager Michael Janonis provided background information and stated he had met
with Corporate Attorney Irene Bahr and General Manager Sheena Litt to review Village
policy; with a focus on the serving of alcoholic beverages. The corporate office and Ms. Litt
have complied with all Village requirements in the application process.
Ms. Bahr and Ms. Litt were in attendance and provided the following information in response
to questions from the Village Board.
· Anticipate opening October 16, 2009
· Restaurants serve beer and margaritas; unless serving of alcohol does not fit into
licensing.

Text Amendment.
Mayor Wilks presented for a first (1) reading an ordinance amending Chapter 15,
(Subdivision, Development and Site Improvement Procedures of the Village Code of Mount
Prospect.) The ordinance amends Section 15.301, "Administrative Subdivision Regulation"
by clarifying procedure requirements for lot line changes.
Community Development Director William Cooney presented background information, stating
this case was a housekeeping item for Chapter 15. In 2004, the Village approved some
changes to require any adjustments of lot lines between new properties or consolidation of
two (2) or more lots that are owned by the same owner to require an administrative plat; this
authorized the Director of Community Development to sign off on these types of plats.
Staff recently noticed the new section conflicted with Section 15.301 B that essentially
exempted minor changes from the administrative plat process. It is the opinion of the Village
Attorney that any lot line changes should be performed via the platting process. Therefore,
to remove the contradiction in the current code, Section 15.301 B needs to be deleted. Mr.
Cooney added that while the conflict existed in the Code, the plat process has been standard
practice for several years.

[To facilitate increased public awareness of Village Board proceedings, Trustee Korn stated
the Village Board receives written background information regarding cases brought before
them in advance of the meeting. This allows the Village Board time to review and study the
matter prior to the meeting; depending on the subject matter and information provided,
additional discussion/questions may not be necessary. And, minimal questions/discussion
should not suggest the Village Board is proceeding with their decision(s) without full
understanding and public impact of the matter before them.]
Neighborhood Traffic Study; Final Report for Zones 9,14,15 and 17
Mayor Wilks stated Project Engineer Matt Lawrie would provide the final report with staff
recommendations for Zones 9,14, 15 and 17.
Mr. Lawrie provided a summary of the results form the two (2) post studies conducted in
Zones 9, 14, 15 and 17; 6 and 12 months following implementation of intersection control
and speed limit recommendations.

The post studies included review of accident records at all intersections in the neighborhood,
speed data as well as traffic and pedestrian data.
Zone 9 - bounded by Rand Road to the north and east, Central Road to the south and Route
83 to the west; 33 intersections and approximately 6.9 miles of street.
The results of the post-studies indicate the operating characteristics within the neighborhood
have generally improved since implementation of the intersection traffic control and speed
limit modifications; consistent or decrease in speed and reduction in accident rate. In
addition, the access changes made at the four (4) neighborhood streets that intersect Rand
Road have redistributed neighborhood traffic as residents now have alternative and more
direct ways to access Rand Road.
Based on the post-studies, there are no recommended adjustments to the intersection
control or speed limit in the neighborhood nor to the access regulations along Rand Road.
Villaoe Board Comments/Discussion
· Pleased with modifications.
· Will cross study be done at Highland Street and Rand Road? [Mr. Lawrie indicated that
at the direction of the Village Board a study could be done as part of Zone 6 post study.]
Zone 14 - bounded by Lincoln Street to the north, Route 83 to the east, Golf Road to the
south and Busse Road to the west; 53 intersections and approximately 11.4 miles of street.
The results of the post-studies indicate the operating characteristics within the neighborhood
have generally improved since implementation of the intersection traffic control and speed
limit modifications. While some streets experienced an increase in traffic volume, the
increase was, generally, within the expected daily variations and/or in the range typically
found on collector and local streets. The average speeds have remained within acceptable
ranges and the accident rate continues to be low.
Based on the post-studies, there are no recommended adjustments to the intersection
control or speed limit in the neighborhood.
Villaoe Board Comments/Discussion
· Factors related to accidents?
Mr. Lawrie stated the accidents that occurred did not happen at the intersections where
changes were made. No apparent primary factor contributed to accidents.
· Council Trail- Y-intersection
Mr. Lawrie stated this is unique intersection; streets merge together. Staff comfortable
with current signage.
· Traffic calming program - See Gwun Avenue
Traffic calming program including speed humps on See Gwun Avenue to be discussed at
Committee of the Whole meeting in early 2010. Recommendation to Involve residents in
discussion; possible resident survey regarding speed humps.
Zone 15 - bounded by Northwest Highway to the north, Mount Prospect Road to the east,
Golf Road to the south and Route 83 to the west; 70 intersections and approximately 14.6
miles of street.
The results of the post-studies indicate that the operating characteristics within the
neighborhood have generally improved since implementation of the intersection traffic control
and speed limit modifications. Overall traffic volumes and speeds are within acceptable
ranges and the accident rate has decreased.

