.AN ORDINANCE FOR THE IMPROVEMENT
OF ELMHURST ROAD, RUSSELL STREET
AND OTHER STREETS WITHIN THE VIL-
LAGE OF MOUNT PROSPECT, COOK
COUNTY, ILLINOIS, BY GRADING,
CURBING AND PAVING, ETC., INCLUDING
THE COST OF FURNISHING ALL LABOR,
E9UIPMENT AND MATERIAL.

BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COUNTY OF COOK AND STATE OF
ILLINOIS:
SECTION 1. That a local improvement shall be made with-
in the Village of Mount Prospect, the nature, character, locality
and description of which improvement is as follows:
That a connected system of streets be im-
proved by grading, curbing and paving and by constructing all
necessary storm sewers, drains, manholes and catch basins, to-
gether with all necessary connections, adjustments and other
appurtenances, as follows:
That the roadway of Elmhurst Road from a line
:earallf'l with and twelve and sixty-five hundredths
tI2.65) feet south of the center line of Henry
Street, extended from the west to a line parallel
with and fifty-five (55) feet south of south line
of Gregory Street; .
And the roadway of Russell Street from the south
street line extended from the east of H~nrf Street
to a line parallel with and fifty-five ~55J feet
south of south line of Gregory Street;
And the roadway of Pine Street from the south
street line extended from the east of H~nry Street
to a line parallel with and fifty-five \55) feet
south of south line of Gregory Street;
And the roadway of Wille Street from the south
street line extended from the east of Henry Street
to a line parallel with and fifty-five (55) feet
south of south line of Gregory Street;
And the roadway of Isabella Street from the ex-
isting pavement one hundred thirty-one (131) and

eighty-two hundredths (131.82) feet west of west
line of Elmhurst Road to a terminus with the ex-
isting pavement in Main Street, excepting there-
from the roadways' of Russell Street, Pine Street,
Wille Street and Elmhurst Road;
And the roadway of Thayer Street fro~ the ex-
isting pavement one hunqred thirty-one ~131) and
eighty-nine hundredths \131.89) feet west of west
line of Elmhurst Road to a terminus with the ex-
isting pavement in Main Street, excepting therefrom
the roadways of Russell Street, Pine Street, Wille
Street and Elmhurst Road;
And the roadway of Henry Street from a connection
with existing pavement at the west line extended
from the north of Elmhurst Road to a connection with
roadway above described in Elmhurst Road;
And the roadway of Henry Street from a connection
with the roadway of Russell Street above described
to a connection with the existing pa.vement in Main
Street, excepting therefrom the roadways of Pine and
Wille Streets;
Shall be improved by grading, curbing and paving,
and by constructing all necessary storm sewers,
drains, manholes, catch basins, together with all
necessary connections, adjustments and other appur-
tenances.

On each side of the roadways to be improved, there
shall be constructed a Portland cement concrete com-
bined curb and gutter, except across the roadways of
intersecting streets to be improved as herein provid-
ed. The back of the curb shall be vertical, three
(3) inches in height above the gutter line, and nine
(9) inches in depth below the gutter line. The top
face shall be constructed at right angles to the back
of the curb, and shall be one and five eighths
(1 5/8) inches wide. The back edge of the curb shall
be rounded to aQ arc of a circle having a-radi~ of
three-quarters ~3/4} of an inch, tangent to the top
face of the curb and back edge of the curb. The road-
way face of the curb shall be in the form of a re-
versed vertical curve connecting the top face of the
curbl with the upper surface of the gutter flag, with
two \2) arcs of a circle having radii of four \4)
inches. The width of cu(rb from gutter line to back
of curb shall be eight 8) inches. The gutter flag
shall be ten (10) inches in width and nine (9) inches
in thickness, and shall be laid with a riSing incline
toward the center of the roadway of one-quarter (1/4J
of an inch.
Concrete for the combined curb and gutter shall
be composed of one (1) part Portland cement, two \2)
parts of sand, and three and one-half (3 1/2) parts
of crushed stone.

