Said sidewalks shall be laid with the inside edee thereof
parallel to and one (1) foot distant from the front line of
adjoining Yroperty.
Elevations of the finished si :9..e1Nalks at the inner edge
thereof shall coincide with the grades to be furnished and

In cross section the surface of the sidewalks shall have

the street.

in thickness. whioh concrete shall consist of one part ~ortland

with water. then plaoed on the subgarde and rammed or tamped
until solid.
Before the layer last described has taken its initial set.
a layer of Portland cement mortar one-half inop in thickness shall
be plaoed thereon. said la:,rer to consist of. one part Portland
oement and one and one-half parts torpedo sand. The materials
shall be thoroughly mixed with suffioient water. then spread upon
the surface evenly and troweled to a dense uniform surfaoe.
The ~ortland oement used in this ~mprovement shall be a
favorably known brand of Amerioan manufacture. well seasoned.
dry and free from lumps and shall be a brand that has estab-
lished itself for three years or more and has been used with
satisfaction for that length of time under olimatio and other
oonditions similar to the use herein contemplated.
The torpedO sand used in this improvement shall be olean
and free from dust. It shall be graded uniformly fromrone-quarter
(i) inch down to the finest. Not more than fifteen (15) per
oent shall pass a soreen having fifteen meshes to the lineal inoh.
CrUShed stone or gravel usea in this improvement shall be
clean and hard and shall be Rradedin size fromeone and one-half
(It) inohes to one quarter (t) inch.-
The concrete sidewalks shall be divided into blooks or
slabs not less than three(3) feet, not more than six (6) feet
in length. Said slabs shall be divided by means of vertical

SECTION 5. A bill of the cost of such sidewalk as shall be
constructel by said Village afo resaid, showing the cost of the
construction ann surervision thereof shall be made by the said
Board of T,oca.1 Improvements, together 'Ni th a list of the lots ar
\'8rce1s of land touching- unon the line of saic1 sidewalk constructe:l
ty said Village, the resf'ective fronta~e thereof, the names of the
parties who pa.id the last !3'ene)'al taxes on the resrectivp lots or
:Darcels of land; Ilnd thereuron if the owner of any lot, block,
tract 01' parcel of lane!. has fai1eil, neglected or refuse"l to
construct said sidewalk in acnorclance with the l'rovislons of this
orQinanae, said Board of Local Improvements shall p~oceea to
vrerare a special tax list against said lots, blocks, tracts or
parcels of land in front of or touching upon such sidewalk as
shall not have been constructed by the owner or owners thereof,
a40ertaining by comrutation the amount of special taxes to be
charged against each of said lots, tracts, blocks or parcels of
land on account of the construction of said sidewalk according
to the rule fixed for the levy of said special tax by this
ordinance which special tax list shall be filed with the Secretary
of said Board of Local Improvements and said Board shall thereupon
issue a ~~rrant or warrants directei to the Vilage Collector
of said Village of Mount Prospect fot eh collection of the
amount of the special tax ascertained as aforpsaid and appearing
from said special tax list to be due from the respective lots,
blocks, tracts or parcels of land touching upon the line of
said sidewalk; and said Village Collector shall proceed to
collect such warrant by giving notioe in writing, by mailing the
same to the address of the party or parties 1~ho paid the last
general taxes on the respective lots, blocks, tracts or paroels
of land in said list, that said tax list or war:raht is in the
hands of said offioer for collection.
SECTION 6. The Village Colleotor is hereby designated the
offioer to oolleot the speoial tax herein provided and to whom
warrants therefor shall be issued as is by statute in suoh oase
made and prOVided.
SEOTION 7. In oase of the failure to collect said special
tax or any part thereof, as herein provided, it shll be the
duty of said Village Collector on or before the first day of
April, 1925, to make reDort of all such speoial tax i.n writ ing to
the County Treasurer ex officio County Collector of Cook County,
Illinois, of all the lots or parcels of land upon which suoh
special tax shall be so unpaid with the names of the respective
owners thereof so far as the same are known to said Village
Collector and the amount due and unpaid upon each tract, together
with a oopy of this ordinance, whioh report shall be aocompanied
by the oath of said Village Collector that the list is a
oorreot return of the lots and parcels of land upon whioh the
special tax levied by the authority of said Village for the cost of
the sidewalk in this ordinanoe specified remains due and unpaid,
and that the amounts therin stated as due and unpaid have not been
oolleoted nor any part thereof.
S~CTION 8. All the prooeedings hereunder fot the con-
struotion of said sidewalks and the collection ~~ said speoial
tax shall be in oonformity with and in the manner prescribed
by the provisions of the said act of the General Assembly of the
state of Illinois, entitled "An Act to provide additional means
for the construotion of sidewalks in cities, towns or villages"
approved April 15th, 1875, in force July 1st, 1875, as the same
is now amended and supplemented and as now in foree.

SECTION 9. All ordinances or parts of ordinances in
oonflict with the provisions of this ordinanoe are hereby repealed
so far as they are in oonflict herewith.
SECTION 10. This ordinanoe shall be in full force and
effect from and after its passage.

Village of Mount Prospeot, on the 2nd day of September, A.D. 1924,
