HomeMy WebLinkAboutOrd 91 10/20/1926 ~ qj AN ORDINANOE PROVIDIBG FOR THE CONSTRUOTING AID LAYING OF A CONNEOTED SYSTEM OF WATER MAIlS, TOGETHER WITH ALL NECESSARY APPURTENANOES II OWEN STREET~ISTBE VILLAGE OF MOUlT PROSPEOT, COUNTY OF OOOK AID STATE OF ILLINOIS. BE IT ORDAINED by the President and Board of Trustees of the Village of Mount Prospect, Oounty of Oook and State of Illinois: SEOTION 1. That a local improvement be made within the Village of Mount Prospect, Oounty of Oook and State of Illinois, the nature, character and description of which local improve- ment is as follows: That a connected system of water mains, including valves, valve boxes, tees, fire hydrants, fire hydrant connections, special castings and fittings, and all necessary appurtenances shall be constructed and laid in said Village as follows: ~ cast iron water supply pipe of six (6) inches th~ernal diamet~~!~ be'constructed and laid along a line parallel with and thirteen (13) feet easterly of the center line of OWIN STREET, from and properly connected with an existing six inch on twelve inch cast iron cross in an existing twelve (12) inch cast iron water supply pipe located twenty (20) feet southerly of the northerly street line of Evergreen Avenue, to a point twenty feet southerly of the northerly street line of Milburn Avenue, extended from the east. One (I) suitable six (6) inch gate valve shall be placed in said water supply p~pe at the southerly street line of ~vergreen Avenue; Two (2) fire hydrants shall be placed in OWEN STREET a10ni a line parallel with and eight (8) feet westerly of the easterly street line of Owen Street, and distant respectively eight (8) feet and three hundred (300) feet northerly of the . . ,../': I ! northerly street line of Milburn Avenue extended from the east. All cast iron pipe herein provided for shall be made of the best quality of cast iron. Said pipe shall have a weight per lineal foot of thirty-three and three-tenths (33.3) pounds. Pipes shall be of the type known as bell and spigot pipe. Cast iron tees for hydrant connections herein provided for shall have the following weight: Six (6) inches internal diame- ter, t.o'~ hundred (200) pounds. All unconnected ends of pipe and of crosses and tees shall terminate with a bell end which shall be sealed with a cast iron plug. Cast iron plugs shall have the following weights: For sealing pipe or fittings of internal diameter of six (6) inChes, fourteen (l4) pOunds; Fire hydrants shall be connected with said water supply pipes with the best quality of cast iron water supply pipe of six (6) inches internal diameter and of a weight of thirty-three and three-tenths (33.3) pounds per lineal foot, in the same manner hereinbefore provided and specified for water supply pipe. A suitable tee shall be placed in said water supply pipe respectively opposite each of said fire hydrants, and shall be connected with the hydrant by means of said connecting pipe. Said hydrant shall be of the best quality of cast iron, bronze mounted, with five (5) inch valve opening, five and one-half (~) foot standpipe, two (2) two and one-half (at) inch hose connections and one (1) four (4) inch steamer connection. In the above descriptions of locations of fire hydrants the respeotive distances of eight (8) :l!et from the respective street lines shall be measured in a direotion normal to said street lines. In the above desoription of locations for fire hydrants, distance other than the eight (8) foot distances hereinbefore mentioned, shall be measured along a line eight (8) .. . " feet distant from and parallel with the street line (~jaoent to .. said fire hydrant and eight (8) feet distant therefrom) and passing through said fire hydrants. In the above described locations of gate valves 'whentver a distance in feet is mentioned, it shall be so oonstrued to mean a distance measured_along the oenterline of the water supply pipe in whioh said gate valve is plaoed, unless the same be ~noonsistent with the oontext. All valves shall have bodies of the best quality of oast iron, with bronze mountings, and the stems of said valves shall be of the best quality of bronze. Said valves shall be of the type known as "do.ublJe gate valvest' with two oast iron hubs or sookets, and shall be smooth and without imperfeotions, and shall stand, without leaking, a hydraulio pressure of three hundred (300) poundS per square inoh. Each of said valves shall be equipped with an adjustable extension valve box, which shall be of the best quality of cast iron and shall be cylindrical in shape, with an internal diameter of four and one-half (4i) inches, and shall weigh not less than one hundred and twenty-five (125) poundS. Each such valve box shall be provided with a detachable cover or lid, which shall be even with the surface of the ground, and shall be of the best quality of cast iron. Each such valve vox shall be so construoted as to allow for an extension from five (5) feet to six (6) feet (measured from the top of the body of the valve). Each suoh oover shall have the word "water" oast in raised letters on the top surface thereof. All tees shall be of the best quality of cast iron. Said water supply pipes shall be placed with the top surface not less than six (6) feet below the surface of the said system of streets. ~ Said water supply pipe shall be laid in aworkmanlike manner uDder the direotion, instruotion, supervision and super- intendanoe of and subject to the approval of the Board of Local Improvements, and as follows, to-wit: ~.