MINUTES OF THE REGULAR MEETING OF
THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT
April 21, 2009
CALL TO ORDER
Village Clerk Lisa Angell called the meeting to order at 7:04 p.m.

APPROVAL OF MINUTES
Trustee Juracek, seconded by Trustee Polit, moved to approve the minutes, of the regular
meeting held April 8, 2009.

APPROVE BILLS APPROVE BILLS AND FINANCIALS
AND FINANCIALS Mayor Pro Tem Hoefert stated the next item on the agenda, "APPROVE BILLS AND
FINANCIALS" was noted by an asterisk, and unless there was a request to remove an
item(s), all items further listed in that manner would be considered with one (1) vote, as

MAYOR'S REPORT MAYOR'S REPORT
Mayor Pro Tem Hoefert presented proclamations in recognition of:
ARBOR DAY "ARBOR DAY, April 24, 2009"
Ms. Sandy Clark, Public Works Forestry/Grounds Superintendent accepted the proclamation
and extended an invitation to the Village Board and community to attend the Arbor Day tree
planting, April 24th, 1 :45 p. m. at Euclid Elementary School.
Ms. Clark also noted the following:
· Village awarded "USA Tree City" Award - 24th year
· Village awarded "Growth" Award - 8th year
Ms. Clark also acknowledged and thanked the Mount Prospect Garden Club for their
generous donation to assist with the purchase of this year's Arbor Day tree.

"PUBLIC SERVICE RECOGNITION WEEK, May 4 - 10, 2009"
Village Manager Michael Janonis accepted the proclamation that recognized public
employees and volunteers at the local, county, state and federal level.
"KIDS DAY AMERICA, May 16, 2009"
Ms. Rosie Novello and Ms. Veronica Chaidez, Innate Concepts Chiropractic accepted the
proclamation. Ms. Novello thanked the Village Board for recognizing this important day
dedicated to the health and well-being of children. She highlighted the many activities that
will take place in celebration of Kids Day America on May 16th at Innate Concepts.
Donations generated from the event will be made to the Mount Prospect Food Pantry and the
Muscular Dystrophy Association.
Mayor Pro Tem Hoefert presented for a first (1~t) reading AN ORDINANCE AMENDING
CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE MOUNT PROSPECT VILLAGE CODE.
This ordinance deletes one (1) Class "R" liquor license issued to Mt. Prospect Park District,
600 South See Gwun Avenue and deletes one (1) Class "S" liquor license issued to Old
Orchard Country Club Restaurant, 700 West Rand Road.
Trustee Polit, seconded by Trustee Juracek, moved to waive the rule requiring two (2)
readings of an ordinance:

Trustee Juracek, seconded by Trustee Pol it, moved for approval of Ordinance No. 5734:

MOUNT PROSPECT VILLAGE CODE

Mayor Pro Tem Hoefert presented for a first (1st) reading AN ORDINANCE AMENDING
CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE MOUNT PROSPECT VILLAGE CODE.
This ordinance deletes one (1) Class "W" liquor license issued to Los Arcos, Inc., d/b/a
Taqueria Los Arcos, 1707 West Algonquin Road and adds one (1) Class "F1" liquor license
to Los Arcos, Inc., d/b/a Taqueria Los Arcos, 1707 West Algonquin Road.
Village Manager Janonis provided background information stating Los Arcos' current liquor
license allows for the service of beer and wine at dining tables only. The owner, Mr. Bonilla,
requests the existing Class F-2 liquor license be converted to a F-1 to allow for service of all
alcoholic liquor at dining tables only. Los Arcos is a Mexican restaurant has held the Class
F-2 liquor license for approximately ten (10) years without incident. Mr. Bonilla is also the
owner of another Mount Prospect restaurant, Marisqueria Flamingos Seafood Restaurant.
Trustee Matuszak, seconded by Trustee Juracek, moved to waive the rule requiring two
(2) readings of an ordinance:

CONDUCT WEEKLY CAR SHOWS
4. Request Village Board approval to accept bid for Emerald Ash Borer (EAB) treatment
in an amount not to exceed $26,000.

OLD BUSINESS
Mayor Pro Tem Hoefert presented for a second (2nd) reading AN ORDINANCE MAKING
CERTAIN AMENDMENTS TO THE ANNUAL BUDGET ADOPTED FOR THE FISCAL YEAR
COMMENCING JANUARY 1, 2009 AND ENDING DECEMBER 31, 2009.
Village Manager Janonis stated the proposed budget amendment reflects a $195,000
decrease in revenue projections and a $3 million dollar increase in budget expenditures.
He stated the decrease in revenue projections is primarily in response to the reduction in the
home rule and state portion sales tax. A significant amount of the $3 million dollar budget
increase is from carryover funds from 2008. These funds will be utilized to finance capital
improvement projects, vehicles and equipment already approved by the Village Board.
Trustee Juracek, seconded by Trustee Pol it, moved for approval of Ordinance No. 5736:
AN ORDINANCE MAKING CERTAIN AMENDMENTS TO THE ANNUAL BUDGET
ADOPTED FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2009 AND
ENDING DECEMBER 31, 2009

NEW BUSINESS
Mayor Pro Tem Hoefert stated the only item under New Business, a resolution authorizing
execution of a Grant of License with the Mount Prospect Downtown Merchants Association
to conduct weekly car shows, had already been approved under the Consent Agenda.

Village Manager Janonis stated Item A., a request for approval of EAB contract was also
approved under the Consent Agenda.
Village Manager Janonis announced the following community events:
1) May 5th Village Board meeting - swearing-in ceremony for Mayor Wilks and
Trustees Matuszak, Po lit and Zadel .
· Public Reception prior to Village Board meeting - 6:00 - 6:55 p.m.
