HomeMy WebLinkAboutOrd 238 04/04/1944 ~ , ~3~ AN ORDINANCE AMENDING AN ORDINANCE ENTITLED "AN ORD INANCE AMENDING SECTION 1 OF AN ORDINANCE ENTITLED: 'AN ORDINANCE TO REVISE AN O'R.DINANCE ENTITLED: AN ORDINANCE PROVIDING FOR THE REGU- LATION AND MANAGEMENT OF THE WATER WORKS SYSTEM OF THE VILLAGE OF MOUNT PROSPECT, AND ESTABLISHING RULES AND REGULATIONS FOR THE GOVERNMENT OF WATER CONSUMERS AND OTHERS, AND REGULATING CONNECTIONS WITH SAID SYSTEM AND ESTABLISHING RATES AND CHARGES AND LICENSE FEES FOR PLUMBERS.'" BE IT OF.DAINED by the President and Board of Trustees of the Village of Mount Prospect, County of Cook and State of Illinois: Section 1. That Section 1 of an ordinance entitled "An Ordinance to revise an ordinance entitled: An ordinance providing for the regulation and management of the water works system of the Village of Mount Prospect, and establishing rules and regulations for the government of water consumers and others, and regulating connections with said system and establishing rates and charges and license fees for plumbers" be and the same is hereby amended so that the same shall be and read as follows: SECTION 1. A deposit of Five Dollars ($5.00) shall be required upon original application for meter, or original appli- cation for service where meter has been previously installed. No servioe is to be granted or water turned on until a deposit shall have been paid to the Water Collector. This deposit to be refundable under the following oondi tions: A. Upon request for terminat10n of servioe, exoept in oases where there is an unpaid amount, in which event that amount is deductible from the deposit when less or applied when in exoess. B. To all property owners after one year from date of deposit who have not been delinquent in water payments during said year and who shall present to the Water Colleotor satisfactory evidence of ownership of building for which applioation for water was made. C. To all other applicants after five years from date of deposit who have not been delinquent in payment of water bills during said five years. Refunds upon request for termination of servioe shall be made direotly by the Water Colleotor. In all other oases the pay- ment of refunds shall be made only after the Water Colleotor has obtained the approval of the President of the Board of Trustees and the Chairman of the 1~ater Committee. Special rates may be fixed by the Board of Trustees for amounts over one hundred thousand gallons (100,000) per quarter. In the event any meter fails to register properly, the Water Colleotor shall make an estimate of the water used during the period of such failure based upon the average quantity registered by suoh meter during the preoeding like periods. No allowance shall be made for leakage. All water rates, assessments and rents shall be due and payable on the First day of January, April, July and Ootober, of each year, for the quarter preceding. If the entire amount so due is not paid within twenty days after the same is due, the -2- Collector shall at once order the water shut off and meter taken out of the premises of the person so delinquent and the water shall not be turned on again until all past due rents, together with a charge of Two Dollars ($2.00) for Shutting off and turning on the water and resetting the meter are paid. Where the meter is not removed, the consumer shall pay the regular minimum rate of One Dollar and Fifty Cents ($1.50) f per quarter. All water used for which rates and methods of measure- ments are not specifically provided for by any ordinance shall be estimated by the Superintendent of i~ater Works or such officer as may be designated by the President and Board of Trustees to perform the duties of such Superintendent, and assessed at the rate of Sixteen Cents (16~) per thousand gallons or fraction thereof. Whenever practicable a meter shall be used as the basis of such estimate. The following are adopted as and for the charges and rates for water used by water consumers where meters cannot be installed: For laying stone, per cord . . . . . $.10 For laying brick, per thousand . .. .10 For wetting brick per thousand . .. .10 For plastering, per hundred sq.yds. .20 For laying cement or concrete work per 100 cu. feet . . . . . . .. .20 SECTION 2. This ordi nance shall be in full force and effect from and after its passage, approval and publication.