Based on the two post-studies, there are two (2) recommended changes to the intersection
control that affect the Village Code but not actual sign changes.
1) The intersection at Lincoln Street and Main Street is controlled and operates safely with
four (4) stop signs. However, the existing Village Code does not recognize Lincoln
Street as having stop signs at Main Street.
Recommend the Village Code be amended to add stop signs on eastbound and
westbound Lincoln Street at Main Street; Chapter 18, Section 18.2004A
2) The intersection at Milburn Avenue and Emerson street is controlled and operates safely
with a single stop sign on Milburn Avenue. However, the existing Village Code reflects
both stop sign and yield sign at Milburn Avenue.
Recommend the Village Code be amended to remove the yield sign on eastbound
Milburn Avenue at Emerson Street, Chapter 18, Section 18.2004B.
Mr. Lawrie stated the ordinance for the recommended amendments to Chapter 18 (Traffic) of
the Village Code is listed as item D. on the Agenda.
VillaQe Board Comments/Discussion
· William Street and Prospect Avenue - relocation of stop sign
Mr. Lawrie stated this and other stop signs along Prospect Avenue have been relocated
to enhance sign sight; hope to gain greater compliance with increased visibility.
· Emerson Street and Sunset Road - pedestrian traffic post-study?
Mr. Lawrie indicated a pedestrian traffic study had been conducted but may have only
been around Lions Park School.
Zone 17 - bounded by Golf Road to the north, Route 83 to the east, Dempster Street to the
south and Busse Road to the west; 41 intersections and approximately 8.3 miles of street.
The results of the post-studies indicate the operating characteristics within the neighborhood
have generally improved since implementation of the intersection traffic control and speed
limit modifications. Overall traffic volumes and speeds are within acceptable ranges and the
accident rate has decreased.
Based on the post-studies, there are no recommended adjustments to the intersection
control or speed limit in the neighborhood.
Mr. Lawrie closed his presentation with an overview of the public notification process for the
traffic zones; mailing to residents, public meeting and web page for each zone.

· Yield signs should be used at t-intersections.

· Overview of comprehensive neighborhood traffic study - consistency of intersection
controls/establish right-of-way; provide resident with previous study.
· Configuration of roads (t-intersections) - Village roads constructed as parcels became
available.
· Recommend Mr. Lawrie meet with Mr. Ciaccio regarding his concerns.
In response to questions regarding traffic accidents, Mr. Lawrie stated staff reviewed the
written police accident reports; cause/circumstances/were modifications a contributing factor.
He further stated the accident reports indicated the accidents are less severe than those
prior to the traffic control/speed limit changes.

STREET SWEEPER
1st reading of an ordinance amending Chapter 18 (Traffic) of the Village Code of Mount
Prospect.
Mayor Wilks stated this ordinance which amends Section 18.2004A and 18.2004B in
accordance with the recommendations just presented by Mr. Lawrie, will stand for a second
reading at the October 20, 2009 Village Board meeting.
VILLAGE MANAGER'S REPORT
A Request Village Board approval to accept State of Illinois bid for the purchase of four (4)
trucks, cab and chassis in an amount not to exceed $247,880.
Public Works Vehicle Maintenance Superintendent James Breitzman presented background
information and staff recommendations for the purchase of the four (4) trucks, cab and
chassis.
The new trucks are replacement vehicles for four (4) dump trucks currently in the Public
Works fleet. Purchased in 1992 and 1993 all four (4) trucks have exceeded the criteria
established for vehicle/equipment replacement; mileage, deterioration of frame strength due
to rust and poor condition of steel dump bodies. Mr. Breitzman stated life cycle analysis
including optimum economic replacement was completed for each of the vehicles.
Staff recommends the purchase of the four (4) replacement vehicles utilizing the State of
Illinois bid. Funds for the purchase are available in the current budget. Remaining available
funds will be used for needed equipment (front and underbody snowplows, pre-wet systems,
dump body and hydraulic components) to provide completely functional vehicles.
Villaae Board Comments/Discussion
· Questioned the standards used to equate hour meters (idling) logged to road miles.
Public Works Director Glen Andler responded that while Public Works has minimized the
amount of idling, due to leaf and snow control operations a certain amount of idling is
unavoidable; idling does add to engine wear.
· What would happen if drove trucks another year?
Mr. Breitzman stated the existing truck will be used through the 2010 winter season. If
use another year; the cost for new trucks would be higher; the resale value to existing
vehicles would be lower; increased potential of trucks breaking down - negative impact
on work efficiency.
· Technological advances in heavy weight trucks/equipment over the last fifteen (15) years
have enhanced labor efficiency and effectiveness. Newer vehicles are easier on roads.
· Cost benefits with newer units.
· New vehicles use biodiesel.
· Vehicle Budget - funds for two (2) of the trucks carried over from 2008 budget.
· State bids according to vehicle classification - State goes with low bid
· American built product - support and advocates the purchase of American made
products.

B. Request Village Board approval to accept Northwest Municipal Conference (NWMC)
Joint Purchasing bid for the purchase of one (1) street sweeper in an amount not to
exceed $154,010.

Public Works Vehicle Maintenance Superintendent James Breitzman presented background
information and staff recommendations for the purchase of one (1) new street sweeper.
The new proposed sweeper will replace a 1997 street sweeper used by Public Works for the
last thirteen (13) years. In addition to exceeding the vehicle/equipment replacement
schedule criteria, the existing sweeper is in need of costly repairs; $14,000 - major rebuild of
conveyor and main broom assemblies; $9,600 - $10,500 - engine overhaul.
Staff recommended purchase of the Elgin Pelican sweeper which provides a cleaner, quieter
operation with enhanced visibility.
Village Board CommentslDiscussion
· Specifics related to problems and cost of repairs helpful in making decision regarding
vehicle replacement.
· Makes sense to purcahse same type of vehicle - stock parts for fleet maintenance.
· Sweeper manufactured in Elgin, Illinois.
In response to questions regarding the Pelican sweeper, Mr. Breitzman and Public Works
Director Glen Andler highlighted the capability of this sweeper to meet the needs of the
Village's leaf collection program. He added that the loose leaf program started October sth
and will continue through the last full week before Thanksgiving; bagged leaves will be
collected at no cost through December 15th on residents regular solid waste collection day.
The loose leaf collection as well as the bagged leaf collection schedule are on the Village's
web-site.

Northwest Municipal Conference (NWMC) Joint Purchasing bid for the purchase of one (1)

away. Mr. Maloney was 97 years old.
