RESOLUTION NO. 39-91
A RESOLUTION REGARDING THE RELEASE
OF EXECUTIVE SESSION MINUTES
WHEREAS, the Mayor and Board of Trustees of the Village of Mount
Prospect have met from time to time in executive session for
purposes authorized by the Illinois Open Meetings Act; and
WHEREAS, as required by the Act, the Village Board has kept written
minutes of all such executive sessions; and
WHEREAS, pursuant to the requirements of Public Act 85-1355, the
Mayor and Board of Trustees have met in closed session to review
all closed session minutes; and
WHEREAS, the Mayor and Board of Trustees have determined that a
need for confidentiality still exists as to the executive session
minutes for the meetings as set forth on Schedule A attached
hereto; and
WHEREAS, the Mayor and Board of Trustees have further determined
that the minutes of the meetings as noted on Schedule "A" attached
hereto no longer require confidential treatment and should be made
available for public inspection.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the executive session minutes from those
meetings as set forth on Schedule "A" attached hereto are hereby
released.
SECTION TWO: That the Village Clerk is hereby authorized and
directed to make said minutes available for inspection and copying
in accordance with the standing procedures of the Clerk's Office.
SECTION THREE: That this Resolution shall be in full force and
effect from and after its passage and approval in the manner
provided by law.

EXECUTIVE SESSION
SEPTEMBER 17, 1991
The Executive Session was called to order at 9:45 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
discussing Litigation and Collective Bargaining. Present at the Executive Session were:
Mayor Gerald Farley; Trustees Mark Busse, George Clowes, Leo Floros, Paul Hoefert
and Irvana Wilks. Absent from the Executive Session was Trustee Timothy Corcoran.
Also present were Village Manager John Dixon and Village Attorney Buzz Hill.
Litigation. The Disconnection Suit on the south end of the Village was discussed.
Village Attorney, Village Manager and the Mayor had met with the main principal
concerning this Suit last week and had asked for specific positive actions to be taken to
show, in fact, he is interested in resolving this matter. The Board reviewed recent letters
that were sent out by his attorney to other people in the Disconnect area clearly
indicating that it was his intention to withdraw and that all financial matters would have
m be handled by the remaining members of the Disconnect if they so wished.
Village Board then gave authorization to the Village Attorney, Village Manager and the
Mayor to negotiate a settlement within certain parameters.
The second item for discussion was Collective Bargaining. The Village Manager made
the Board aware of the Mount Prospect Police Association vote wherein their
membership agreed to increase employee's payment for single and family coverage for
health insurance. The agreed-upon amount was $14 for single and $40 for dependent
coverage effective September 1, 1991 and on October 1, they will start taking money out
including the September payments.
The Board then indicated they would be going into open session to accept the
modification to the Collective Bargaining Contract with the Police Union.
The Executive Session was adjourned at 10:24 p.m.

JUNE 18, 1991
The Executive Session was called to order at 9:57 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
discussing pending Litigation. Present at the Executive Session were: Mayor Gerald
Farley; Trustees Mark Busse, George Clowes, Timothy Corcoran, Leo Floros, Paul
Hoefert and Irvana Wilks. Also present was Village Manager John Dixon.
The Board discussed pending litigation and settlement discussions in the Disconnect Area
on South Busse. The Board directed the Village Manager to write a letter to all
members of the Disconnect Action indicating that the Village would be willing to meet
with them individually or collectively to see if this matter can be resolved.
The Executive Session was adjourned at 10:08 p.m.

EXECUTIVE SESSION
JUNE 4, 1991
The Executive Session was called to order at 10:35 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
discussing Litigation. Present at the Executive Session were: Mayor Gerald Farley;
Trustees Mark Bnsse, George Clowes, Timothy Corcoran, Leo Floros, Paul Hoefert and
Irvana Wilks. Also present was Village Manager John Dixon and Village Attorney
Everette Hill.
The Board discussed the Settlement Agreement that was proposed by the Snuggery. The
Board indicated that with some modifications that the Attorney and staff should get back
to the Snuggery to see if this matter can be resolved.
The Executive Session was adjourned at 11:55 p.m.

EXECUTIVE SESSION
MAY 21, 1991
The Executive Session was called to order at 9:41 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
reviewing Executive Session Minutes. Present at the Executive Session were: Mayor
Gerald Farley; Trustees Mark Busse, George Clowes, Timothy Corcoran, Leo Floros, Paul
Hoefert and Irvana Wilks. Also present was Village Manager John Dixon.
The Board met to review Executive Session items since October of 1990 as well as items
that have been kept in the Executive Session Minutes and not opened to the public prior
to that.
The Board reached general concurrence on items which should be opened to the public.
The Executive Session was adjourned at 10:05 p.m. and the Board went back to the open
session of the regular Board meeting. The regular session reconvened at 10:10 p.m. All
Board members were presem as well as the Village Manager. On a Motion by Trustee
Corcoran and Seconded by Trustee Clowes, the Board Moved to release the following
Executive Sessions:
October 16, 1990
November 6, 1990
November 20, 1990
February 12, 1991
March 12, 1991
April 3, 1991
April 13, 1991

During the last review, the December 18, 1990 and the January 22, 1991 Minutes remain
