RESOLUTION NO. 31-92
A RESOLUTION REGARDING THE RELEASE
OF EXECUTIVE SESSION MINUTES
WHEREAS, the Mayor and Board of Trustees of the Village of Mount
Prospect have met from time to time in executive session for
purposes authorized by the Illinois Open Meetings Act; and
WHEREAS, as required by the Act, the Village Board has kept written
minutes of all such executive sessions; and
WHEREAS, pursuant to the requirements of Public Act 85-1355, the
Mayor and Board of Trustees have met in closed session to review
all closed session minutes; and
WHEREAS, the Mayor and Board of Trustees have determined that a
need for confidentiality still exists as to the executive session
minutes for the meetings as set forth on Schedule A attached
hereto; and
WHEREAS, the Mayor and Board of Trustees have further determined
that the minutes of the meetings as noted on Schedule "A" attached
hereto no longer require confidential treatment and should be made
available for public inspection.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the executive session minutes from those
meetings as set forth on Schedule "A" attached hereto are hereby
released.
SECTION TWO: That the Village Clerk is hereby authorized and
directed to make said minutes available for inspection and copying
in accordance with the standing procedures of the Clerk's Office.
SECTION THREE: That this Resolution shall be in full force and
effect from and after its passage and approval in the manner
provided by law.

The Executive Session was called to order at 10:15 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
discussing personnel and prior Executive Session Minutes. Present at the Executive
Session were: Mayor Gerald Farley; Trustees Mark Busse, George Clowes, Leo Floros
and Paul Hoefert. Absent from the Executive Session were: Trustees Timothy Corcoran
and Irvana Wilks. Also present was Village Manager John Dixon.
The Village Board discussed the Executive Session Minutes that have been held in
Executive Session and determined that those two Executive Session Minutes of
January 30, 1990 and January 22, 1991 should still remain in Executive Session.
There then was a review of the Executive Session meetings since the last time and
determined that the following Executive Session Minutes should be released:
October 8, 1991
October 15, 1991
November 19, 1991
December 10, 1991
January 21, 1992
March 3, 1992
The Village Board felt that the February 18, 1992 Minutes should remain in Executive
Session because of pending matters. There was also general discussion concerning each
outstanding items that were held in Executive Session. There was also discussion of
staffing in the Manager's office.
The Executive Session was adjourned at 11:15 l~m.

EXECUTIVE SESSION
MAY 12, 1992
The Executive Session was called to order at 10:15 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
discussing personnel. Present at the Executive Session were: Mayor Gerald Farley;
Trustees Mark Busse, George Clowes, Timothy Corcoran, Leo Floros, Paul Hoefert and
Irvana Wilks.
The meeting was held to discuss matters of personnel.
The Executive Session was adjourned at 10:45 p.m_

The Executive Session was called to order at 9:00 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
discussing land acquisition and personnel. Present at the Executive Session were: Mayor
Gerald Farley; Trustees Mark Busse, George Clowes, Leo Floros, Paul Hoefert and
Irvana Wilks. Absent from the Executive Session was Trustee Timothy Corcoran. Also
present was Village Manager John Dixon and Director of Planning Dave Clements.
The first item discussed was Land Acquisition with disCUSSion of the downtown
development and, in particular, the use of condemn:~tion for purchase of property. No
decision at this time was made to use condemnation but to try best efforts in which to
purchase properties.
At 9:30 p.m., Dave Clements left the Executive Session.
The next item was PersonneL The Village Board asked for an update from the Village
Manager concerning personnel matters and asked the Village Manager to leave at 9:40
p.m.
The Executive Session was adjourned at 10:37 p.m.

The Executive Session was called to order at 11:04 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
discussing land acquisition and personnel. Present at the Executive Session were: Mayor
Gerald Farley; Trustees Mark Busse, George Clowes, Timothy Corcoran~ Leo Floros, Paul
Hoefert and Irvana Wilks. Also present were Village Manager John Dixon, Finance
Director Dave Jepson, Director of Planning Dave Clements, Economic Development
Coordinator Kenneth Fritz and redevelopment representatives from Broadacre Fidel
Lopez and Steve Golden. '
The first item discussed was the purchase of property in the triangle area for
redevelopment. Extensive discussion was held concerning responsibilities for purchase of
properties as well as reasonable cost expectations and timing of purchase of properties.
After extensive discussion, the Board determined steps would be taken to try to acquire
certain properties in the triangle area so development could move in a manner outlined
by Broadacre.
At 12:05 a.m., all members other than Board members and the Village Manager were
excluded from the Executive Session to discuss matters of personnel.
The Village Board and Village Manager discussed the Resignation Agreement from the
Village Manager which was accepted by all parties and signed with the expectation that
there would be an official announcement given by the Village Manager on Wednesday,
June 10 and an announcement by the Board on Thursday, June 11 concerning a new
Village Manager. Official action will be taken by the Village Board at the next Board
meeting on Tuesday, June 16.
At 12:50 a.m., the Village Board asked the Village Manager to leave so they could
discuss matters pertaining to an Employment Agreement' for the new Village Manager.

MINUTES
EXECUTIVE SESSION
SEPTE ~MBER 22, 1992
The Executive Session was called to order at 11:04 p.m., in the second floor Conference
Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
discussing Litigation. Present at the Executive Session were: Mayor Gerald Farley;
Trustees Mark Busse, George Clowes, Timothy Corcorarh Leo Floros, Paul Hoefert and
Irvana Wilks. Also present were Village Manager Michael Janonis and Village Attorney
Everette Hill.
The Village Manager and Village Attorney discussed with elected officials the Village's
options regarding an Appeal of the Court decision in the Sports Health Spa license
revocation trial. Following extensive discussion regarding the relative merits of the case,
likelihood of prevailing on an Appeal and the cost of bring an Appeal, the Village Board
reached consensus that an Appeal of the Court's decision was in the best interest of the
Village.
The Executive Session was adjourned at 11:45 p.m. after a Motion by Trustee Busse
and Seconded by Trustee Clowes.
