MAYORS REPORT 10/06/2009 PROCLAMA TION "FIRE PREVENTION WEEK" OCTOBER 4 - 10, 2009 WHEREAS, Mount Prospect is committed to ensuring the safety and security of all those living in and visiting our community; and WHEREAS, fire is a serious public safety concern both locally and nationally, and homes are the locations where people are at greatest risk from fire; and WHEREAS, roughly 3,000 people die as a result of home fires and burns, more than 200,000 individuals are seen in the nation's emergency rooms for burn injuries; and WHEREAS, scalds to children ages five and under, outnumber burns roughly two-to-one; and WHEREAS, cooking is the leading cause of home fires and home fire injuries, while heating equipment and,smoking are the leading causes of home fire deaths; and WHEREAS, Mount Prospect residents are responsive to public education measures and are able to take personal steps to increase their safety from fire; and WHEREAS, residents who have planned and practiced a home fire escape plan are more prepared and will be more likely to survive a fire; and WHEREAS, the Mount Prospect Fire Department is dedicated to reducing the occurrence of home fires and home fire injuries through prevention, protection, and public education; and WHEREAS, the 2009 Fire Prevention Week theme; "Stay Fire Smart! Don't Get Burned" effectively serves to remind us all of the simple actions we can take to stay safer from fire during Fire Prevention Week and year round. NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim the week of October 4th - 10th as "FIRE PREVENTION WEEK" in the Village, and I call upon the people of the Village of Mount Prospect to remember the 2009 message to "Stay Fire Smart! PROCLAMA TION UNA TIONAL BREAST CANCER AWARENESS MONTH" OCTOBER 2009 WHEREAS October, 2009 is National Breast Cancer Awareness Month and October 16th is National Mammography Day; and WHEREAS, breast cancer is the most common cancer site of, and the second deadliest cancer among women; and WHEREAS, the chance of developing invasive breast cancer at some time in a woman's life is about 1 in 8; and WHEREAS, it is estimated that 192,370 new cases of female breast cancer will be diagnosed in 2009 and an estimated 40,610 will die of the disease; and WHEREAS, African American women are more likely to die from breast cancer than women of all other races; and WHEREAS, an estimated 1,990 cases of male breast cancer will be diagnosed in 2009 and about 480 men will die of the disease; and WHEREAS, death rates from breast cancer have been declining, and this change is believed to be the result of earlier detection and improved treatment; and WHEREAS, mammography - an "x_ray" of the breast- is recognized as the single most effective method of detecting breast changes that may be cancer long before physical symptoms can be seen or felt; NOW, THEREFORE, /, Irvana K. WILKS AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: SEPTEMBER 29,2009 SUBJECT: CHIPOTLE MEXICAN GRILL 102 E. KENSINGTON ROAD NEW CLASS "F1' LICENSE On Tuesday, September 29,2009, the Village Manager met with General Manager Ms. Sheena Litt and Corporate Attorney Irene Bahr regarding Chipotle's request for the creation of a new Class "F-1" liquor license at its newly constructed Randhurst Shopping Center location. The Class "F1" license provides for full service of alcoholic beverages at dining tables only. Chipotle Mexican Grill is a national restaurant chain with approximately 900 locations across the U.S. with 63 located in Illinois. Ms. Litt has been employed with Chipotle for one and a half years and the Randhurst location will be Ms. Litt's first assignment as a Manager. The total building square footage is 2,413 square feet with an estimated 23 tables. Chipotle currently plans to serve lunch and dinner seven days a week with operational hours of 10:30 a.m.- 10:00 p.m. The Village Manager discussed at length with Ms. Litt, the Village's particular sensitivity to the sale of alcohol to minors, especially in light of its proximity to Prospect High School, and over- service to intoxicated individuals. The Manager also indicated that Ms. Litt was responsible for the actions of all employees and managers. Upon further questioning, Ms. Litt indicated it is company policy that all managers and servers complete a certified liquor servers' training course such as Tips. Ms. Litt also assured the Village Manager that corporate policy is to check each patron's identification and not to serve more than 2 drinks to any individual. Further, no alcohol is served without a food purchase. The required application is complete and on file along with the payment of appropriate fees and other documentation. Ms. Litt and two associate managers have submitted to the required fingerprinting and background checks. If the Village Board considers this request favorably, an Ordinance creating a new Class "F1" License would be appropriate. MEJ/dj A ORDINANCE NO. AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