(?aCh pipe shall be laid level upon a firm bed. Exoava- tions shall be made under the bell of each pipe so that the entir length of pipe shall lie upon the bottom of the trench. All pieces of said pipe shall be close-fitted, and shall be oaulked with at least one and one-half (It) inches of well rammed, un- tarred rope yarn, above which shall be poured molten lead in such quantity that after being compacted by caulking around the entire oiroumference of said pipe, the lead Will stand flush with the outside of the bell of the pipe. Spigots shall be concentrioally p1aoed in the bells of said pipe so as to admit of a uniform thickness of yarn and lead. The lead shall be of the best quality of soft oaulking lead, free from antimony, tin or arsenic. In each joint of six (6) inch pipe not less than ten and twenty five (10.25) pounds of 1eEd shall be used. Wherever herein a .point" is designated for the beginning or termination of water mains, the same shall be construed to mea the centerline of said pipes, and wherever the line of constructi is prescribed, the same shall be construed to mean the centerline of the pipe. Whenever herein a distance between parallel lines is mentioned, said distance shall be oonstrued to mean a dis- tance measured along a line normal to said parallel line. Wherever a distance in the direction of the length of one of said water supply pipes is mentioned herein, said distance shall be construed to mean a distance measuredalong the centerlin \ of said pipe, unless the same is inconsistent with the context. I . '" .. The local improvement herein provided for shall constitut and be a connected system, and said water supply pipes inter- secting with other supply pipes shall be connecte6 with such other pipes at the points of suCh intersection whether or not the connection is herein specifically set forth. All the work herein provided shall be done in a workman- like manner under the direction and supervision of and subjeot to the approval of the Board of Local Improvements. All materials of every kind and character to be used in the construction of this improvement shall be of first-class quality, suitable for the purpose for which they are provided and used, and subject to the inspection and approval of the Board of Local Improvements. All trenches excavated ,for the laying of water mains shall be refilled with all the material excavated, and tamped or flooded so as to leave the surface of the roadway in as good condition for travel as before the oommenoement of the work. SEOTION 2. That the recommendation of the Board of Local Improvements providing for said improvement, together with the estimate o~ the cost thereof made by the Pr~sident of said Board, both hereto attached, be and the same are hereby approved. SECTION 3. That said proposed improvement shall be made for the purpose of supplying the present and future inhabi- tants of the neighborhood of said improvement with water for domestic and commercial purposes, including fire protection and such inhabitants of said Village shall have and they are hereby given the right of making service pipe and other oonneotions between their respeotive lots, blockS, traots and paroels of land and said water mains, and may use the water thus obtained upon suoh terms and conditions as are or may be hereafter lawfully imposed by the authorities of said Village. SECTION 4. That said improvement shall be made and the whole cost thereof be paid for by special assessment in accordance with an act of the General Assembly of the State of Illinois, entitled: "An Act Concerning Local Improvements", approved June 14, 1897, and the amendments thereto. SECTION 5. That the aggregate amount assessed and each individual assessment, and also the assessment against the municipality on account of property owned by the municipality and for the publiC benefit, shall be divided into ten (10) installments in the aanner provided by the statute in such case made and provided, and each of said installments shall bear interest at the rate of six percent (6~) per annum, according to law, until paid. SECTION 6. And for the purpose of anticipating the collection of the second and succeeding installment of said assessment for said improvement, bonds shall be issued, payable out of said insta.llments, bearing interest at the rate of six percent (6~) per annum, payable annually, and signed by the President of said Village and attested by theVillage Clerk. unde the corporate seal of said Village. Said bonds shall be issued in accordance with and shall in all respects conform to the provisions of the Act of the General Assembly of the State of IllinoiS entitled: "An Act Concerning Local Improvements", approved June 14, 1897, and amendments thereto. SECTION 7. That the sum of ONE HUNDRED TEN DOLLARS (1110.00) of the amount of said assessment shall be applied toward the payment of the cost of making and collecting said assessment as is by law provided. .. That upon the passage and approval of this ordinance the President of said Village be and he is hereby directed t~ file a petition in theCounty Court of Cook County, Illinois, in the name of the Village of Kount Prospect, prayi~ that steps may be taken to levy a speoial assessment for said improvement in acoordanoe with the provi8&&nS of this ordinance and in the manner presoribed by law. Gentlemen: We herewith submit an ordinance for constructing aDd layinga connected system of water mains, including valves, valve boxes, fire hydrants, fire hydrant connections, special fitt1ngs and all necessary appUrtenances, to be constructed and laid in Owen Street in the Village of Mount Prospect, County of Cook and State of Illinois, all as more fully described in said ordinance herewith submitted, together with an estimate of the cost of said proposed improvement, including all labor, material and other lawful expenses attending the same, together with a sum not exceeding six percent (6%) of the cost to be applied toward the cost of making and collecting the assessment therefor, and suoh other costs as is by law provided, and recommend the passage of said ordinance and the making of the improvement described therein. BOARD OF LOUAL IMPRO~EMENTS II To The Board of Local Improvements of the Village of Mount Prospect,and To The President and Board of Trustees of Said Village~ Gentlemen: The Board of Local Improvements of said Village having adopted a resolution providing for the oonstruction and laying of a connected system of water main extension, including valves, valve boxes, fire hydrants, fire hydrant connections, special castings and fittings, and all necessary appurtenances, to be constructed and laid as follows: A cast iron water supply pipe of six (6) inches internal diameter shall be constructed and laid along a line parallel with and thirteen (13) feet easterly of the center line of Owen Street, from and properly connected with an existing six inch on twelve inch cast iron cross in an existing twelve (12) inch cast iron water ~upply pipe located twenty (20) feet southerly of the northerly street line of Evergreen Avenue, to a point twenty (20) feet southerly of the northerly street line of Milburn Avenue, extended from the east.
