RESOUJrION NO. 22-68
A RESOLUTION IN OPPOSITION TO THE PRESENT POLICY OF THE TRUSTEES OF THE
METROPOLITAN SANITARY DISTRICT OF GREATER CHICAGO
WHEREAS, the policy of the Illinois Sanitary Water Board regarding
combined sewers prohibits the installation of corrbined sewer systems in newly
developed areas and required separate sewers for sanitary sewerage and
surface storm drainage; and
WHEREAS, this policy of the Illinois Sanitary Water Board has been
in effect since January of 1968; and
WHEREAS, the Metropolitan Sanitary Distirct of Greater Chicago is
resppnsible for the issuance or denial of permits for sewer extensions within
this vicinity; and
WHEREAS, the Metropolitan Sanitary District had been enforcing the
above-mentioned Illinois Sanitary Water Board policy until April of 1968; and
WHEREAS, the Sanitary District has now, as of June 11, 1968,
reversed its enforcement of the said Water Board policy by indicating that it
will issue permits for combined sewer systems; and
WHEREAS, it has become obvious to the Board of Trustees of the
Village of Mount Prospect that combined sewer system overflows have caused
much of the flooding problems experienced by our citizens as well as the
undesireable condistions presently existing in Weller Creek; and

WHEREAS, the Board of Trustees of the Village of Mount Prospect has
resolved on April 2. 1968, to urge that the Metropolitan Sanitary District
enforce the rules and policies of the Illinois Sanitary Water Board as is
required by law pertaining to storm and sanitary sewers and water pollution;
and further that the Metropolitan Sanitary District take immediate steps to
implement some program such as a deep tunnel or other plan and give the
municipalities a definitive answer as to the kind and type of sewer outlets
which will be available and at what date to enable thses municipalities to
fulfill their obligations concerning the sewer and noeding problem in the area
NOW, THEREFORE BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VIILAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION 1: That the Metropolitan Sanitary District adhere to
Resolution 5-6tl passed and approved by this Board of Trustees on April 2, 1968.
SECTION 2: That the President and Board of Trustees of the Village of
Mount Prospect are opposed to any policy contrary to that of the Illinois
Sanitary Water Board with respect to the 300 square miles within the Metropolit
Sanitary District now being served by existing contJined sewers.
SECTION 3: That the Metropolitan Sanitary District of Greater
Chicago reconsider its contemplated policy regarding combined sewers.
SECTION 4: That inmediately upon the passage and approval of this
Resolution, the Clerk of the Village of Mount Prospect be and is hereby
authorized and directed to transmit copies of this Resolution to each of the
President and Board of Trustees of the Metropolitan Sanitary District of

Greater Chicago, as well as Vinton W. Bacon its General Superintendent.
SECTION 5: '!his Resolution shall be in full force and effect
from and after its passage and approval in the manner provided by law.
