AN ORDINANCE PROVIDING FOR THE SUB-
MISSION TO THE VOTERS OF THE VILLAGE
OF MOUNT PROSPECT, COOK COUNTY,
ILLINOIS, THE PROPOSITION OF THE ES-
TABLISHBIEIT, MAINTENANCE A!iD CONDUCT
OF A PLAYGROUND AND RECREATION SYSTEM
FOR SAID VILLAGE AT mE GENERAL ELEC-
TION TO BE HELD IN AND FOR SAID VIL-
LAGE ON THE ;L9th da,. of April. 1949.

WHEREAS." on the ~ day of ~ i ./ , 1949, there
was filed with the Village Clerk of the Village of Mount Pros-
pect, a petition in words and figures as follows:
To the President and Board of Trustees
of the Village of Mount Prospect, Illinois:
We, the undersigned residents and legal voters
of the Village of Mount Prospect, Cgok County,
Illinois and being not less than IO~ of the elec-
tors of said Village, request the corporate
authorities to establish, maintain and Conduct a
supervised playground and recreation system and
to levy an annual tax of not less than .025% of
the full, fair cash value as equalized or assessed
by the Department of Revenue of all taxable pro-
perty within the corporate limits of the Munici-
pality for the establis~ent, conduct and mainten-
ance thereof; and reauest that the corporate
authorities of said Village of Mount Prospect,Cook
County, Illinois, submit the foregoing to the
electors of said Village of Mount Prospect to be
voted upon at the next regular election to be held
on April 19, 1949; all as provided for in Article
57-7 of the Revised Cities and Villages Act.

WHEREAS. the President and Board of Trustees have ex-
amined said petition and the ZJ/-3 signatures appearing
thereon and from such examination determined that said petition
is signed by not less than 10% of the electors of said Village;
there being ~ogr registered electors within sa.id village;
and
J~S, it is provided 1h Section 57-7 of the Cities
and Villages Act, that when a petition shall be so filed, at

least 30 days prior to a general or special municipal election,
that the proposition shall then be submitted to the electors
I to be voted upon at said election.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY,
ILLINOIS:
SECTION 1. That at the general election to be held in
the Village of Mount Prospect, Cook County, Illinois, on the
19th day of April, 1949, between the hours of 6 O'Clock A.M.
and 5 O'Clock P.M. (Central Standard Time of said date) there
shall be submitted to the electors of said Village, for their
approval, on a separate ballot, the proposition of the estab-
lishment~ maintenance and conduct of a playground and recreation
system and that the minimum tax to be levied shall be .025% of
the full, fair cash value as equalized or assessed by the De-
partment of Revenue of all taxable property within the corporate
limits of the Village for the maintenance of such playground and
recreation system.
SECTION 2. That the existing election districts as

heretofore established shall constitute and boundaries on this
proposition at said general election and that the polling places
heretofore established for the general election shall be the
polling places for the voting on the proposition in this Ordi-
nance.
SECTION 3. That at said general election, the Judges
and Slerks heretofore designated to conduct the general elec-
tion of officials on April 19, 1949, shall also act as Judges
and Clerks on the proposition submitted in this Ordinance.
SECTION 4. ~hat the Village Clerk 1s hereby directed

to cause notice of said proposition at said general election to
be given, by publishing notice thereof once in the Mount Pros-
pect Herald, the same being a newspaper published in said
Village, the date of such publication not more than 30 days nor
less than 15 days prior to the date set for said election.
SECTION 5. That the separate ballot to be used at said
general election shall be substantially in the following form:

Official ballot to vote upon the proposition of
the establishment, maintenance and conduct of a
playground and recreation system and levy an
annual tax of not less than .02~ for the es-
tablishment, conduct and maintenance thereof in
the Village of Mount Prospect, Cook County,
Illinois, at the general election held in said
Village on the 19th day of April, 1949.

SECTION 6. That the Village Clerk shall cause a sample
ballot to be published once in the Mount Prospect Herald, the
same being a newspaper published in and having a general clrcu-

lation within the Village of Mount Prospect; the date of such
publication to be not less than five days prior to the date
set for such general election.
SECTION 7. That this Ordinance shall be in full force
and effect forthwith upon its passage and approval, according
to law.
