Serkan Aykan (petitioner)
2nd reading of AN ORDINANCE GRANTING CONDITIONAL USE PERMIT
(COMMUNITY CENTER AND SCHOOL) FOR PROPERTY LOCATED AT
501 MIDWAY DRIVE
This ordinance grants a Conditional Use permit to operate a community
center and school at Niagara Educational Services located at 501 Midway
Drive. The Planning and Zoning Commission recommended approval of the
Conditional Use permit by a vote of 6-0.

PZ-05-09, 800 North River Road, Kenneth Brandeis - Jakl Brandeis Architects
2nd reading of AN ORDINANCE GRANTING CONDITIONAL USE (DRIVE
THROUGH) AND VARIATION (PARKING SPACES) FOR PROPERTY
LOCATED AT 800 NORTH RIVER ROAD
This ordinance grants a Conditional Use for a drive through and variation for
parking to redevelop the subject property from a car wash to a commercial
multi-tenant building located at 800 North River Road. The Planning and Zoning
Commission has recommended by a vote of 4-2 to deny the request; adoption of
the ordinance requires a super majority vote for approval.
NEW BUSINESS
A. * A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT
BETWEEN THE VILLAGE OF MOUNT PROSPECT AND THE ILLINOIS
DEPARTMENT OF TRANSPORTATION (IDOT)
This resolution authorizes the Village of Mount Prospect to perform work on State
highways within the Village which are under the jurisdiction and control of lOOT.
B. * A RESOLUTION TO AUTHORIZE APPROVAL OF THE AMENDED VENTURE
AGREEMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT AND THE
NORTHWEST CENTRAL DISPATCH SYSTEM
This resolution authorizes the Mayor to enter into an amended Agreement for
Northwest Central Dispatch System which provides for the addition of the City
of Rolling Meadows.
C. * A RESOLUTION AUTHORIZING ENTRY INTO AN AMENDED AGREEMENT
FOR NORTHWEST CENTRAL DISPATCH SYSTEM
This resolution authorizes the Mayor to enter into an Addendum of New
Membership which provides for the addition of the City of Rolling Meadows to
the 911 System.

D.
1st reading of AN ORDINANCE TO AMEND CHAPTER 10 (LICENSES AND
PERMITS) OF THE MOUNT PROSPECT VILLAGE CODE
This ordinance amends Section 10.403, "Appeal Procedure" of Chapter (Licenses
and Permits)

1st reading of AN ORDINANCE AMENDING CHAPTERS 8,13,18, AND 23
OF THE VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS
To ensure the Village Code of Mount Prospect is accurately recorded the Village's
codifier assists with the review of ordinances submitted for codification. This
ordinance reflects the appropriate language to correct a previously amended
ordinance submitted for codification.

1st reading of AN ORDINANCE RESERVING VOLUME CAP IN CONNECTION
WITH PRIVATE ACTIVITY BOND ISSUES AND RELATED MATTERS.
This ordinance authorizes the Village to reserve its 2009 private activity bond
volume cap for future use.
G.
1st reading of AN ORDINANCE MAKING CERTAIN AMENDMENTS TO
THE ANNUAL BUDGET ADOPTED FOR THE FISCAL YEAR
COMMENCING JANUARY 1, 2009 AND ENDING DECEMBER 31, 2009.
A RESOLUTION AUTHORIZING THE ESTABLISHMENT OF A
BROKERAGE AND INSTITUTIONAL ACCOUNT WITH PMA FINANCIAL
NETWORK, INC. AND PMA SECURITIES, INC.
This resolution authorizes the establishment of Brokerage and Institutional
Accounts with PMA Financial Network.

XII. VILLAGE MANAGER'S REPORT
A. Request Village Board approval to accept Algonquin Road - Busse Road -
Dempster Street Pedestrian Signal Improvement Project;
· Construction Bid in an amount not to exceed $266,231.73
· Engineering Inspection proposal in an amount not to exceed $19,728.
B. Request Village Board approval to accept Rand Road - Central Road -
Mount Prospect Road Pedestrian Signal Improvement Project;
· Construction Bid in an amount not to exceed $176,966.09
· Engineering Inspection proposal in an amount not to exceed $19,563.
C. Request Village Board approval to accept proposal for Enterprise Resource
Planning (ERP) Project Management Consultant in an amount not to exceed
$103,500.
D. Request Village Board approval to waive the bid process and accept proposal for
for plan copier and scanner in an amount not to exceed $16,236.
E. *Request Village Board approval for renewal of the annual service agreement for
third-party claims administration for the year beginning January 1, 2009 and ending
December 31,2009.
