OF FURNISHING ALL LABOR, EQUIP~LENT
AND MATERIALS.
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF rWUNT PROSPEcrf, COUNTY OF COOK
AND STATE OF ILLINOIS:
SECTION 1. That a local improvement shall be made
within the Village of Mount Prospect, the nature, character,
locality and description of which improvement is as follows:
That a connected system of streets be
improved by grading, curbing and paving and by constructing
all necessary storm sewers, drains, manholes and catch basins,
together with all necessary connections, adjustments and
other appurtenances, as follows:
That the roadways of, Gregory Street from the east edge
of the existing pavement in Main Street to the west edge of
the existing pavement at the west line of Elm Street,
Isabella Street from theeast edge of the existing pavement
in Main Street to the west edge of the existing pavement at
the easterly Village Limits, Thayer Street from the east
edge of the existing pavement in Main Street to the west
edge of the existing pavement at the west line of Elm Street,
and Henry Street from the east edge of the existing pavement
in Main Street to the existing pavement at the west line of
Maple Street, excepting therefrom the roadways of all inter-
secting streets between the street lines thereof, between
said terminii.
Be improved by grading, and paving and by the construc-
tion of Portland cement Concrete curb and Gutter and Side-
walks, necessary storm water sewers, manholes, catch basins
and storm water inlets with connecting pipes to existing
storm sewers; tegether with all necessary adjustments and
appurtenances.
Details of the limits of the improvement, dimensions,
positions, and elevations of the various units of construc-
tion are shown on the drawings attached hereto and by
reference made a part hereof. They are entitled "Village of
rvlount Prospect paving Improvements on GREGORY, ISABELLA,
THAYER and HENRY STREETS, and consist of Six (6) Sheets".
The necessary grading shall first be done so that the
pavement will be constructed to a suitable fitiShed grade.
Grading shall include all cuts, fills and all earth
or rock or material moving, and the removal of all obstruc-
tions in the line of the improvement. The subgrade shall
be brought to the proper form and grade and shall be brought
to a firm compacted surface by rolling, tamping or other
suitable means. All soft and spongy spots and all vegetable
or perishable matter shall be entirely removed from the sub-
grade and the space filled with gravel, broken stone, broken
concrete or other suitable materials.
All surplus excavated material shall be removed from
the site of the Improvement.
The grades and elevations of all parts of the improvement
shall be as indicated on the attached drawings. All elevations
are given in feet and decimals thereof above Village Datum.
Village Datum for the purposes of this improvement is hereby
fixed and established as a level plan one hundred (100) feet

below a chipped cross on the west head bolt of the fire
:hydrant on the east side of EHERSON STREET three hundred
(300) feet plus or minus south of HENRY STREET.
On each side of the roadways to be improved~ except
where a half width pavement is~own on the attached drawings~
there shall be constructed a Portland cement concrete com-
bined curb and gutter. The back of the curb shall be vertical,
three (3) inches in height above the gp.tter line~ and six (6)
inches in depth below the gutter line. The top face shall
be constructed at right angles to the back of the curb~ and
shall be one and five-eigths (1-5/8) inches wide. The road-
way face of the curb shall be in the form of a reversed
vertical curve connecting the top face of the curb~ with the
upper sunace of the gutter flag~ with two (2) arcs of a
circle having radii of four (4) inches. The width of curb
from gutter line to back of curb shall be eight (8) inches.
The gutter flag shall be ten (10) inches in width and ten
(10) inches in th1c1::1ess anc1 shall be la:Ld vlith a rising
incline toward the center of the roadway of one-half (~) of
an inch.
Curb and gutter, sidewalks and bases for storm water
inlets, manholes and catch basins shall be constructed at
the locations shown on the plans. Concrete for these improve-
ments shall be composed of the following materials: -
One part Portland cement~ two parts fine aggregate and
three and one-half parts of coarse aggregate with sufficient
water added to produce a proper consistency.
Coarse aggregate shall consist of clean~ hard, tough~
durable crushed rock or pebbles, graded in size free from
. vegetable or other deleterious matter, and shall contain no

