ACCEPTANCE OF MINUTES OF THE COMMITTEE OF THE WHOLE SEPTEMBER 8, 2009 III. CITIZENS TO BE HEARD IV. REVIEW OF PROPOSALS/RECOMMENDA TION FOR AUDITING SERVICES In August, the Finance Department, in conjunction with the Audit Committee, mailed a Request for Proposal for Auditing Services to six regional and national accounting firms that specialize in governmental auditing. The Village last sent out a Request for Proposal in late 2004. The agreement with the previous auditor was extended through 2008, consistent with our Audit Policy which requires a turnover in auditors every five years. The five-year service limit was reached with the December 31, 2008 audit. Ofthe six Request for Proposals that were distributed, five were received by the due date. Finance Director David Erb has prepared a comprehensive memorandum detailing the process used for reviewing the proposals and interviewing the audit firms. Included with the memo is a write-up from the Audit Interview team on its recommended audit form. The Audit interview team included members from the Audit Committee, Finance Commission and Finance Department. A member of the Audit Committee along with staff will be on hand to make a presentation and to answer questions and facilitate discussion. 1 V. NON-PARTISAN, NO PRIMARY ELECTION DISCUSSION Continuation of the May 26 and September 8, 2009 COW discussions. (see September 8, 2009 meeting minutes included with Agenda packet for approval.) The final amended copy of the 2009 Candidate's Guide was released September 29, 2008. The revisions to the 2009 Candidate's Guide which appeared to be in conflict with the Village of Mount Prospect's long-standing election process created a number of concerns regarding the Village's election process. While the Village made the final determination to follow the revised procedures set forth by the State Board of Elections for the 2009 Elections, the disparity generated by the procedural changes warranted further review of the Village's policy and practice relative to the election process. Appropriate staff will be available to answer questions and facilitate discussion. VI. MANAGER'S REPORT . Status VII. ANY OTHER BUSINESS VII.
