PROCLAMA TION
HARBOR DAY"
April 24, 2009
WHEREAS, in 1872 J. Sterling Morton proposed to the Nebraska Board of
Agriculture that a special day be set aside for the planting of trees; and
WHEREAS, this holiday, called Arbor Day, was first observed with the planting
of more than a million trees in Nebraska; and
WHEREAS, Arbor Day is now observed throughout the nation and the world;
and
WHEREAS, trees can cut heating and cooling costs, clean the air, provide
habitat for wildlife, beautify our community, and produce life-giving oxygen;
and
WHEREAS, trees are a renewable resource giving us paper, food, wood for our
homes andfuelfor our fires.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount
Prospect, do hereby proclaim Friday, April 24, 2009, as
HARBOR DAY"
in the Village of Mount Prospect and I urge all citizens to observe Arbor Day by
attending the ceremonial tree-planting at Euclid Elementary School, 1211 North
Wheeling Road, on Friday, April 24, 2009, at 1:45 p.m.

PROCLAMATION
"PUBLIC SERVICE RECOGNITION WEEK"
MAY 5- 11TH, 2009
WHEREAS, Local, county, state and federal government employees contribute
significantly to the quality of life of our community. These men and women, with their
commitment to excellence and diversity of skills are an invaluable resource; and
WHEREAS, Public service is a noble calling involving a wide variety of challenging
and rewarding professions serving in areas such as health, education, crime
prevention, fire protection, public works and administration, all of which are essential
to the efficient and effective operation of government; and
WHEREAS, Day in and day out the public employees and volunteers of the Village of
Mount Prospect provide the diverse services required and expected by the public
with efficiency and integrity; and
WHEREAS, Public Service Recognition Week strives to inform residents about the
quality of people who work in government and the value of the services they perform,
to encourage excellence among public employees and to promote interest in public
service careers; and
WHEREAS, This commemoration provides an opportunity for all the residents of the
Village of Mount Prospect to recognize the profession and spirit of public service and
to express our deep appreciation for the many contributions public employees make
in our daily lives.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do
hereby proclaim the week of May 5 - 11,2009, as
"PUBLIC SERVICE RECOGNITION WEEK"
and encourage all residents to recognize the accomplishments and contributions of
government employees at all levels - federal, state, county and municipal.

May 16, 2009
WHEREAS, the Health and well-being of children is our responsibility; and
WHEREAS, the Safety of our children is a significant concern for parents, community
leaders, and health care givers; and
WHEREAS, the Environmental welfare is of universal concern and deserves the
utmost attention; and
WHEREAS, if started in childhood, proper Health, Safety, and Environmental habits
can be maintained for a lifetime, producing a valued member of society, and
enhancing our community.
Now, Therefore, I, Ma~or Irvana Wilks, Mayor of the Village of Mount Prospect, do
hereby proclaim the 16t of May, 2009 as
"KIDS DAY AMERICA TM"
in the Village of Mount Prospect, and encourage that this day be dedicated to the
efforts of Doctors of Chiropractic in helping educate all citizens on the importance of
Health, Safety, and Environmental issues affecting our community.

RECLASSIFICATION OF LIQUOR LICENSES

As you know, on March 3 of this year the Village Board adopted a substantially revised
Chapter 13; Liquor Code. One of the major changes was a complete revision of the liquor
license classification system. The former lettering system utilizing much of the alphabet has
been changed so as to group similar liquor distribution methods in categories. This
allowed service and delivery parameters to be listed once for each category as opposed to
spread out through out the code. This change aided both the administration of the licenses
and made specific requirements easier to identify for license holders.
Also, the number of licenses has been reduced from sixty-five to sixty-three due to the fact
that the two Park District Golf Courses were each required to hold two separate liquor
licenses under the old scheme. Under the new classification system they are required to
hold only one.
This should be considered a housekeeping matter and brings the current liquor licenses in
circulation in line with the new classification system.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Ctassification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by decreasing the number of "Class R" Liquor License by One (1) Mount
Prospect Park District 600 S. See Gwun and decreasing the number of "Class S" Liquor License by
One (1) Old Orchard Country Club Restaurant 700 W. Rand Road.

CHANGE IN LICENSE CLASSIFICATION FROM CLASS F-2 TO CLASS F-1

On Tuesday April 14, 2009 the Village Manager meet with restaurant owner Ismael Bonilla
and restaurant manager Porfirio Gomez to discuss Mr. Bonilla request to convert his
existing Class F-2 to Class F-1. The Class F-2 provided for service of beer and wine at
dining tables only. The F-1 classification allows the service of all alcoholic liquor at dining
tables only. Los Arcos is a Mexican restaurant and has held the Class F-2 for
approximately ten years without incident. Mr. Bonilla is also the owner of Marisqueria
Flamingos Seafood Restaurant located approximately a block north at Dempster and
Busse Roads. Mr. Bonilla would like to expand his ability to offer Mexican themed mixed
drinks to enhance his menu and satisfy frequent requests from his customers.
The Village Manager reviewed with Messieurs Bonilla and Gomez the requirements of the
Village's liquor code. Particular attention was paid to the prohibitions against sales to
minors and over service to clearly intoxicated persons. Both gentlemen stated they were
very familiar to th~s~.~ requirement~ as multiple license holders. Messieurs Bonilla and
Gomez were also rem'inded that the sale of alcohol was ancillary to the primary purpose of
the business which is the sale of food. Again, both gentlemen indicated they understood.
A completed ap'plication as well as all other required documentation is on file. Both
gentlemen have.already completed a certified liquor server's course. Ifthe Village Board
considers this request favorably it would be appropriate to delete the existing Class F-2
and create a new. Class F-1.