soft, flat or elongated pieces. The size of said crushed
rock or pebbles shall be such as to pass a two (2) inch
round opening and shall range down so that no more than five
(5) per cent shall pass a screen having four (4) meshes per
lineal inch and so that no intermediate sizes shall be removed.
Fine aggregate or sand shall consist of quartz particles
or other equally hard material graded from fine to coarse,
with the coarse particles predominating. Said fine aggregate
when dried shall pass a screen having four (4) meshes per
lineal inch. Not more than twenty (20) per cent shall pass
a sieve having fifty (50) meshes per lineal inch and not
more than five (5) per cent shall pass a sieve having one
hundred (100) meshes per lineal inch. Said fine aggregate
shall contain no vegetable or other deleterious matter or
more than three (3) per cent by weight of clay or loam..
The cement shall be of a good grade of Portland cement
which meets the latest requirements of the American Society
for Testing Materials, and shall be a product resulting ftum
the calcination to incipient fusion of an intimate mixture
of properly proportioned argillaceous and calcarous materials
and to which no additions greater than three per cent (3%)
has been made subsequent to calcination. The resultant
clinker shall be so ground as to produce a cement so fine
that at least seventy-eight (78) per cent of the volume will
pass a sieve having forty-thousand meshes to the square inch
and be so seasoned as to produce inital set in not less than
forty-five (45) minutes.
Mixing water sail be clean and shall be free from oil,
acid and injurious amounts of vegetable matter, alkalies or
other salts.

The ingredients of the concrete shall be thoroughly
mixed until each particle of fine aggregate is coated witi1
cement and each particle of course aggregate is coated with
mortar.
A mechanical mixer shall be used which shall mix the
ingredients at least one (1) minute~ from the time all the
materials~ including water~ are in the drum until the
beginning of the discharge.
The consistency of the mixed concrete shall be such that
no separation of the ingredients takes place in handling and
some tamping is necessary to bring mortar to the surface.
The cement mortar used in the sewer joints or for other
purposes in this improvement shall be composed of one (1)
part of portland cement and two (2) parts of fine aggregate
as hereinbefore described.
The width of the roadway to be constructed shall be
26 feet measured from back of curb to back of curb except
13 feet measured from edge of pavement to back of curb where
only one-half of a street is to be improved as shown on the
attached drawings.
The pavement shall be constructed between the curb and
gutters and shall consist of a cushion of stone screenings
or sand~ a waterbound macadam base course of crushed stone
and stone screenings and a bituminous concrete surface course.
The pavement base shall be constructed in the streets
hereinbefore described by first spreading~ rolling~ and
compacting a layer of stone screenings or Sand to a one (1)
inch compacted thickness~ and then spreading~ rolling, and
compacting a crushed stone and stone screenings base course
to seven (7) inch compacted thickness~ constructed in two
separate layers~ of equal thickness.

The top surface of each layer of the base course shall
be waterbound by saturating with water, adding screenings
and rolling until all surface voids are completely filled,
and the top surface of the base presents a rough tight
granular surface.
The crushed stone shall be of good quality limestone
graded in size so that the maximum size of crushed stone
fragments, used for the construction of the waterbound base
course, shall pass a three (3) inch opening, and not over
five (5) per cent of crushed stone fragments shall pass a
three-quarter (3/4) inch opening.
The stone screenings shall be of good quality limestone
and shall all pass a three-eights (3/8) inch opening. Not
more than thirty (30) per cent or less than ten (10) per
cent shall pass a sieve having one hundred (100) meshes per
lineal inch. sand shall be in conformance with that herein-
before described.
The bituminous concrete surface course shall be con-
structed upon the waterbound macadam base, which has been
primed with liquid Asphalt, Grade HC-O or MC-l, by spreading,
rolling, and compacting thereon to a compacted thickness of
two (2) inches a combination of crushed stone, stone screenings,
mineral filler, and hot asphalt cement.
The asphaltic surface course shall be what is commonly
known as Sub-Class I-II, being a hot mix bituminous concrete
surface course of compacted thickness of two (2) inches.
The materials used and methods of preparation and laying
for the surface course shall conform to the Standard
Specifications for Road and Bridge Construction adopted by the
Illinois Division of Highways, January 2, 1952 and the

contained therein which are on public file in the office
of the secretary of the Board of Local Improvements of the
Village of Mount Prospect and by reference made a part hereof.
All existing manholes, catch basins, and valve basins
within the grading limits of the improvement shall be adjusted
so that the cast iron covers will conform to the grade of
the adjacent new pavement or parkways. The adjustment shall
be made by reshaping with the same material as was used in
the original construction of said manholes~ valve basins,
and catch basins.
The elevations of the various parts of the improvement
herein specified to be constructed shall be as shown on the
attached drawing.
From each elevation point shown on the drawing for the
street center line the top surface of the finished pavement
shall be a straight line to the next elevation point in
each direction~ such elevations being given in feet and
decimals thereof above Village datum~ hereinbefore described.
The gutters of the pavement will be four (4) inches below
the center line at all points.
All street intersections shall be graded so as to allow
comfortable driving conditions and good surface drainage.
Concrete sidewalk aprons shall be constructed at inter-
sections as shown on the attached drawings. Such sidewalks
shall be constructed of Portland cement concrete~ hereinbefore
described~ and shall have a compacted thickness of not less
than five (5) inches and a width of five (5) feet.

