The meeting convened at 9:00 a.m. Those present were Mayor Irvana Wilks, Trustees Arlene Juracek,
Paul Hoefert, and Steven Po lit. Representing the Village were Village Manager Michael Janonis and
Human Services Director Nancy Morgan.

Mayor Wilks announced that the Susan B. Komen walkers were passing through town today.
Carol Tortorello, South Elmhurst Avenue - Ms. Tortorello is concerned about a hedge growing behind
a fire hydrant possibly blocking its view at Go-Wan-do & WaPella. There is often an eighteen wheel cab
parked at 302 S Pine. There is a PVC pipe sticking out of ground 201 S WaPella. Mr. Janonis said that
these items will be looked into. She asked about the status of feral cats and was told staff is about to
make recommendations to the Board.
Thomas Tezky, North School Street - Mr. Tezky called 911 regarding an incident in his neighborhood,
and wanted to thank the paramedics for their rapid and skillful response.
Roy Froelich, West Busse Avenue - Mr. Froelich complimented the Village on the Home Delivered
Meal and the Snow Removal programs. He commented that the Melas Park Carnival bands were very
loud and requested that in the future they lower the volume. Trustee Polit, a member of the Lions Club,
said that they plan to have a sound meter at next year's carnival.
Sheldon Tabas, Wheeling Road - Mr. Tabas stated that the deadline of mid-May for the shared public
sidewalk repair program is too early for his town home association to make because the association has
not completed their inspections of the property by that date. The sidewalks by 1180, 992 and 994
Wheeling Rd. have severe problems. Mayor Wilks will have Public Works look into this matter. He asked
about graffiti tagging and was told by Mr. Janonis that by code owners have fourteen days to remove
graffiti. He said that the Traffic Control Box on the northwest side of Kensington and Wheeling Roads has
been tagged. The Village will report this. He asked about independent parkway signs and was told that
they are illegal; however it is difficult to track down the offenders. He complained about the "Hoy" free
newspapers that are dropped off unsolicited. Several other attendees agreed. He complained that Euclid
Mall does not maintain their property at the east end of their property line along the south side of the
parking lot. Mr. Janonis said that these matters will be looked into. He asked about the bumpy repairs
Cook County made to Euclid Road by Buffalo Wild Wings and a discussion about the County's road
repair process ensued. He observed that the J.U.L.I.E. markings on sidewalks look like graffiti. After a
discussion, the Manager said he would bring this up with the Northwest Municipal Conference.
Ivanra Olivanes, East Alder Lane - Ms. Olivanes complained that pet owners were not picking up after
pets. After a discussion, it was concluded that you must catch and remind owners in the act.
Linda Way lie, Windsor - Ms. Waylie stated that she no longer has a place to park her bike when she
attends the Farmers Market since the bike rack by the former Carriage Inn was removed. She was told
that there is a bike rack in the middle of parking lot as well as the Lions Club has a secured area where
one may leave a bike unlocked. The Village may install another rack. She was pleased to hear that the
Board voted against the Right Turn on Red Light Camera program. She raised concerns about the
number of trees and bushes marked with orange dots in the Kensington Business Park. After a
discussion of the conservative nature of the Village's Forestry Division, she felt reassured.
Allen Teplitz, West Algonquin Road - Mr. Teplitz complimented the Village on improvements on the
south side of town, especially around Busse and Algonquin. He appreciates the painted crosswalks. He
asked if it was possible to change the due date on the garbage bill because of their Condo Association
Board's cash flow issues. Also, he felt the Association's water bill was high. Mayor Wilks said this will be
looked into. He wondered if the loss of United Airlines would have an effect on the Village. A discussion
took place regarding annexation of the property.
Greg Grunewald, West Algonquin Road - Mr. Grunewald had several issues with the dumpsters on the
Condo property. Mr. Janonis will follow up regarding garbage over flow. He complimented the work of
the Police Department and asked about the Police HEAT program. He requested a greater police
presence on the south side because he has seen an increase in drunk or passed out individual in the
bushes or sleeping over night in the far west corner of Crystal Court. There was a question regarding
window coverage code violation regarding the Aura Reading signs at the corner of Northwest Hwy and
Emerson. Mr. Janonis will follow up.
Kimberly Skic, North Owen - Ms. Skic asked about the road repair at Isabella and Maple. There was a
brief discussion regarding the road repair process. She asked about the economic conditions of the
Village, and there was a brief discussion on the subject.
Anita Taylor, Burning Bush - Ms. Taylor had questions about work completed in her back yard and was
told the water will drain into the storm sewer.
David Schein, NaWaTa Avenue - Mr. Schein said that the neighbors around I-Oka & Shabonee are
concerned about the lack of a traffic sign since the yield sign was removed. He suggested that the
Village produce PR "I" shirts that say "MP #1 place to raise kids." Mr. Janonis will discuss this with
Maura.