four 4) meshes per lineal inch, and not more than
five 5) per cent shall pass through a sieve having
one hundred (100) meshes per lineal inch.
Crushed stone shall be such as to pass a one
and oI}.e-half (1 1/2) inch opening, and no more than
tiv)e ~5) per cent shall pass a screen having four
(4 meshes per lineal inch.
These ingredients shall be mixed in a batch
mixer, and the mixing shall continue until the same
are uniformly distributed and the concrete is uni-
form in color and homogeneous and suffient water
shall be added so as to produce concrete which c~
be spread into position with a template, but the
amount of water used shall not be sufficient to cause
a separation of the coarse aggregate from the mortar
in handling the concrete, and said concrete shall
be of a consistency such that the mortar will flush
to the surface under 1igh t tamping. The mixing of
said concrete shall c9ntinue in the drum of the mix-
er not less than one \1) minute, and the drum sha11
Pe completely emptied before receiving material for
the succeeding batch. The drum sha~l revolve at a
rate of speed not less than twelve \12) revolutions
per minute.
The method of measuring the materials for concrete,
inclUding water, shall be one which shall insure
uniform proportion of each of the materials at all
times.
Where the curb lines of one street to be improved
intersect the curb lines.. of intersecting streets,
said intersecting curb lines shall be joinfJd by an
arc of a circle having a radius of twenty \20) feet,
measured to the roadway face of the curb.
The width of the roadway of Elmh~rst Road, Russell
Street, Pine Street Wille Street, Isabella Street,
Thayer Street, and ~enry Street, betwefJn the terminii
herein described, shall be twenty-six \26) feet,
measured betwee~ ~d from back to curb to .ack of
curb, thirteen \13) feet either side of the center
line of the streets herein described.
The necessary grading shall be done so that all
curb and gutter ~nd pavement will be constructed to
specified elevations.
GRADING:
Grading shall include all cuts, fills and all
earth or rock or material moving, and the removal
of all obstructions in the line of the improvement,
where such work is necessary for this improvement.
The subgrade shall be brought to the proper form and

grade and shall be brought to a firm compacted
surface by rolling, tamping or other suitable
means. All soft and spongy spots and all vegetable
or perishable matter shall be entirely removed
from the subgrade and the space filled with gravel,
broken stone or other suitable materials.
All surplus excavated material shall be removed
from the site of the improvement.
The pavement shall be constructed between the
curb and gutters, and shall consist of a water bound
base course of crushed stone and stone screenings,
of a compacted thickness of seven {7} inches, and a
bituminous macadam surface course of crushed stone,
stone chips and a~~alt cement, of a compacted
thickness of two \2) inches.
The base course shall be constructed between the
combined curb and gutters on each side of the street
roadways to be improved, by spreading, rolling and
compacting crushed stone and stone screenings to a
seven (7) inch compacted thickness, constructed in
two separate layers, each three and one-half (3 1/2)
inches in thickness.

The top surface of each layer of the base course
shall be water bound by saturating with water, add-
ing screenings and rolling until all surface voids
are completely filled, and the top surface of the
base presents a rough, tight granular surface.
The crushed stone shall be graded in size so
that the maximum size of crushed stone fragments,
used for the construction of the water bound base
course, sha~ pass a three \3) inch opening and not
over five (5) per cent of c~ush~d stone fragments
shall pass a three-quarter \3/4) inch opening.
The stone screenings shall all pass a three
eighths \3/8t1) inch opening. Not more than thirty
(30) per cent or less than ten (10) per cent shall
pass a sieve having one hundred meshes per lineal
inch.

