SE AN ORDINANCE ENTITLED: AN ORDINANCE PROVIDING FOR THE REGU- LATION .AND MANAGEMENT OF THE WATER WORKS SYSTDf OF THE VILLAGE OF MOUNT PROSPEOf, AND ESTABLISHING HULES AND REGULATIONS FOR THE GOVERNMENT OF WATER CONSUMERS AND OTHERS. AND REGULATING CONNECTIONS WITH SAID SYSTEM AND ESTABLISHING RATES AND CHARGES AND LI CDSE FEES FOR PLUMBERS. ' " L.-~ :BE IT ORDAINED by the President and Board of Trustees of the Tillage of Mount Prospect. Oounty of Cook and State of Illinois: Section 1. That Section 1 of an ordinance entitled "An Ordinance to revise an ordinance entitled: An ordinance providing for the regulation and management of the water works system of the Tillage of Mount Prospect. and establishing rules and regulations for the government of water ! , , 'j consumers and others, and regulating connections with said system and estab- lishing rates and charges and license fees for plumbers", as amended, be and the same is hereby amended so that the same shall be and read as follows: SECTION 1 (a) A deposit of Five Dollars ($5.00) shall be required upon original application for meter, or original application for service where meter has been previously installed. No service is to be granted or water turned on until a deposit shall have been paid to the Water Collector. This deposit to be refundable under the following conditions: A. Upon request for termination of service, except in cases where there is an unpaid amount in which event that amount is deductible from the deposit when less or applied when in excess. B. To all property owners after one ye~ from date of deposit who have not been delinquent in water pqments during said year and who shall present to the Water Collector satisfactory evidence of ownership of building for which application for va ter was made. C. To all other applicants after five years from date of deposit who have not been delinquent in payment of water bills during said five y~ars. Refunds upon request for termination of service shall be made directly by the Water Oollector. In all other cases the payment of refunds shall be made only after the Water Oollector has obtained the approval of the President of the Board of Trustees and the Ohairman of the Water Committee. Section 1 (b) That all consumers of water furnished by the Village of Mount Prospect shall PST for same according to the following rates and charges, where meters can. be permanently set: For the first 5,000 gallons $.32 per thousand gallons Jor the next 5,000 gallons .28 per thousand gallons For the next 10,000 gallons .24 per thousand gallons For the next 10,000 gallons .20 per thousand gallons lor the next 10,000 gallons .20 per thousand gallons For the next 10,000 gallons .19 per thousand gallons For the next 10,000 g&lloRs .19 per thousand gallons For the next 10,000 gallons .18 per thousand gallons For the next 10,000 gallons .18 per thousand gallons Allover 80,000 gallons .17 per thousand gallons The foregoing rates are to be for water consumed during the period 0 f three months, or fraction thereof, for each individual conSWDer and in no case shall the charge be less than One Dollar and Fifty Oents ($1.50) per quarter or fraction thereof. In the event any meter fails to register properly, the Water Collector shall make an estimate of the water used during the period of such failure based upon the average quantity registered b.Y such meter during the preceding like periods. No allowance shall be made for leakage. Section 1 (c) All bills for water rates, assessments and rents shall, so far as pOSsible, be rendered on the First day of January, April. July and October, of each year, for the quarter preceding. If such bills are not paid within fifteen (15) dtqs after the date of the bill there shall be added thereto and collected therewith a penalty of ten per cent (10~) of the amount of the bill. If the entire amount of the bill is not paid within thirty (30) days after the date of the bill, the Collector shall at once order -2... the water shut off and meter taken out of the premises of the person so delinquent and the water shall not be turned on again until all past due rents. together with a charge of Two Dollars ($2.00) for shutting off and turning on the water and resetting the meter are paid. Where the meter is not removed. the consumer shall pa:y the regular minimum rate of One Dollar and Fifty Cents ($1.50) per quarter. Section 1 (d) All water used for which rates and methods of measurements are not specifically provided for by any ordinance shall be estimated b,y the Superintendent of Water Works or such officer as may be designated Qr the President and Board of Trustees to perform the duties of such Superintendent. and assessed at the rate of Seventeen Cents (17~) per thousand gallons or fraction thereof. Whenever practicable a meter shall be used as the basis of such estimate. The following are adopted as and for the charges and rates for water used b.f water consumers where meters cannot be installed: For laying stone, per cord. . . . All ordinances or parts of ordinances whieh may conflict with this ordinance are hereby repealed. SECTION 3. This ordinance shall be in full force and effect from and after 1ts passage, approval and publication. PASSED this 2nd day of January.
