AN ORDINANCE PROVIDING FOR TEE LAYING AND CONSTRUCTING
OF A SYSTEM OF LEAD WATER SERVICE PIPES IN EMERSON STREET BETWEEN
SBASOdl mAl L AND LINCOLN AVENUE, IN mE VI LLAGE OF llOUNT PROS-
PECT, COUNTY OF COOK AND STATE OF ILLINOIS.
BE IT ORDAINED by

the President and Board of Trustees
of the Village of Yount Prospeot, County of Cook and State of
Illinois:
SECTION 1. That a local improvement shall be made within
the Village of Mount Prospect, Illinois, the nature, charaoter,
looality and description of which local improvement is as fol-
lows:
That a system of water service pipes of three-fourths
(3/4) of an inoh internal diameter, inoluding brass taps, brass
stop cooks, and spiral cast iron shut-off boxes, shall be con-
structed and laid in Emerson Street between Shabonee Trail and
Lineoln Avenue, from and properly conneoted with an existing
water main to points sixteen (16) feet (measured at right angles)
from the oenter line of Emerson Street and one opposite to and
extending toward ea.ch of the following lots, blockS, tracts or
parcels of land:
Lots One (1) to Eleven (11) both inclusive
in Blook One (1) of Prospeot Highlands, being a
Subdivision of the westerly Three Hundred seventy-
nine and four-tenths (379.4) feet of the Ea.st one-
half (E 1/2) of the North Sixty (60) rods of the
Southwest one-half (SW 1/2) of Seotion Twelve (12),
Township Forty-one (4l) North, Range Eleven (11)
East of the Third (3rd) Prinoipal Keridian, exoept
the North Thirty-three (33) feet thereof, dedioated
for Publio Road;
Lots One (I) to Eleven (11) both inclusive
in Block Two (2) of said Prospect Highlands.
Said water service pipes shall be of lead Ilextra strong"
of three-fourths (3/4) inch internal diameter and a weight of
three (3) pounds eight (8) ounoes per lineal foot.
Eaoh of said pipes shall be connected with said main
water pipe by a brass tap of three-fourths (3/4) of an inch

internal diameter and a wilght of thirty (30) ounoes, and shall
extend horizontally at right angles with said main water pipe
to a point as hereinbefore desoribed, and shall be provided
with a brass cock of three-fourths (3/4) of an inch internal
diameter and a weight of thirty (30) ounoes and a spiral shut-
off box of the best quality of cast iron of two and one-salf
(at> inohes internal diameter and of such construotion that it
can be extended in length from four (4) feet and six (6) inohes
to six (6) feet and six (6) inches in length, weighing twenty-
eight (28) pounds placed at a point one (1) foot from the end of
the stub (measured toward the centerline of the street) as here
i~ described. On the top of the cover of said shut-off box
shall be cast the words "Oity Water". All material used herein
shall be of the best quality and subject to the approval of the
Board of Local Improvements of the municipality inwhioh said
improvement is to be construoted. All taps and cocks shall be 0
round way type.
No water servioe ,pipe shall be laid nearer than eighteen
(181 inohes from a parallel trenoh, except that lead servioe
pipes may be laid in a shelf cut in side of trench for house
drain, provided that soil is firm and unyielding and provided
that shelf is cut and water service pipe is placed at the back
end of such shelf, and provided baokfill in house drain is
properly compacted by being tamped thoroughly in layers fOUr
(4) inches deep, and provided that'top of sewer pipe is at
least twenty-four (24) inches lower than lead pipe.
The main must be tapped at an angle of forty-five (45)
degrees with the vertical and the oook must be turned so that
the I-handle will be on top.
A goose neok shall be provided for each service pipe
adjaoent to the tap and must be supported by means of brick
built up from the bottom of the trenoh.
The service pipe shall be laid sufficiently waiving to
allow not less than one (1) foot extra length in its entire
length, and in such manner as to pI" event rupture by settlement
of the earth about it, and shall be laid at a dJ'pth of at least
five (5) feet below the grade of the street.
In no case shall bottom of trench be less than five (5)
feet below the existing ground level in the street.
Pipes
shall be subjected to a hydrostatic pressure of one hundred
and fifty (150) pounds per square inch after the pipes are laid
and before any backfilling is done, and each pipe fiball be re-
quired to sustain this pressure for a period of ten (10) minutes
without leakage before the trench is backfilled.
All earth removed in excavating for said water service
pipes shall be returned to the trenches from which it was taken,
and shall be replaced in layers not exceeding four (4) inches
in depth; each layer shall be thoroughly compacted by ramming,
and the earth shall be moistened sufficiently to permit the
return of all earth to the trench's by being rammed as above
specified. When compacted the surface of the backfilling in
the ~renches shall not be higher than the general surface of
the adjacent ground on either side of same, and the roadway of
street shall be left in as good condition for travel as it was
before commencement of work.
SECTION 8. That the recommendation of the Board of
Local Improvements providing for said improvement, together
with the estimate of the cost thereof made by the President of
said Board, both hereto attached, be and the same are hereby
approved.
SEOTION 3. That said improvement ,shall be made and
the whole cost thereof be paid for by special assessment in
accordance with e.n Act of the General Assembly of the State of
Illinois, entitled: "An Act Concerning Local Improvements",
IIC!ION 8. This ordinance shall be in full force from
and after its passage and approval.

To the President and Board of Trustees
of said Village.
Gentlemen:
The Board of Local Improvements of said Village having
presented to the President and Board of Trustees of said Village,
a recommendation that the following local improvement, to be
paid for by special assessment, be made, to-wit:
Oonstructing lead water service pipes, including brass
taps, brass stop cocks and spiral cast iron shut-off boxes, and
all necessary appurtenances, as follows:
In EMERSON STREET between Shabo nee Trail
and Lincoln Avenue,
All in the Village of Mount Prospect, Oounty of Oook
and State of Illinois; opposite the lots, blocks or parcels of
land fronting on said streets and more specifically dlscribed
in the draft of an ordinance accompanying said recommendation,
and which lots, blocks, tracts or parcels of land are not now
served by lead water service pipes;
I herewith submit an estimateof the cost of such im-
provement, including all labor and materials and other lawful
expenses attending the same, and including also a sum not to
exceed six percent (6%) of the estimated cost thereof to be
applied toward the payment of the cost of making and collecting
the assessment therefor, and such other lawful expenses as is
by law provided,vt~:
