RESOLUTION NO. 28-91
A RESOLUTION REGARDING THE RELEASE
OF EXECUTIVE SESSION MINUTES
WHEREAS, the Mayor and Board of Trustees of the Village of Mount
Prospect have met from time to time in executive session for
purposes authorized by the Illinois Open Meetings Act; and
WHEREAH, as required by the Act, the Village Board has kept written
minutes of all such executive sessions; and
WHEREAS, pursuant to the requirements of Public Act' 85-1355, the
Mayor and Board of Trustees have met in closed session to review
all closed session minutes; and
WHEREAS, the Mayor and Board of Trustees have determined that a
need for confidentiality still exists as to the executive session
minutes for the meetings as set forth on Schedule A attached
hereto; and
WHEREAS, the Mayor and Board of Trustees have further determined
that the minutes of the meetings as noted on Schedule A attached
hereto no longer require confidential treatment and should be made
available for public inspection.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the executive session minutes from those
meetings as set forth on Schedule A attached hereto are hereby
released.
SECTION TWO: That the Village Clerk is hereby authorized and
directed to make said minutes available for inspection and copying
in accordance with the standing procedures of the Clerk's Office.
SECTION THREE: That this Resolution shall be in full force and
effect from and after its passage and approval in the manner
provided by law.

EXECUTIVE SESSION
MAY 21, 1991
The Executive Session was called to order at 9:41 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
reviewing Executive Session Minutes. Present at the Executive Session were: Mayor
Gerald Farley; Trustees Mark Busse, George Clowes, Timothy Corcoran, Leo Floros, Paul
Hoefert and Irvana Wilks. Also present was Village Manager John Dixon.
The Board met to review Executive Sesslon items since October of 1990 as well as items
that have been kept in the Executive Session Minutes and not opened to the public prior
to that.
The Board reached general concurrence on items which should be opened to the public.
The Executive Session was adjourned at 10:05 p.m. and the Board went back to the open
session of the regular Board meeting. The regular session reconvened at 10:10 p.m. All
Board members were present as well as the Village Manager. On a Motion by Trustee
Corcoran and Seconded by Trustee Clowes, the Board Moved m release the following
Executive Sessions:

March 12, 1991

OCTOBER 16, 1990
The Executive Session was called to order at 9:42 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, to review the Executive
Session Minutes from the last six months. Present at the Executive Session were: Mayor
Gerald Farley; Trustees Ralph Arthur, Mark Busse, Timothy Corcoran, Leo Floros and
Theodore Wattenberg. Absent from the Executive Session was Trustee Van Geem. Also
present was Village Manager John Dixon.
The Board met to revie~v the Executive Session Minutes of the last six months. After
review, they determined that the Minutes that have been held in Executive Session for
the last review of January 30, 1990 should remain in the Executive Session file at this
time and the Minutes fi:om the September 11, 1990 Minutes should remain in the
Executive Session file. All other Minutes can be released. Those dates are: April 3,
1990; April 10, 1990; April 17, 1990; May 15, 1990; June 5, 1990; June 19, 1990; July 24,
1990 and September 4, 1990 all may be released.
It was motioned to adjourn the Executive Session at 9:44 p.m. by Trustee Arthur and
seconded by Trustee Corcoran.
The Board then reconvened in regular session m announce the outcome of the review.

EXECUTIVE SESSION
NOVEMBER 6, 1990
The Executive Session was called to order at 11:43 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, to discuss pending
litigation and a Workers' Compensation claim request for payout. Present at the
Executive Session were: Mayor Gerald Farley; Trustees Ralph Arthur, Mark Busse.
Timothy Corcoran, Leo Floros, George Van Geem and Theodore Wattenberg. Also
present were Village Manager John Dixon and Village Attorney Everette Hill.
The first item that was discussed was a request for a Workers' Compensation Claim
payout in the amount of $105,000 for a Firefighter. It was the unanimous decision of
the Board to concur with this payout.
The second item discussed concerned the Disconnect Suit and a telephone call from the
attorney for the Snuggery concerning possible compromise in this Suit.
The third item that was discussed was the pending Suit of Artfield Builders. Attorney
Hill gave an update and status of that Case at this time.
The Executive Session was adjourned at 12:02 a.m.
The Board then reconvened in regular session.