Ii
The bituminous macadam surface course shall be
constructed upon the water bound macadam base, by
spreading, rolling and cqmpacting thereon, to a com-
pacted thickness of two \2} inches, a combination
of crushed stone, stone Chips and hot asphalt cement.
The first application of stone for the surface
course shall consist of stone ranging in size from
a maximum size passing a two (2) inch opening, and
with not over fifteen (t5) per cent passing a one
and one quarter ( 1 1/4 inch opening. After roll-
ingwith a ten (10) ton ;,oller, this stone shall

(.S) of a gallon of liquid asphalt per square
yard of surface shall then be applied with a pre-
sure distributor at a temperature of not less than
275 degrees Fahrenheit, or more than 350 degrees
Fahrenheit. Intermediate size stone shall then be
applied to the surface to fill the void~. All in-
termediate stone used shall pass a one \1) inch
opening, and not over ten (10) per cent a one
quarter (1/4) inch opening. ~he surface shall then
be rolled with a ten ton roller.
A second application of six tenths (.6) of a
gallon of liquid asphalt shall then be applied with
a pressure distributor, after which sto~e chips
shall be applied at the rate of thirty t30) pounds
per square yard evenly over the surface. The chips
shall be maximum size passing a one half inch open-
ing and ranging down so that not over fifteen (15)
per cent will pass a one-quarter (1/4) inch open-
ing. Final rolling with a ten ton roller shall
follow immediately the application of the stone
chips.
The asphalt cement used shall be suitable for
use in the construction of an aspllalt surface course
and of a grade commonly known as P.A.-2.
Storm water inlets shall be constructed at neces-
sary points to receive surface water in the gutters
of the proposed improvement. S2me shall be located
at points and built to dimensions as shown on at-
tached drawings. Each inlet will consist of a
concrete base with cast iron cover and will be con-
nected to a catch basin by means of connecting pipe
as shown on drawings.
New catch basin inlets will be constructed at
necessary points to receive surface water in the
gutters of the proposed improvement. Same shall be
located at points and built to dimensions as shown
on attached drawings. EaCh catch basin will be con-
nected to a sewer by means of connecting pipe as
shown on drawings.
All existing manholes and catch basins shall be
adjusted so that the cast iron covers will conform
to the grade of the adjacent new pavement or park-
way. The adjustment shall be made by reshaping with
the same material as was used in the original con-
struction of said manholes and catch basins.
The line of the top of the finished pavement at
the center line shall be at elevations as shown on
attached drawings, said elevations being given in
feet and decimals thereof above Village Datum at
each of the several locations designated. From
each point so designated the line of the top of the
-finished pavement at the center lines shall follow

a uniform grade to the next designated point in
either direction.
Village Datum for the purpose of this improve-
ment is hereby established as a level p~e one
hundred six and thirty-seven hundredths (106.37)
feet bel.ow the top of the north curb on .Iienry
Street at the west line of Elmhurst Road extended
from the north.
All materials shall be of the best quality and
suitable for the purpose for which they are used.
All work shall be done in a workmanlike manner
under the superintendence of the Board of Local Im-
provements.
SECTION 2. That the recommendation of the Board of Local
Improvements of said Village of Mount Prospect, providing for
!i said improvements, together with the estimate of the cost thereof
ras prepared by the Village Engineers and made by the President
rOf the Board of Local Improvements and submitted to the President
Iland Board of Trustees, both hereto attached, be and the same are
Ii here by approved.
SECTION 3~ That said improvement shall be made and the

iwhole cost thereof, including the sum of Seven Thousand Six
IHundred Dollars ($7,600.00), being the amount included in the
said estimate of said President of the Board of Local Improvements
hereto attached, to apply on the cost of making, levying and col-
lecting the assessment herein, as provided by law, to be paid

!for by a special assessment, in accordance with an Act of the

IGeneral Assembly of the State of Illinois entitled: "An Act Con-
Icerning Cities and Villages and Incorporated Towns and to Repeal
ICertain Acts herein Named, Approved August 15, 1941 and Effective
IJanuary 1, 1942", together with all amendatory acts thereof (ex

SECTION 7. That all Ordinances and parts of Ordinances
Iconflicting with this Ordinance be and the same are hereby re-

!pealed insofar as they conflict herewith.

