X. OLD BUSINESS A. PZ-11-09, 1750 West Central Road, Dasom Community Center 1) 2nd reading of AN ORDINANCE GRANTING A MAP AMENDMENT TO REZONE PROPERTY FROM LIMITED INDUSTRIAL (11) TO CONSERVATION RECREATION (CR) DISTRICT. This ordinance grants a map amendment to rezone property located at 1750 West Central Road. The Planning and Zoning Commission recommended approval by a 6-0 vote. (The petitioner requests an extension to the August 4, 2009 deferral approved by the Village Board by a vote of 5-0 at the July 14, 2009 Village. Request to defer item from August 4,2009 to the September 1, 2009 Village Board meeting.) 2) 2nd reading of AN ORDINANCE GRANTING A CONDITIONAL USE PERMIT TO OPERATE A COMMUNITY CENTER FOR PROPERTY LOCATED AT 1750 WEST CENTRAL ROAD. This ordinance grants a Conditional Use permit to operate a community center. The Planning and Zoning Commission recommended approval by a 6-0 vote. (The petitioner requests an extension to the August 4, 2009 deferral approved by the Village Board by a vote of 5-0 at the July 14, 2009 Village. Request to defer item from August 4, 2009 to the September 1, 2009 Village Board meeting.) B. PZ-13-09, TEXT AMENDMENT TO CHAPTER 14 (ZONING) OF THE VILLAGE CODE OF MOUNT PROSPECT 2nd reading of AN ORDINANCE AMENDING CHAPTER 14 (ZONING) OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance makes numerous updates to the Village Code related to Zoning regulations. The Planning and Zoning Commission recommended approval by a 6-0 vote. XI. NEW BUSINESS A. PZ-16-09, 401 East Kensington Road, Mr. Fangman/Dr. Hsu 1st reading of AN ORDINANCE GRANTING A MAP AMENDMENT TO REZONE PROPERTY FROM ATTACHED SINGLE-FAMILY RESIDENCE (R-2) TO BUSINESS OFFICE (B-1) DISTRICT. This ordinance grants a map amendment to rezone property located at 401 East Kensington Road. The Planning and Zoning Commission recommended by a vote of 6-1 to deny the request; adoption of the ordinance requires a super majority vote for approval. (Exhibit A) (Exhibit B) B. PZ-17-09, 927 South Busse Road, Ronald J. Ambrose - Shell Service Station 1st reading of AN ORDINANCE GRANTING A VARIATION (FRONT YARD (Exhibit C) SETBACK) FOR PROPERTY LOCATED AT 927 SOUTH BUSSE ROAD This ordinance grants a variation for front yard setback to allow for installation of a canopy. The Planning and Zoning Commission recommended approval by a vote of 7-0. Page 2 of 3 Village Board Agenda 8/4/2009 C. 1st reading of AN ORDINANCE AMENDING CHAPTER 4, ARTICLE I, ENTITLED "VILLAGE MANAGER" AND APPENDIX A, DIVISION I ENTITLED "BONDS, SALARIES, INSURANCE AND MISCELLANEOUS" OF THE VILLAGE CODE OF MOUNT PROSPECT This ordinance amends Chapter 4 entitled "Village Manager" and Appendix A, Division I entitled "Bonds, Salaries, Insurance and Miscellaneous" relating to the functions and duties of the Village Manager. (Exhibit D) D. 1st reading of AN ORDINANCE AMENDING CHAPTER 9, ENTITLED "PUBLIC UTILITIES, PAVEMENT AND TREE REGULATIONS" OF THE VILLAGE CODE OF MOUNT PROSPECT. This ordinance amends Chapters 9, entitled "Public Utilities, Pavement and Tree Regulations" by relocating provisions relating to licenses for the placement of private lawn sprinkling systems in the public right-of-way from Chapter 4 to Chapter 9 of the Village Code. (Exhibit E) XII. VILLAGE MANAGER'S REPORT A. Request Village Board approval to accept bid for Prospect Meadows water main replacement project Phase 3 in an amount not to exceed $1,073,137. B. Request Village Board approval to accept proposal from C. E. Design for construction engineering services for Prospect Meadows water main project Phase 3 in an amount not to exceed $49,744. C. Request Village Board approval to ratify a collective bargaining agreement between International Union of Operating Engineers, Local 150 (Building Inspectors - Community Development) and the Village of Mount Prospect for the period of May 1, 2009 through December 31, 2011.