NOVEMBER 20, 1990
The Executive Session was called to order at 10:25 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for personnel reasons.
Present at the Executive Session were: Mayor Gerald Farley; Trustees Ralph Arthur,
Timothy Corcoran, Leo Floros, and George Van Geem. Absent from the Executive
Session were: Trustees Mark Busse and Theodore Wattenberg. Also present were
Village Manager John'Dixon and Police Chief Ronald Pavlock.
The Board discussed the informational picketing by the Metropolitan Police Association
and discussions that took place on November 19 between Village management and
representatives of the local Association.
The Executive Session was adjourned at 11:24 p.m. wherein the Board reconvened the
Village Board meeting to discuss five points of agreement that were entered into on
Monday, November 19.

EXECUTIVE SESSION
FEBRUARY 12, 1991
The Executive Session was called to order at 12:09 a.m.; in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
discussing potential litigation, personnel and collective bargaining. Present at the
Executive Session were: Mayor Gerald Farley; Trustees Ralph Arthur, Mark Busse,
Timothy Corcoran, George Van Geem and Don Weibel. Absent from the Executive
Session was Trustee Leo Floros. Also present were Village Manager John Dixon and
Village Attorney Buzz Hill.
The first item of discussion under Potential Litigation concerned letters and comments
made by property owners on North Pine in regards to occupancy of a house. The Board
concurred that Temporary Occupancy would be consistent with past Village practice.
The second item which was discussed was a concern that a resident had raised about a
Building Inspector. The licensing of this individual was reviewed as well as the
requirements that he requested the contractor do at this respective house. The Board
concurred that the action taken by the Inspector was appropriate.
The third item was response to litigation of the Artfield Builders' Case. Attorney Hill
indicated that we still have not heard the Judge's decision concerning this matter which
is approximately one month past the final Court date.
The fourth item of discussion was the Disconnect Suit and Snuggery. The Snuggery has
responded to the last communication from the Village attorney indicating they are not
interested in exploring further discussions at this time for settlement purposes.
The fifth item that was discussed was the matter of the Fire Wage Committee
Agreement, The Village Manager brought the Board up to date on the discussions that
have been held with the Fire Wage Committee and indicated there was a tentative
agreement for an across-the-board salary increase of 5% in the first year; 4-1/2% the
second year and 4-1/2% in the third year with some modifications to Certification pays
for Firefighters who obtain the State Certification.

MARCH 12, 1991
The Executive Session was called to order at 10:03 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
discussing litigation and personnel. Present at the Executive Session were: Mayor
Gerald Farley; Trustees Ralph Arthur, Mark Busse, Timothy Corcoran, Leo Floros,
George Van Geem and Don Weibel. Also present was Village Manager John Dixon.
The first item discussed was an update and review of settlement discussions with the
Snugge~y.
The second item discussed was the annual review of the Village Manager. It was
determined that the Manager's salary be increased by 6% with a $25 per month increase
in the car allowance.
The Executive Session was adjourned at 11:13 p.m.

APRIL 3, 1991
The Executive Session was called to order at 11:58 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
discussing litigation. Present at the Executive Session were: Mayor Gerald Farley;
Trustees Mark Busse, Timothy Corcoran, Leo Floros and Don Weibel. Absent from the
Executive Session were Trustees Ralph Arthur and George Van Geem. Also presem
were Village Manager John Dixon and Village Attorney Buzz Hill.
Artfield Builders' Case. Village Attorney Buzz Hill gave an update concerning Judge
Wolfson's Order. It was determined that there should be an Executive Session meeting
on litigation with the homeowners who surround the Artfield Builders' property on April
13 at 9:00 a.m.
The Executive Session was adjourned at 12:32 a.m.

APRIL 13, 1991
The Executive Session was called to order at 9:00 a.m., in the Trustees' Room of Village
Hall, by Mayor Farley for the purpose of discussing litigation. Present at the Executive
Session were: Mayor Gerald Farley; Trustees Timothy Corcoran, Leo Floros and Don
Weibel. Absent from the Executive Session were Trustees Ralph Arthur, Mark Busse
and George Van Geem. Also present were Village Manager John Dixon, Village
Attorney Everette Hill, Planning and Zoning Director Dave Clements and Inspection
Services Director Chuck Bencic. In addition, the Board invited residents in the area of
the Artfield Builders' Case and there were 18 residents in attendance at this meeting.
Village Attorney Buzz Hill reviewed the Artfield Builders' Case and the Order of Judge
Warren Wolfson concerning this matter. Mr. Hill spent a considerable amount of time
reviewing the Court proceedings, the evidence that was presented, the outcome and listing
the alternatives that the Board has as well as the residents with this matter.
There was general concurrence of all present to move ahead with the neogitations with
the developer to try to get the best development possible on that site under the
constraints of the 1980 Consent DeCree.
The Executive Session was adjourned at 10:05 a.m.