SECTION 8. This Ordinance shall be in fu1l force and
effect from and after its passage and approval by the President
of said Village.

Gentlemen:
I herewith submit an estimate of the cost of improving a con-
nected system of streets in E1mhurst~Road, Russell Street and
other streets within the Village of Mount Prospect by grading,
curbing and paving and by constructing all necessary storm sewers,
drains, manholes and catch basins, together with all necessary
connections, adjustments and other appurtenances; including cost
of furnishing all labor and materials, as follows:
That the roadway of Elmhurst Road from a lien parallel with
and twelve and sixty-five hundredths (12.65) feet south of the
center line of Henry Street, extended from the west to a line par-
aIle 1 with and fifty-five (55) feet south of south line of Gregory
Street;
And the Rqadway of Russell Street from the south street line
extended from the east of Henry Street to a line parallel with and
fifty-five (55) feet south of south line of Gregory Street;
And the roadway of Pine Street from the south street line ex-
tended from the east of Henry Street to a line parallel with and
fifty-five (55) feet south of south line of Gregory Street;
And the roadway of Wille Street from the south street line
extended from the east of Henry Street to a li1'le parallel'wlth and
fifty-five (55) feet south of south line of Gregory Street;
And the roadway of Isabella Street from the existing pavement

And the roadway of Henry street from a connection with the
roadway of Russel Street above described to a connection with the
existing pavement in Main Street, excepting thereform the roadways
of Pine and Wille streets,
Shall be improved by grading, curbing and paving, and by
constructing all necessary storm sewers, drains, manholes, catch
basins, together with all necessary connections, adjustments and
other appurtenances.
On each side of the roadways to be improved, there shall be
constructed a Portland cement concrete combined curb and gutter,
except across the roadways of intersecting streets to be improved
as herein provided. The back of the curb shall be vertical, three
(3) inches in height above the gutter line, and nine (9) inches in
depth below the gutter line. The top face shall be constructed

at right angles to the back of the curb, and shall be one and five
eighths (1-5/8) inches wide. The back edge of the. curb shall be
rounded to an arc of a circle having a radius of three-quarters
(3/4) of an inch, tangent to the top face of the curb and back edge
of the curb. The roadway face of the curb shall be in the form of a
reversed vertical curve connect:i.ng the top face of the curb, with
the upper surface of the gutter flag, with two (2) arcs of a circle
having radii of four (4) inches. The wi.dth of curb from gutter line
to back of curb shall be eight (8) inches. The gutter flag shall
be ten (10) inches in width and nine (9) inches in thickness, and
shall be laid with a rising incline toward the center of the roadway
of one-quarter (1/4) of an inch.

Concrete for the combined curb and gutter shall be composed
of one (1) part Portland cement, two (2) parts of sand, and three

Sand when dried shall pass a screen having four (4) meshes

through a sieve having one hundred (100) meshes per lineal inch.
Crushed stone s hall be such as to pass a one and one-half
(1-1/2) inch opening, and no more than !'ive (5) per cent shall
pass a screen having four (4) meshes per lineal inch.
These ingredients shall be mixed in a batch mixer, and the
mixing shall continue until the same are uniformly distributed
and the concrete is uniform in color and homogeneous and suffi-
cient water shall be added so as to produce concrete which can be
spread into position with a template, but the amount of water used
shall:not be sufficient to cause a separation of the coarse aggre-
gate from the mortar in handling the concrete, and said concrete

shall be of a consistency such that the mortar wi.ll flush to the
surface under light tamping. The mixing of said concrete shall
continue in the drum of the mixer not less than one (1) minute,
and the drum shall be completely emptied before receiving material
for the succeeding batch. The drum shall revolve at a rate of
speed not less than twelve (12) revolutions per minute.
The method of measuring the materials for concrete, includ-
ing water, shall be one which shall insure uniform proportion of
each of the materials at all times~
Where the curb lines of one street to be improved intersect
the curb lines of intersecting streets,Jaid intersecting curb
lines shall be joined by an arc of a circle having a radius of
twenty (20) feet, measured to the roadway face of the curb.

