Central Road, Mount Prospect, Illinois 60056-2229 MINUTES OF THE MOUNT PROSPECT SAFETY COMMISSION DRAFT CALL TO ORDER The regular meeting of the Mount Prospect Safety Commission was called to order at 7 :05 p.m. on Monday, December 8, 2008. APPROVAL OF MINUTES Chairman Commissioner Commissioner Commissioner Commissioner Police Department Representative Fire Department Representative Public Works Representative Traffic Engineer - Staff Liaison Commissioner Commissioner Tortorello, seconded by Commissioner Bencic, moved to approve the minutes of the regular meeting of the Safety Commission held on June 9, 2008. The minutes were approved by a vote of 8-0. CITIZENS TO BE HEARD Jolanta Szajna, 552 Ida Court, owns a rental unit where her tenants park overnight on the street because of limited driveway space. Other units along Ida Court are in a similar situation. The Village has allowed overnight parking on one side of the street to accommodate the residents. However, during snowfalls greater than two inches, Village ordinance requires vehicles to be moved from streets to allow Phone 847/870-5640 Fax 847/253-9377 www.mountprospect.org \ for snow plowing operations. This includes Ida Court. According to Ms. Szajna, the Police Department has not ticketed Ida Court residents for parking on the street during snow events until this year. And the last couple of events have resulted in residents receiving tickets. She is looking to avoid more tickets in the future and wants to know what can be done. Sergeant Etemo explained the Village ordinance and stated that signs are in place to make residents aware of the ordinance. There is no agreement that allows Ida Court residents to park on the street during snow events. Mr. Bures explained the need to plow the entire street so that Village services are not hindered. He mentioned other multi-family developments in similar situations that make other parking arrangements during snow events so that the Village can plow the entire street. The other residents of Ida Court shared the same issue and wanted to know their options. The Commission suggested that they contact the Rec Plex to see if an area of their parking lot could be used during snow events. It was also suggested that the owners work together to come up with a unified plan that could be presented to the Village. One of the Ida Court residents wondered if parking could be allowed on both sides and the plows just clear a path similar to Chicago operations. Battalion Chief Livingston explained that emergency services would be delayed and the Fire Department would prefer the streets to be fully plowed and cleared. After much general discussion, Traffic Engineer Lawrie said the Safety Commission cannot simply waive the ordinance to make it more convenient for the residents. Waiving the ordinance would compromise safety going against the purpose of the Commission. He reiterated that the residents should work together to come with a unified plan first looking at other parking arrangements. Ultimately, if the issue persists, other Village Staff may have to get involved rather than having the Safety Commission resolve it. OLD BUSINESS There was no old business to discuss. NEW BUSINESS Traffic Engineer Lawrie updated the Commission on the status of the Neighborhood Traffic Study. He presented the work that has been accomplished and the work planned for 2009. He mentioned the next Open House is tentatively scheduled for the end of January. It would be for Zones 1, 2, 5 & 6. There were no questions from the Commission. COMMISSION ISSUES There were no Commission issues. I ADJOURNMENT With no further business to discuss, the Safety Commission voted 8-0 to adjourn at 8:25 p.m. upon the motion of Commissioner Pampel.
