IV. PUBLIC TRANSPORTATION STUDY
The Village of Mount Prospect was awarded a grant from the Regional
Transportation Authority through their Community Planning Program to evaluate the
Village's public transportation system. The study investigated the current level of
service, usage, and access to Metra, Pace and bicycle routes and provided
recommendations for enhanced service. The study also developed a station area
plan for the Metra Suburban Transit Access Route (STAR) Line Station proposed
near Busse Road and Interstate 90 (1-90). The Village retained the consultant team
of TranSystems, KLOA, and the Lakota Group to complete the study and the
consultant team will present the recommendations to the Committee of the Whole
Appropriate staff will be on hand to answer questions and facilitate discussion.
V. COMMUNITY CONNECTIONS CENTER UPDATE
Staff will be updating the Committee of the Whole on the status the Community
Connections Center construction, grand opening event, and program evaluation.
VI. SOUTH MOUNT PROSPECT SUB-AREA PLAN
Sub-area plans are a function of Comprehensive Plan and are designed to provide
more specific strategies to meeting goals from the Comprehensive Plan. Long
range planning is critical for land use consistency and planned development; South
Mount Prospect is specifically positioned to be affected by large regional

transportation projects, such as the O'Hare Modernization Program and the
Suburban Transit Access Route (STAR) Line. Improvements to South Mount
Prospect, such as completing the sidewalk system and installing pedestrian traffic
signals, are currently underway, but the Sub-area Plan creates a comprehensive
approach to development and public improvements. Appropriate staff will be on
hand to answer questions and facilitate discussion.
VII. PROPOSED SEPARATE SANITARY SEWER IMPROVEMENTS (BASIN 14)
The Village-owned wastewater collection system is comprised of over 72 distinct
drainage basins. The wastewater flow from these basins ultimately discharges to
the interceptor sewer system owned and operated by the Metropolitan Water
Reclamation District of Greater Chicago (MWRDGC). Each basin has a separate
connection to the MWRDGC interceptor system. Consequently, the Village has over
72 different MWRDGC connections. Generally, most basins are distinct entities and
are not connected to one another.
Basin 14 serves 171 single-family homes and an estimated population of 442
people. Most of the houses in this neighborhood were constructed between 1955
and 1975. Most of the homes feature gravity sewer systems with directfooting or
foundation tile connections. These homes drain to a Village-owned separate
sanitary sewer system primarily comprised of 8" diameter vitrified clay pipe that
generally flows from the north to south. The 8,400 LF of sewer mains in this basin
connect to the MWRDGC interceptor system in the Lincoln Street right-of-way near
1100 West Lincoln.
Since 2001, staff has received basement back-up complaints from a number of
different properties in Basin 14. Of these, several were determined to be the result
of poor flow in the Village-owned sewer mains. Investigations revealed that the
basement flooding was a consequence of too much rain water entering the separate
sanitary sewer system.
Staff will be on hand to discuss the investigations, corrective action, and potential
solutions to the Basin 14 basement flooding problem in greater detail.
