SECTION 1. That, every owner of a motor vehicle or
motor bicycle which shall be driven within the corporate
limits of this Village shall conspicuously display two
number plates on each motor vehicle, other than a motor
bicycle, upon the front and back of the motor vehicle
to which they have been assigned, by the Secretary of
State of the State of IllinOis, whenever the same shall
be driven or used upon the public streets, roads, turnpikes,
parks, parkways, driv.es or other public highways in this
Village; and shall befirmly attached to such motor vehicle
eo that they will not swing loosely, and the rear number
plate shall r-ot be less than twenty (2~) inchos above the
surface of the ground, and both shall at all times be ~ept
olean and free from grease and dirt. That every owner of
a motor bicycle which shall be driven or used upon the stree~,
roads, turnpikes, parks, parkways, drives or other highways
in this Village shall conspicuously display one number
plate on the rear of such motor bicycle, in like manner as
above provided for motor vehicles. Any persons willfully
violating the provisions of this section, shall, upon con-
viction, be fined not to exceed twenty-five dollars ($25.00)
for the first offense, and not to exceed fifty dollars
($50.00) for each violation thereafter.

SEOTION 2. When upon the streets, alleys, highways
or other public places in this Village, during the periOd fram
sunset to one hour before sunrise, every motor biCYCle
-shall carry one lighted lamp, and every motor vehicle two
lighted lamps, showing white lights, visible at least 200
feet in the direction toward which sucp motor bicycle or
motor vehicle is proceeding, and shall also exhibit at least
one lighted lamp which shall be s~situated as to throw a
red light visible in the reverse direction. The number
plate at the bact of the vehicle provided fer in l.c~lon
1, shall be firmly attached to vehicle, so that it will not
awing loosely, and shall be so lighted that the numbers
on said plate, shall be plainly legible and intelligible
at a distance of 150 feet. Any person willfully violating
any of tne provisions of this section, shall, upon convic-
tion, be fined in a sum of not less than ten dolla.rs ($10.00)
nor more than one hundred dollars ($100.00). .
SEOTrON~. No motor vehicle or motor bicycle shall be
used or operated upon the streets, alleys, highways or
other public places of this Village after this ordinanc~
shall take effect, which shall display thereon a number
belonging to any other vehicle or biCYCle, or fictitious
registration number. Any person willfully violating~he
provisions of this section, ahall, upon conviction, be fined
not to exceed twenty-five dollars (i25.00(). for the first I
offense and not to exceed fifty dollara $50.00) for each

SECTIOI 4. Every motor vehicle or motor bicycle,

and suff~oient brakes, and also with a suitable bell, horn
or other signal deviee. The penalty for the violation of
the provisions of this section shall be tne same ~s in
S.ctiODBi 1 and ~ of this vrdinanoe.
~ECT10N 5. ftO person shall drive a motor vehiole or
motor b!e,eie upon any streets, alleys, highways or ether
publio plaoes in this village at a speed greater than 1~
reasonable and proper having regard to the traffic and the
use of the way, or BO as to endanger the life or limb, or
injur~the property of any person. If the rate of speed
of any motor vehicle or motor bicycle operated upon the
streets, alleys, highways or other public places in this
Village, where the same passes through the busi'ness portion
of the Village exceeds ten (10) miles an hour, or it the
rate of speed of any motor vehicle or motor bicycle operated
upon any streets, alleys, highways or other pUblio places in
this Village, where the same p'asses throue;h the residence
portions of tnis Village,exoeeds fifteen (15) miles an hour,
or if the rat~of speed of any motor vehio1e or motor bioy-
ole operated on any streets, alleys, highways or other pub-
11e places in this Village outside the business portions
a.nd the residence portions, within the Village, exoeeds
twenty (20) miles an hour, such rate of-speed shall be
PRIMA FACIA evidenoe that the person operating such motor
vehicle or moter bicycle is running at a rate of speed
greater than is reasonable and proper having regard to the
traffic and use of the way or 80 as to endanger the life
and limb, or injure the property of any person. If the
rate of speed of a motor vehicle or motor bicycle operated
on any streets, alleys, highways or other public places
in this Village, in going around a corner or curve in a
highway, street, alley or ether public place, where the
operators view of the road traffio is Obstructed, exceeds
six (6) miles an hour, such rate of speed shall be PRIMA
FACIA evidence that the person operating the motor vehicle
or motor bicycle is running at a rate of speed greater than
is reasonable having regard to the traffio and the use of the
way, or so as to endanger the life or limb, or injure the
property of any person. Any person violating the provisions
of this section, shall, upon conviction, be fined in a sum
not to exceed two hundred dollars ($200.00).
SECTION 6. Any person driving a motor vehic.le or
mo.tor bicycle upon a publio highway in this Village ina
race, shall upon ccnviction, be fined in a sum not to ex-
oeed two hundred dollars ('200.00).

SECTION 7. No person shall operate, nor shall the
owner of any automObile, motor vehicle or motor biCYCle,
permit to be operated on the streets, alleys, highways Or
other publio places in this Village, any automcbile, motor
vehicle or motor bicycle whiol:1 has not a muffler in a proper
and effioient working conditiol1; and it shall further be
unlawful for any person to operate, for the owner of any

automobile, mot6r vehicle or ~otor bicylce, on the stre~ts,
alleys, highways or other publio places in this t1illag4;J,
with the mut'fler out out'or not in operation. Any person
violating ahy of the provioions of this seotion, shall,
upon conviction, be fined in a sum of net lees than five
dollars <$5.00) nor more than fifty dollars ($50.00) for each
offense.
SECTION S. This ordinance shall be in full foroe and
effect atter its passage, approval and publioation.
