PUBLIC WORKS PAVING CONTRACT AWARD $120,464
BACKGROUND
In conjunction with the construction of the Emergency Operation Center (EOe) and th expansion t
the Public Works Vehicle Maintenance Building there is the need to replace approximately 35% of. e
paved parking area on the Public Works site. Our general contractor Leopardo Companies advertised
and received three (3) Bids for this work. Arrow Road Construction Co. of Mount Prospect, IL. was the
lowest bidder at $113,815.30.
DISCUSSION
The Public Works Facility was built in 1988 and the remaining 65% of paved parking surface has
reached its useful life. After 21 years of heavy truck traffic and large amounts of salt the pavement
needs to be replaced.
Since Leopardo has already gone through the bidding process, and in order to avoid possible conflicts of
having two different paving contractors with different schedules, I met with Arrow Road and asked
them to submit a new bid that would include replacement of the entire Public Works paved parking
surface. Arrow Road lowered unit costs by an average of 5.5% and submitted a revised bid of$228,019
for the entire paved surface. Leopardo's revised cost is now $107,555 and the Village's cost is
$120,464. Our Engineers estimate for the Village's share (65%) was $159,000 and $170,000 is allocated
in the 2009 Budget for this proposed expenditure.
RECOMMENDATIONS
I believe Arrow Road's revised bid is a good price and results in a savings to the Village. I would
recommend the Village enter into a separate contract with Arrow Road for the Village's portion (65%)
of the paving contract and not add it to Leopardo's contract. Adding it to their contract would increase
their GMP and require us to pay Leopardo additional general condition fees, which would nullify any
savings. Our Public Works Engineering staff will supervise and coordinate the village's portion of the
paving with Leopardo.
I therefore recommend the Village Board waive the bidding requirements and award a contract to Arrow
Road Construction Co. for an amount not to exceed $120,464. There are sufficient funds in the 2009
Budget for this proposed contract. Leopardo will execute their own contract for their portion of the
pavmg.