The width of the roadway of Elmhurst Road, Russel street,
Pine street, Wille street, Isabella Street, Thayer street and
Henry Street, between the terminii herein des cribed, shall be
twenty-six (26) feet, measured between and from back to curb
to back of curb, thirteen (13) feet either side of the center
line of the streets herein described.
The necessary grading shall be done so tha t all curb and
gutter and pavement will be constructed to specified elevations.
GRADING:
Grading shall include all cuts, fills and all earth or rock
or material moving, and the removal of all obstructions in the line
of the improvement, where such work is necessary for this improve-
ment. The subgracle shall be brought to the proper form and grade
and shall be brought to a firm compacted surface by rolling, tamp-
ing or other suitable means. All soft and spongy spots and all
vegetable or perishable matter shall be entirely removed from the
subgrade and the space filled with gravel, broken stone or other
suitable materials.
All surplus excavated material shall be removed from the
site of the improvement.
The pavement shall be constructed between the curb and gutters,
and shall consiet of a water bound base course of crushed stone
and stone screenings, of a compacted thickness of seven (7) inches,
and a bituminous macadam surface course of crushed stone, stone
chips and asphalt cement, of a compacted thickness of two (2) inches.
The base course shall be constructed between the combined
curb and gutters on each side of the street roadways to be improved,
by spreading, rolling and compacting crushed stone and stone screen-
ings to a seven (7) inch compacted thickness, constructed in two
separate layers, each three and one-half (3t) inches in thickness.

The top ~ surface of each layer of the base course shall be

The crushed stone shall be graded in size so that the max-
imum size of crushed stone fragments, used for the construction
of the water bound base course, shall pass a three (3) inch
opening and not over five (5) per cent of crushed stone fragments
shall pass a three-quarter (3/4) inch opening.
The stone screenings shall all pass a three-eighths (3/8")
inch opening. Not more than thirty (30) per cent or less than ten
(10) per cent shall pass a sieve having one hundred meshes per
lineal inch.
The bituminous macadam surface course shall be constructed
upon the water bound macadam base, by spreading, rolling and
compacting thereon, to a compacted thickness of two (2) inches,
a combination Of crushed stone, stone ch:tps and hot asphalt cement.
The first application of stone for the surface course shall
consist of stone ranging in size from a lJ'l.B.ximutll size passlng a
two (2) inch opening, and with not over fifteen (15) per cent
passing a one and one-quarter (It> inch opening. After rolling
with a ten (10) ton roller, this stone shall have a thickness of
two (2) inches. Six-tenths (.6) of a gallon of liquid asphalt
per square -yard of surface shall then be applied with a pressure
distributor at a temperature of not leBs than 2?5 degrees
Fahrenheit, or more than 350 degrees Fahrenheit. Intermediate
size stone shall then be applied to the surface to fill the voids.
All intermediate stone used shall pass a one (I) inch opening,
and not over ten (10) per cent a one-quarter (1/4) inch opening.
The surface shall then be rolled with a ten ton roller.

The asphalt cement used shall be suitable for use in the
construction of an asphalt sl~face course and of a grade commonly
known as P..A.-2.

The line of the top of the finished pavement at the center
line shall be at elevations as shown on attached drawings, said

elevations being given in feet and decimals thereof^at each of
the several locations designated. From each point so designated
the line of the top of the f:1.nished pavement at the center lines
shall follow a uniform grade to the next designated point in
either direction.
Village Datum for the purpose of this improvement is hereby
established as a level plane one hundred six and thirty-seven
hundredths (106.37) feet below the top of the north curb on
Henry Street at the west line of Elmhurst Road extended from the
north.
All materials shall be of the best quality and suitable
for the purpose for which they are used.
All work shall be done in a workmanlike manner under the
superintendence of the Board of Local Improvements.