storm waterinlets and catch basins shall be constructed
at necessary points to receive surface water in the gutt~s
of the proposed improvements. Same shall be located at the
locations and constructed to the dimensions shown on the
attached drawings. Each inlet shall consist of a concrete
base) a concrete block sidewalk and cast iron frame and cover
and shall be connected to the proposed catch basins by means
of eight (8) inch internal diameter reinforced concrete
culvert connection pipe as shown on the attached drawing.
The trenches for the sewer pipe and excavations around
manholes, catch basins and inlets shall be backfilled with
sand or stone screenings.
Manholes shall be constructed at the locations and in
accordance with the details shown on the attached drawings.
Each manhole shall consist of a concrete base) concrete block
sidewalls and cast iron frame and cover.
The reinforcedroncrete culvert pipe shall be in con-
fCrmance w:i. th the Anlerican Soc ie ty for Te sting Materials
(ASTM) designation C-76 and shall have a minimum strength
of 2350 pounds per lineal foot. All connection pipe shall
have an internal diameter of eight (8) inches.
concrete block used for the construction of inlets,
manholes and catch basins shall be in conformance with the
American Society for Testing Materials (ASTM) designation
C139-39 for concrete masonry units.
Sewer pipe used for the construction of Storm Sewers
shall be plain concrete sewer pipe and shall be in conformance
with the American Society for Testing Materials (ASTM)
designation c-14 and shall have an internal diameter of
eight (8) inches.

Joints between adjoining bell and spigot pipe shall be
made by fitting spigot of one section into the bell of the
next section and then filling the bell with cement mortar
and oakum as specified above. storm Sewers shall be con-
structed at the locations shown on the attached plans.
All materials shall be of the best quality suitable for
the purpose for which they are used.
All work shall be done in a workmanlike manner under
the superintendence of the Board of Local Improvements.
SECTION 2. That the recommendation of the Board of
Local Improvements of said Village of Mount Prospect. pro-
viding for said improvements, together with the estimate of
the cost thereof as prepared by the Village Engineers and
made by the President of the Board of Local Improvements and
submitted to the President and Board of Trusteesy both hereto
a ttached, be and the same are hereb;/ approved.
SECTION 3. That said improvement shall be made and
the whole cost thereof including the sum of Three Thousand
Eight Hundred Eight Dollars ($3,808.57) and fifty-seven
cents, being the amount included in the said estimate of
said President of the B0ard of Local Improvements hereto
attached, to apply on the cost of making, levying and collecting
the assessment herein, as provided by law, to be paid for
by a special assessment, in accordance with an Act of the
General Assembly of the state of Illinois entitled:lIAn Act
Concerning Cities and Villages and Incorporated Towns and to
repeal certain Acts herein Named, Approved August 15, 1941
and Effective January 1, 1942"y together with all amendatory
acts thereof (except Sections 84.1-1 to 84.1-49).

SECTION 4. That the aggregate amount herein ordered
to be assessed and also the assessment on each lot and parcel
of land and any assessment that may be made for public benefit
shall be divided into ten (10) annual installments, in the
manner provided by the statute in such case made and pro-
vided, and each of said installments shall bear interest at
the rate of six per cent (6%) per annum, according to law,
unil paid.
SECTION 5. For the purpose of anticipating the
collection of the second and subsequent installments of said
assessment for said improvements, bonds shall be issued
payable out of said installments, bearing interest at the
rate of six per cent (6%) per annum, payable annually,
signed by the President and attested by the Clerk of said
Village of Mount Prospect under the corporate seal thereof,
said bonds shall be issued in accordance with. and shall
in all respects conform to, the provisions of the Act of
the General Assembly of the state of Illinois, entitled:
!lAn Act Concerning Cities and Villages and Incorporated Towns
and To Repeal certain Acts herein Named. Approved August 15,
1941 and Effective January 1, 1942", together with all
amendatory acts thereof (except Sections 84.1-1 to 84.1-39).
SECTION 6. That upon the passage and approval
of this Ordinance, the Vil~~ Attorney of sa~d Village, be
and he is hereby directed to file a petition in the County
Court of cook county, Illinois, in the name of the Village
of Mount prospect, praying that steps may be taken to levy
a special assessment for said improvements, in accordance
with the provisions of this Ordinance and in the manner
provided by law.

SECTION 7.That all Ordinances and parts of
Ordinances conflicting with this Ordinance be and the same
are hereby repealed insofar as they conflict herewith.
SECTION 8. This Ordinance shall be in full
force and effect from and after im passase and approval by
the President of said Village.

the assessment as is by law provided, and recommend the
passage of said Ordinance and the making of said improvement
contemplated therein.
